Guidelines for Evaluation Contract

You will negotiate a contract to perform evaluation services. The contract must be signed by you and a representative of the program to be evaluated before you develop the evaluation plan and conduct any evaluation activities.

Read Chapter 9 in your textbook, Contracting for Evaluation Services (pages 253 – 263). This chapter serves as a model to help you develop your contract. A contract template is attached to assist you in the development of your contract. Your contract will be unique to the program you are evaluating and the terms of the contract agreement. Therefore, the information under each major heading will vary.

EVALUATION CONTRACT

This is an agreement between _Damon Jefferson_ (hereinafter referred to as the Evaluator) and _Keisla Tisdel_ (hereinafter referred to as _Principal_.

GENERAL INFORMATION

Title of Project: [Evaluation of Dashboard IEP Online for Bunch Middle School’s special education teachers]

Scope of Work: [The contractor shall provide all material and personnel to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The scope of this task order and associated deliverables include (a) preparation of agreed-upon evaluation questions that will drive and guide the evaluation, (b) creation and administration of a database for data collected in this evaluation, (c) data collection using methods and techniques that ensure valid and reliable data that relate directly with agreed-upon evaluation, (d) preparation of reports and briefing documents and revising as required and (e) travel to specified educational locations for briefings and meetings.]

The contractor shall be competent in all phases of educational evaluation with a proven ability in evaluation of educational systems and education programs. References are required to confirm this.

WORK STEPS

[Work steps shall include the following: (a) develop and obtain approval of evaluation questions that will drive data collection and findings, (b) prepare an evaluation work flow and schedule, (c) identify evaluation methods, means, processes, and techniques and relate each with evaluation questions, (d) identify and document data collection methods selected, (e) collect data, (f) prepare and submit draft final reports, and (g) revise as required.]

FIELD VISITS

[All fieldwork and on-site observations shall be coordinated with the principal.]

PROJECT MANAGEMENT

[Throughout the performance period of the delivery order executed by this SOW, the contractor shall keep the office of technical training and evaluation fully informed as to issues and progress.]

Background: [This contract is a short-term effort to investigate how prepared the special education staff at Bunch middle School is with using the program, Dashboard IEP online.]

Performance Period: [The work shall begin within 10 calendar days of signatures of both parties, unless otherwise specified. Work at the site shall not take place on school holidays or weekends unless directed by the contracting officer. ]

Type of Contract: [Time and materials. With fixed price limit of $0 compensation.]

CONTRACT AWARD MEETING

[The contractor shall not commence performance on the task in this SOW until the contracting officer has conducted a kickoff meeting or has advised the contractor that a kickoff meeting is waived.]

GENERAL REQUIREMENTS

[1. The contractor shall confirm work assignments with the evaluation project manager. A brief outline of work approach shall be reflected in the technical proposal.

2. All written deliverables shall be phrased in acceptable terminology of the field. Words shall be defined in layperson language. Statistical and other technical terminology shall be defined in a glossary of terms and referenced for validity and usefulness.

3. Unless otherwise specified, where a written deliverable is required in draft form, the school office shall complete their review of the draft deliverable within 10 calendar days from date of receipt. If there is no response from the school within 10 calendar days, it shall be automatically deemed “approved.”

4. This contract shall not require access to student files

5. All deliverables, except where specified otherwise, shall be provided in one electronic copy via e-mail to the project manager. All deliverables shall be delivered via software compatible with the school office.

6. The school principal and office reserves the right to review resumes of personnel the contractor proposes to assign to each task or subtask and to approve or disapprove personnel assignments based on the resumes provided.

7. The contractor shall provide via e-mail minutes of any school-contractor meetings, within 10 days after completion of the meeting.]

SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES

Description of Tasks and Associated Deliverables

[The contractor shall provide the specific deliverables described below.

Task 1: The contractor shall conduct evaluation studies and data in accordance with the evaluation management plan and the agreed-upon evaluation questions. The school principal shall review the draft review and provide written comments to the contractor no later than 10 calendar days after receipt of the draft review. The contractor shall then submit the revised review no later than 20 calendar days after receipt of comments. If there is no response from the principal or school within 10 calendar days, it shall be automatically deemed “approved.” The contractor shall update the review as required by guidance from the contracting officer or designated representative. The deliverable shall be in electronic form transmitted via e-mail, using software compatible with software available at the principal’s office.

Task 2: The contractor shall provide detailed analysis of selected topics and issues identified in the evaluation and shall be in accordance with guidance from the project manager. Work shall proceed on a time. The contractor shall present significant and timely findings to the project management team using an appropriate contractor-developed format in paper and electronic form.]

CHANGES TO STATEMENT OF WORK

[Any changes to this statement of work shall be authorized and approved only through written correspondence from the project manager. A copy of each change shall be kept in a project folder along with all other products of the project. Additional costs incurred by the contractor through the actions of parties other than the project manager shall be borne by the contractor.

REPORTING REQUIREMENTS

[The contractor will provide the project manager with an email to document progress in a report.]

TRAVEL AND SITE VISITS

[Travel and on-site visit shall be authorized by the project manager; limited travel is envisioned.]

The Evaluator will perform this evaluation as an authentic learning experience in the Program Evaluation course (MEDT 8480) in the Ed.S. program at the University of West Georgia, College of Education, Department of Media and Instructional Technology. CONFIDENTIALITY AND NONDISCLOSURE

[It is agreed that:

  1. The preliminary and final deliverables and all associated working, the papers and other material deemed relevant by the school principal that have been generated by the contractor in the performance of this task order are the exclusive property of the school district and shall be submitted to the project manager at the conclusion of the evaluation initiative.
  2. The project manager shall be the sole authorized official to release verbally or in writing any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order presented to the contractor shall be submitted to the project manager for response.
  3. Press releases, marketing material, or any other printed or electronic documentation related to this project shall not be publicized without the written approval of the project manager.]
