GUIDELINES FOR HANDBILLING, POLITICAL SPEECH AND CHARITABLE ACITIVITY ON SAFEWAY PREMISES

1. All persons and organizations shall apply to engage in the activity at least two weeks prior to the requested date.

2. All persons or organizations applying to engage in activity at a store must submit a certificate of insurance listing Safeway Inc and the current owner of the location as additionally insured for up to $2 million.If the store location is owned by someone other than Safeway,the applicant must contact the management company for approval.

3. Safeway reserves the right to deny permission to any group or person whose activity would unreasonably interfere with Safeway’s own use of its premises. Without limitation, permission may be denied for past behavior if the applicant violates these guidelines; scheduling conflicts; and reasonable apprehension that the requested activity will be presented in a noisy, disorderly, or inflammatory manner, as opposed to a neat, orderly and courteous manner.

4. No group or individual shall be permitted to engage in charitable fund raising,

handbilling or political speech at any store for more than ten days in any calendar year.

5. Political campaigning is restricted to personal appearance by the individual candidate. Campaign workers will be allowed to host a table only when their candidate is physically present at the store.

6. All activity shall conform to the following:

a)No more than two persons at each customer entrance at any time (plus one adult supervisor per entrance if activity is conducted by minors).

b)The activity shall take place exclusively within the areas designated by Safeway for such purposes (always at least twenty feet away from entrances and exits).

c)The activity shall not take place after sunset or before sunrise.

d)The only equipment to be used for each customer building entrance shall be no more than one card table, four chairs, literature and writing implements, and one neatly lettered sign no longer than three-feet-by-three-feet.

e)No solicitation of donations shall occur except by bona fide charitable groups, which have been approved by Safeway.

f)All charitable groups engaging in fund raising will provide Safeway proof of their status as a recognized charitable organization and comply with all applicable laws.

g)Safeway’s parking lots are always crowded. Permittees may not use stores public parking areas unless specifically authorized by the Store Manager and then only in those areas designated by the Store Manager at their own risk.

h)Upon expiration of the allotted time for the activity, the permittees must remove any literature, paper, or trash that they have brought upon Safeway’s property.

7. Without limiting the generality of the above rules, the following behavior WILL NOT BE TOLERATED.

a)Engaging in any commercial activity or venture.

b)Blocking ingress or egress to the store or parking lot, or otherwise creating traffic hazard.

c)Interference with the free passage of customers or potential customers.

d)Approaching customers or potential customers outside the designated area.

e)Persisting in addressing customers or potential who have indicated their desire not to listen to the message.

f)Haranguing, harassing vilifying customers or potential customers.

g)Shouting or using any amplifying equipment.

h)Using any unsightly equipment or other equipment not permitted under 6(d).

i)Any use of posters, placards, materials that contain “fighting words”, obscenities, gruesome displays, or inflammatory slogans that will likely promote disturbances.

j)Presenting ideas in a confrontational or inflammatory manner that is likely to create disturbances and / or embroil customers in open conflict.

k)Placement of leaflets or flyers on motor vehicles, distribution of such materials in any area other than the area described in 6 (b) above.
