Chapter 1
Introduction and Project Description
1.1 Introduction
The Group Housing Complex “Tulip Ace and Tulip Petals” at sector 89 is being developed by M/s Tulip Infratech. Pvt. Ltd, 76 G Sector -18, Gurgaon Haryana to facilitate Residential services at affordable rate for the working professional. The project has been cleared by the Department of Town & Country Planning (DTCP), Govt. of Haryana. Along with this all necessary clearances has been obtained. This project has been granted environmental clearance by the State Environmental Impact Assessment Authority, Haryana Vide Letter No 21-1052/2007-IA.III.
1.2 Project Description
Salient Features:
The project will comprise construction of twelve residential towers with Ground + 18 floors. The plot area is 56,048.53 m2 (13.84 acre) and total built up area is 89,321.33 m2. The total green area for the proposed project is 8922.92 (15.92 %). The total Cost of the project including land and development cost is 95.5 crores. The total water requirement for the proposed project is 527 m3/day. Total waste water generation from the group housing project is 405 m3/day. This waste water will be treated in a STP of capacity 440 m3/day. Total of 303.75 KLD treated water will be reused for the Horticulture, Flushing, DG cooling, Road and Car Washing and rest will be used for the road side green belt development around the project site. No untreated water will be discharged from the project site without prior permission of the Haryana State Pollution Control Board. Proper care will be taken for the operation and maintenance of the STP. The total solid waste generated will be 1500 kg/day and will be segregated into recyclable and non-recyclable waste. The recyclable waste will be handed over to authorized vendors for recovery of recyclable material and biodegradable waste will be sent to municipal Waste Disposal Site for proper disposal. Proper care will be taken for the storage, segregation, handling and transportation. Hazardous waste will be send to the government approved authorized vendors for proper disposal and reuse. Agreement has been done for the same.
Parking:
The total parking provision for the proposed project is 840 ECS including basement and surface parking. Total parking required as per the MoEF is 884 ECS while total parking required as per the Haryana Bylaws is 580 ECS against which total of 840 ECS has been provided for the parking. Parking will only be limited to the parking area and no public space will be used for the parking.
Water Supply:
No ground water abstraction will take place during and after the construction. The source of water supply is through Tankers during constructional phase and during Operational phase water will be supplied through the HUDA.
Electricity:
The source of electricity for the proposed project is by Dakshin Haryana Bijli Vitran Nigam Limited. Approximately 6000 KVA will be the power requirement for the proposed project. During power failure DG sets of total capacity 2500 KVA (2*1000+1*500) KVA will be provided for the backup supply. DG sets room will be acoustic enclosure type and proper stack height of 6 m above the roof will be provided for the easy dispersion of the pollutants from the proposed project site. Proper operation and maintenance will be done for the DG sets and fuel of low sulphur diesel content will only be used.
Fire Safety:
All buildings in proposed project will be well equipped with all firefighting equipment. Water hose pipes and Fire extinguishers will be provided. Fire approval has been received from Commissioner Municipal Gurgaon, Haryana. Fire mock drills will be done for the residents during construction and operation phase of the project.
1.3 Present Status
The Group Housing Project is currently in constructional phase (near to completion).
1.4 Purpose of the Report
This six-monthly report is being submitted as per the condition stipulated in the Environmental Clearance letter. Further, the study will envisage the environmental impacts that have generated in the local environment due to the project.
The environmental assessment is being carried out to verify:
· That the project does not have any adverse environmental impacts in the project area and its surrounding.
· Compliance with the conditions stipulated in the Environmental Clearance Letter.
· That the Project Management is implementing the environmental mitigation measures as suggested in the approved Form-1, Form-1A, Environmental Management Plan (EMP) and building plans.
· The project proponent is implementing the environmental safeguards in true spirit.
· Any non-conformity in the project with respect to the environmental implication of the project.

Compliance of Stipulated Conditions of Environmental Clearance for Buildings in Operational Phase
PART A – SPECIFIC CONDITIONS
I. Construction Phase

4 / Disposal of muck during construction phase should not create any adverse effect on the neighboring communities and be disposed taking the necessary precautions for general safety and health aspects of people, only in approved sites with the approval of competent authority. / Agreed. There is no larger quantity of muck generated during construction activity.
Hazardous waste generated is being disposed as per Hazardous waste management and handling rules 2010. Proper care will be taken for the storage, disposal and transportation of the hazardous waste. Agreement with the government approved authorized vendors has been done.
5 / Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such material must be secured so that they should not leach into the ground water and any hazardous waste generated during construction phase, should be disposed off as per applicable rules and norms with necessary approval of the Haryana State Pollution Control Board. / Agreed. Construction spoils, including bituminous material and other hazardous materials is being disposed off in scientific manner. The adverse impact on the water course will be negligible.
6 / The diesel generator sets to be used during construction phase should be of low sulphur diesel type and should conform to Environment (Protection) Rules prescribed for air and noise emission standards / Agreed. Low sulphur diesel (LSD) is being used during power failure and it will confirm to Environment (Protection) Rules 1986 prescribed for air and noise emission standards.
7 / The diesel required for operating DG sets shall be stored in underground tanks and if required, clearance from Chief Controller of Explosives shall be taken. / Agreed. The diesel required for operating DG sets is being stored secure in such a way that no accidents, spillage and leakage possible. Proper care will be further taken for the storage, transport and handling of the fuel.
8 / Ambient noise levels should conform to residential standards both during day and night. II. Operation Phase

None of the untreated water from the project site will be discharged without the prior permission from the board. Proper care will be taken for the operation and maintenance of the STP. STP diagram for the proposed project is attached here as Annexure-5.
2 / Separation of gray and black water should be done by the use of dual plumbing line. Treatment of 100% gray water by decentralized treatment should be done ensuring that the recirculate water should have BOD maximum 10 pm and the recycled water will be used for flushing, gardening and HVAC makeup and DG set cooling. / Agreed. Provision of dual plumbing has been made for separation of grey and black water. Treated waste water will be used for flushing, DG cooling water makeup and landscaping.
