President’s Report – Margie Carrington

§  SB70 changes via State Issues committee

§  Proposed the reinstatement of the Grant Advisory committee

§  State Issues committee and CCCCO – regarding updates on upcoming comment periods for proposed legislation

o  Recommends those who can attend

o  Comment about not being aware of meeting calendars for public

§  Gloria Lopez () at CSAC for their scheduled meetings

§  Brian indicated meeting dates, if posted, are on their web site

§  Planning Day at the Capitol

Treasurer’s Report – Dennis Schroeder

§  Transition in progress from Maritza to Dennis

§  Reimbursement form will be posted to the web site soon

§  Bills are all caught up

§  Minor tax filing related issues to address

§  Dennis will contact Debbie Soria regarding assistance with tax filing

§  MOTION to accept Treasurer report Linda Williams.

State Issues Report – Brian Heinemann

§  Day at the Capitol;

o  March 4th (at CCCCO – 5th Floor; check in with receptionist on 5th floor) by noon & March 5th – full day (end at 3pm)

§  Holiday Inn at 16th & H (end of capitol mall)

§  Shuttle Service should be made by individuals

o  Official agenda will be sent closer to the event

§  Expect you to come

§  Bring business cards

§  ½ Day CCCSFAAA meeting

§  Split up for regional district visits

§  May be matched with CASFAA members

§  Not too much to talk about – not many “hot button” topics

§  Eat as a group and a panel at end of meal

§  Can do another visit if you want

o  Concern addressed regarding training & structure of prior Day at the Capitol meetings

o  Speaking points will be provided

§  SB70 – need to address changes to this document

o  Has this set of regulations been filed with OAL? (directed to Brian Dickison)

§  Not yet – will follow the normal process for filing and then review & comments

o  February 15th deadline to submit comments

§  AB540 students and lack of SSN/TIN

o  Some local credit unions will work students

o  HigherOne – can’t use the debit card for these students

o  If hard-copy check is produced, students having difficulty cashing checks

o  One school thinking of giving students cash

o  Lending group trying to find solutions for the above

§  Suggestion that various solutions to the above be put into a grid and available to membership for ideas to resolve issues locally

§  Want to avoid check cashing vendors charging exhorbitant rates

o  More clarification is needed

o  Brian Dickison: would like to provide assistance to students and prevent sending in to unfamiliar situations

o  Tim Bonnel: Invite IRS representative to provide a session/training regarding this

§  Should this be directed to the Chief Business Officers?

§  Suggest Jim Briggs, tax preparer consultant used by CASFAA, be given a question concerning the 1098T and withholding funds for non-SSN/TIN holders from their scholarship/grant needs.

·  Comment made that this information would be more valuable to the Chief Business Officers group.

§  Thalassa Naylor offered to research this issue with both Sallie Mae & Higher One and try to provide the results by or before the Day at the Capitol meetings.

Federal Issues Report – Linda Williams

§  E-mail to list serve to point out the highlights

§  Tim Bonnel: ACE Federal Sequestration Paper (handout) that covers the effects of sequestration (if they can’t figure out how to hit the target numbers – automatically go in to do cuts that effects other non-educational programs, e.g., defense)

o  No change to current and 13/13 year federal Pell awards

§  Are in the out years

o  Last 2 pages of document

§  Chart of proposed changes based on sequestration automatic cuts, if this happens

§  Working with colleagues on the east coast

§  Reauthorization Forum in California for CCCs

o  Focus on reauthorization

o  AACC out here in April

o  Proposed Reauthorization session at All Directors’ Training

§  150% Loan policy

o  Example: someone with a bachelor’s degree comes to your community college’s nursing AS degree – are they

§  Limit is 150% (affects NEW borrowers only)

§  Details haven’t been worked out

·  When it is worked out, we’ll get a Dear Colleague Letter

·  Not sure what will happen for the example above

§  Recommend attending Spring Conference

§  OK to withhold funds until after census per Jeff Baker IF

o  You provide sufficient funds prior to census to purchase books & other resources

o  Cannot deny registration

§  Gainful Employment

o  Only need to update those programs previously reported

o  State authorization rules regarding Distance Education no longer applies (Rhonda will send a notice out with reference documents) to CCCs

§  DCL did address the above but it was hidden in the details

§  Linda Williams, Brian Heinemann & Adrienne Burton representing CCCSFAAA at the NASFAA leadership conference in March.

TRAVEL Claim Forms – CCCCO – Terrence Gardner

§  New form (available on-line as a fillable document and will calculate totals automatically) and new processor in Riverside

o  Will this speed up the reimbursement process?

§  CCCCO hopes so.

§  Part of turnaround delay is the CCCCO internal approval & signature process

§  In process – determination of electronic filing of these requests

§  W-9 must be filed (one-time only)

o  No need to provide SSN on future travel claims

§  Webmaster is CCCSFAAA expense only

§  CCCSFAAA reimbursable costs

§  Mileage for CCCCO staff for schlepping us around

o  CCCSFAAA is willing to provide travel expenses

§  CCCCO may not be able to request this because of conflict of interest – Rhonda will research

CSAC Update – Brian Dickison

§  Fund your Future booklets now available

o  Order yours now through CSAC or ECMC shipping center (ECMC site under publications; Fund your Future to order page)

o  Make use of them while they are available

§  ECMC still assists with this

o  Back orders will be shipped out soon

§  ECMC functions will soon be phased out

§  SB70 – there is a 15 day comment period

o  Your comments have helped draft the document

o  Brian Heinemann asks if some of the dropped items will come back in the future

§  Brian Dickison states that the legislature is asking for more data before decisions are made

o  Fairly firm for the time being

§  Unless legislature decides they want something different

o  Tim Bonnel: first year record layouts for enrollment, persistence, and graduation rates. CCCCO is represented in joint meetings to address additional record layout requirements

§  Cal Grant deadline is March 4th not March 2nd

o  Make sure students & staff know this.

§  Cal Grant September deadline is the 3rd, not the 2nd because of the labor day holiday.

§  GPA submissions – sends a massive file

o  Practical experience by sending in all the GPAs, we are doing the right thing

§  Better to be inclusive than exclusive when sending records

o  Customer service standpoint – why does CSAC have student’s GPA

§  Students can see their information on WebGrants for students which includes their GPA

§  If multiple schools submit GPAs for one student, CSAC uses the highest, not the most recent submission

o  March Report Filing Requirements

§  Regular GPAs

§  Re-established GPAs (can only be used by law for competitive Cal Grants)

·  Example: High Schooler who graduated June 2012 must have their high school re-send their GPA file OR complete a manual form for submission

·  Recommend notifying high schools to include prior year graduates

§  Dream Act – non-SSN GPAs – regular at least 24 units

·  Can’t get competitive awards so re-established isn’t needed

·  Form for manual submission available

·  If you have a work-only SSN, don’t file the FAFSA and send a non-SSN file for those students.

·  If student files a FAFSA with a work-only SSN, they should have checked the “other” box that asks if you are a citizen or eligible non-citizen

o  Should be a reject on citizenship status if FAFSA filed and the student didn’t check “other”

·  12-13 Dream Act application has an SSN field and CSAC does nothing with it

·  13-14 Dream Act application doesn’t have an SSN field

·  AB540 confirmation still required from schools

o  All segments were opposed to this being on the roster

§  CSAC still wants to collect this

·  Question regarding transaction IDs similar to ISIRs showing data changed – will this change for 13-14

o  Processes put in place to reduce the duplicate applications

·  Colleges & Opt Out provision to confirm AB540 status

o  Brian will research with legal whether this can be offered

o  No legislative authority requiring the collection of this data

§  Informally, they want to know if this is working for the intended population

·  13-14 not posted to date; 12-13 recently haven’t been posted either

o  Working on duplicate application situation

o  When will it be available?

§  There is a confirmation document with an EFC (if calculated) that can be printed out

§  Students who did not print it out can go back into the application and printing the confirmation page

§  Possibly this coming Monday for both years – Brian will verify and report back to us

§  Helpful if the schools that the application was sent to (student’s list) was printed on the confirmation page

·  New process for everyone – we are all collectively going to find situations that need to be fixed

o  Send issues to Brian and/or Tae

·  13-14 – school staff will be able to make changes to Dream App ISIR records on-line

§  Enrollment Data – Fall enrollment file

·  Use for Transfer Entitlement Program

·  Collect Spring enrollment data as well maybe in a mid-April timeframe

o  MOU enhancement would be needed between CSAC and CCCCO to include Spring enrollments

o  CCCCO suggests that Fall be included if a Spring file is generated and sent

o  CCCCO will let all schools know IF approved to send a Spring enrollment file

§  CA Dream Act Verification Guide – DRAFT only

·  Self-certification of HS graduation is okay

·  Brian took the $6500 or less income clarification from the Texas application

o  CCCSFAAA requests that this be taken off

o  We aren’t required to use this verification guide – this is just a sample

·  V1-type verification for those selected for verification

·  Timing for Review & Comments

o  Haven’t awarded any Cal Grants

§  Andi had to manually enter membership from the CASFAA pre-conference which was time intensive – fully loaded now.

o  Andi suggests that when we are in the planning stages that we should try to implement registration to allow for update to CCCSFAAA membership.

§  Andi needs 2012 scholarship winner list from Yvonne Glashon.

§  “The Buzz” is the new blog.

o  Need someone to start it. Margie volunteered.

CASFAA Liaison Report – Brian Heinemann

§  Day at the Capitol (see previous notes)

§  Winter Conference will be in November 2014

California Lenders for Education (CLFE) Liaison Report – Thallasa Naylor

§  Gave overview of CLFE – first organized around FFELP. When FFELP disappeared, CLFE reorganized. Main purpose is to work with the associations and provide training, information, and consistent messaging out to schools. Kim Thomas from First Marblehead is president.

§  Will be updating web site & refining by-laws.

§  SB1289 – training

o  Language needed on web site for private loans

§  Community colleges are recommended but not required to place this language on their web site.

o  If you aren’t providing federal loans and only referring to private loans, you are strongly encouraged to have this wording on your web sites & information brochures.

o  If you have a preferred lender list, you need to ensure that your disclosures are on your web site & brochures.

EOPS Liaison Report – Georgina Guy

§  New representative because William took another position outside of EOPS.

§  Nothing further to report until Georgina attends at next meeting.
