Present: Gunnison City Mayor Bruce Blackham, Councilmembers: Robert Andersen, Blake Donaldson, Andy Hill and Blane Jensen, City Recorder Janell Braithwaite, Court Clerk Pam Barrus, Mayor Elect Lori Nay, Councilmember Elect Michelle Smith and Citizens Melissa Judy, Pearson Judy, Tom Eisenbrandt and Chase Eisenbrandt

Canvass 2017 General Election

Recorder Braithwaite reported the election had been an all vote by mail election in which the County Clerk's Office had taken care of the election. She had received a notice from the County Clerk, Sandy Neill, stating that as of election day on November 7, 2017, Gunnison City had 804 active registered voters. The number of ballots received was 486 or 60.4%. There were no ballots received after election day, and no provisional ballots were submitted. There were three ballots that were not counted due to various disqualifying reasons. The duly elected Mayor is Lori Nay with 245 votes with Blake Donaldson coming in at 237 votes. There were only two Councilmember positions open with two Councilmembers running. These duly elected Councilmembers include Robert C. Andersen with 384 votes and Michelle N. Smith with 266 votes. The Mayor and Council did not have any questions regarding these totals, and the canvass was complete for the 2017 General Election.

Discuss Purchasing Policy with Proposed Amendments ~ Councilmember Donaldson

Councilmember Donaldson reported Recorder Braithwaite had not heard from David Church yet as requested in the last meeting. Mayor Blackham stated this item would be tabled until the information requested was received.

Discuss Court Clerk Employee Wages with Proposed Approval of Changes ~ Councilmember Hill

Councilmember Hill summarized the internal discussions that had taken place regarding Court Clerk Barrus's wage noting she had been employed for about a year now with the clarification that this was her second time around after being employed four years previously in this same position. He reported she also helps in the library as well as the front office at times. He noted because she is not full time, she has not received the raises given when the full time employees have received theirs and he proposed she receive a 6% wage increase which would increase her to $11.66 per hour. She would still maintain her same duties in the court and library and filling in the front office as needed.

Councilmember Hill made the motion to increase the Court Clerk, Pam Barrus's wages from $11.00 to $11.66 per hour. Councilmember Andersen seconded the motion. the motion passes with a 4-0 vote.

Councilmember Andersen made the motion to adjourn the meeting. Councilmember Hill seconded the motion. The motion passes with a 4-0 vote.
