Purpose of Position:
The Manager – Youth Services reports to and is responsible to the Community Action Inc CEO and Operations Manager for –
- Management of the Youth Services Program area;
- Providing leadership;
- Implementing organisational policy; and
- Achieving strategic objectives.
Areas of responsibility include:
- Financial and human resource management.
- Policy review and implementation.
- Service provision.
- External relations and communication.

Organisational Environment:
Community Action Inc (CAI) encompasses the following program areas: Youth Services, Domestic Violence Services, Housing Services, Financial Literacy Services and Multicultural Information Network Service. The organisation has significant experience in:
- tenancy management of housing for low income tenants,
- supported housing for homeless young people in crisis,
- supported housing for women and children escaping domestic and family violence,
- provision of youth support programs and services,
- provision of emergency relief and financial counselling to people experiencing financial crisis,
- provision of migrant settlement services.
The organisation receives funding for its programs from various state and federal funding departments and other one-off grants, support and donations.
Currently, 169 units of accommodation are offered ranging from crisis, medium term to long term tenancies, including share-houses, studio units, units/duplexes and houses. Support services include programs and assistance for: young people, women and children escaping domestic and family violence, people experiencing financial stress and migrants.
The organisation is managed by a CEO who will work closely together with the Managers and Coordinators from each program area to develop the organisation and work towards achievement of strategic goals.
Youth Services - Program Overview
The Community Action Inc Youth Services Program area includes but is not limited to the following:
- Crisis Housing Program – crisis housing & support for young people who are homeless and at risk, including drop-in support, group work and outings, information, advocacy and referral services.
- Emergency Relief Program – financial assistance to young people who are experiencing financial crisis.
- Youth Health Clinic – free access to a GP and Psychologist.
- Safe Your Sex Program – free sexual health screening and youth worker support.
- Little Beginnings – education and support program for expectant young women and new mums.
Reporting & Accountability
The Youth Services Manager is responsible to and reports directly to the Operations Manager regarding operational matters and directly to the CEO on strategic directions. This position is responsible for direct supervision and performance of the Youth Service staff members.
Major Duties
Under broad direction of the Operations Manager and CEO:
- Take responsibility for day to day operational management and decision making within the Youth Service Program areas including the administration of program budgets and human resource management.
- Provide leadership and direction to Youth Service staff, promoting a culture of inclusiveness, trust and development of individual and team capabilities.
- Ensure the implementation of CAI Policies and Procedures and assist the CEO with the development and review of operational policy and procedure.
- Provide staff supervision, support and performance management.
- Champion client focus and empathy within the organisation.
- Ensure compliance with funding agreements and liaise with funding body representatives as appropriate.
- Provide written reports as requested to the CEO and Board of Management.
- Work together with the CEO and other managers in the development of the organisation.
- Provide strategic direction for the Youth Services program area and work together with the CEO and Board of Management towards the implementation of strategic goals.

SELECTION CRITERIA
Community Action requires an ethical and honest individual who is empathetic, community-oriented and client-focussed. Applicants are required to demonstrate their experience in writing in each of the following criteria with no more than 1 page per criteria:
- Relevant qualifications and significant community sector work experience, particularly in the youth work/crisis housing fields.
- Demonstratedability to manage arange of youth programmes, especially crisis housing programmes.
- Demonstrated understanding of provision of services to ‘at risk’ and homeless young people from a strengths-based framework within a case management context.
- Demonstrated programme budget management skills.
- Demonstrated team leadership skills including ability to provide direct line supervision to staff working in youth crisis housing and provision of critical incident debriefing.
- High level of communication, relationship building and networking skills.

- Current Blue Card for working with children or ability to acquire same.
