Minutes of Tuesday, April 11, 2017

REGULAR MEETING:

Call to Orderby Chairman Terry Scripture at 7:05 PM

Attending: Terry Scripture, Chairman; Dave Jones, Treasurer; Dean Thomas, Fairfield Member and Vice Chairman; Laura Morgan, Secretary; and Coleen Reamer, HamiltonbanTownship Board of Supervisors (BOS) Liaison.

Public: Bob Gordon, Chairman of the Hamiltonban Township BOS, and John Messeder, reporter for the Gettysburg Times

Approval of Minutes from February 14, 2017: 1st motion byLaura Morgan; second by Dave Jones. Motion approved.

Approval of Agenda: 1st motion byDave Jones; second by Terry Scripture. Motion approved.

Treasurer’s Report: Coleen Reamer will ask for an additional distribution from DCNR (remaining funds minus contingency) to support the start of construction for Stage 1.

Public Comment: None.

Old/New Business:

  1. HamiltonbanTownshipPark update/pavilion permit:
  2. The engineer (KPI) will release the request for bids once the Conservation District approves NPDES (expected in the next week or so).
  3. No date is set yet to begin actual construction of the park’s delivered play structure, but NPDES permit is needed before it can begin.
  4. Park names:
  5. Votes will continue to be tallied as received. Scheduled date for name announcement is May 1, 2017. The two front runners are BullfrogPark and HamiltonbanCommunityPark. Votes can be emailed to the Township secretary, Nina Garretson, at , or called into the office at 717-642-8509. The five names under consideration are:

  7. FoothillsPark
  8. HamiltonbanCommunityPark
  9. MiddleCreekPark
  10. OrchardValleyPark
  11. Quote for Other Equipment:
  12. Laura Morgan shared quotes from four different companies for purchase, delivery (and in most cases) installation for the five selected senior fitness stations to be installed in Stage 2. To ease JPRC decision on stations to choose, Laura will put this information into a spreadsheet to allow easy comparison and facilitate discussion at our next (May) meeting. Warranty provisions will be included as one measure of expected quality.
  13. Groundbreaking date and invitation:
  14. Groundbreaking ceremony is scheduled for 6:45 PM, April 27th (before a regularly scheduled BOS meeting to make it convenient for BOS members to attend). John Messeder (or another Times photographer) will take the picture. A letter of invitation will be drafted and emailed to BOS members. (NOTE: Post-meeting, Bob Gordon recommended and JPRC members agree that invitations should also be extended to members of the Fairfield Borough Council.)
  15. DCNR application due 4/12/2017:
  16. Coleen Reamerand Nina Garretson uploaded the grant application on 4/11/2017. It included a letter of support from State Senator Alloway. A letter of support was also received from State Representative Moul, but it was received after the grant application was uploaded.
  17. Additional grants under application consideration include:
  18. Robert C. Hoffman Charitable Endowment Trust (due July 15, 2017). Focus on this application will be to secure additional funding for senior fitness stations. This application closely mirrors the application already submitted to the Adams County Community Foundation. Coleen and Laura will write and submit.
  19. PAW (Pennsylvania American Water): Coleen will explore grant opportunities with this organization. PAW currently owns and operates sewer services provided to Township members connected to the sewer system previously operated by the Township and Hamiltonban Township Sewer Authority.
  20. WalMart: Terry Scripture will explore grant opportunities with WalMart.
  21. Ski Liberty: Coleen will explore grant opportunities with Ski Liberty.
  22. SouthMountain Partnership: The Partnership offers mini-grants for on-the-ground projects. This grant requires a match. We will discuss interest in applying at our next meeting. Due date for submission is July 28, 2017. Focus would be the demonstration meadow in support of native pollinators (rusty patched bumble bee – a focus example -- was endemic to our area, and was put on the endangered list on March 17, 2017).
  23. Discussion of signage for park:
  24. Dean Thomas will take the lead on developing signs (cultural, historical, industry, etc.) for inclusion in the park. Topics raised for inclusion were:
  25. Historic: Tapeworm railroad; civil war involvements in our area (see,
  26. Industry: Timeline design calling out area economic development and changes, to include tanning, gristmills/sawmills, shoes, Fruit Belt and the move from growing and eating to growing and processing, and wineries
  27. Scenic: South Mountain CLI
  28. Greening and Sustainability Elements: Solar, meadow demonstration and native pollinators, rain gardens, etc. (these will involve platform signage similar to what is seen at zoos rather than full standing signboards)
  29. Park ADA features
  30. Kiosk construction for the park is to be done by area boy scouts. Cameron Bream is also making our bridge kit construction over the swale a part of his Eagle Scout project. Coleen and Dean are in contact (or are contacting) the individuals involved.
