3.  Minutes of Previous Meeting

a.  The minutes of Meeting 336 held on Wednesday 25th May 2016 at 8pm were proposed by Cllr. Charles Kirby and seconded by Cllr. Simon Carbury, approved by all as a true and accurate record and duly signed by the chair. Publish on website ACTION: Clerk DONE 19/07

4.  Matters arising

a.  Acceptance of Office – Following the AGM in May, Cllr. Maggie Godwin accepted the post as Chair.

b.  Llancayo Noticeboard, Chris Sykes is willing to make a replacement noticeboard for Llancayo

c.  Caravan on Trostrey Bridleway - Ongoing

d.  OVW Courses – Thursday 14th July – Cllr. Maggie Godwin to attend the course ‘The Council Meeting’. Approval by council to fund the £35 cost (under 2016/17 Training budget)

5. Police and Neighbourhood Watch Report

a.  Gwent Now correspondence included in clerks report attached.

b.  Neighbourhood policing and Crime report – May 2016 – circulated 24/06

5.  County Councillor Report

·  Information on HGV licences. The planning service receives notifications from VOSA of applications for HGV operator licences. A planning officer checks the planning history for all those located outside of industrial estates and if it appears planning permission is needed or the proposal would exceed an existing permission, the applicant is contacted. The decision on the operating licence is made by the Traffic Commissioner, not by MCC.

·  Attending meetings, open to all and public questions. Local Service Board replaced by Public Service Board, also a scrutiny committee, could be way forward. Wellbeing assessment should drive and prioritise service delivery.

·  Information from Home Start – Annual Report 2015-2016

·  The Future of Community Councils – next year County Council elections, very likely with a 5-year cycle. Strong presumption of review of Town and Community Councils. Gwehelog and Llanbadoc have 17 Community Councillors to 1 County Councillor. Consider pre-empting outside views, competency test, value for money.

·  Monmouthshire County Council – review of Open Spaces – Community Councils to be contacted.

7. Community Meetings

a.  Rural Forum – Thursday 26th May, 7pm Raglan School – Apologies from Cllr. Simon Carbury who could not make the meeting due to the earlier start. County Councillor Val Smith provided an update and confirmed that there will be a GAVO presentation at the last Rural Forum meeting on 7th July at 7pm.

b.  Meet with Paul Matthews Working with T&C Councils – Monday 20th June 6.30pm – Report circulated from Cllr. Kay Davies

Councillor Simon Carbury confirmed that local pot holes had been recently filled by MCC

The clerk was asked to report the damaged ditch markers – from the Gwehelog Methodist Chapel to New House. These have been demolished by verge cutting machinery. ACTION: Clerk Done 19/07

Also the street lamp is on constantly at the bus stop at Cold harbour. To report ACTION: Clerk Done 19/07

Residents concerned about flooding on B4598, drainage appears insufficient. Brook under the road, Beech Hill Bungalow ACTION: Clerk Done 20/07

Comments: Due to the continued development on Wainfield Lane, Gwehelog Fawr Community Councillors have a number of concerns relating to this application:

1.  The footprint for a re-application needs to remain the same to the original application that was approved, this appears to be larger.

2.  The roof height be no higher than had previously been approved, again this appears to over shadow other properties

3.  The plot size remains the same, and is not reduced.

4.  How close is the property to neighbouring properties, is this acceptable?

5.  There were concerns over the digester, servicing 2 properties.

11.1 Responsible Finance Officer Report

a.  Passbook balance – £4204.13, confirmed and signed by the chair of the meeting Cllr. Maggie Godwin

b.  The Clerk provided an update on the Council accounts and reviewed against the budget for 2016/17.

11.2 Clerks Expenses
