1 PURPOSE

This contribution proposes to update the existing “Resolution GSC-16/06, IPTV Standards” to encourage the standardization works and collaboration activities on other enhanced IP-based TV-related multimedia services such as Smart TV as well as IPTV.

3 CONTENT

At the 16th Global Standards Collaboration meeting (Halifax, 31 October - 3 November 2011), the RESOLUTION GSC-16/06 on IPTV Standards was revised to continue to support IPTV standardization as a High Interest Subject.

In align with the relevant GSC-16 Resolution on IPTV, lots of standard documents have been developed by ITU-T SG16 on multimedia services including IPTV and Digital Signage. In addition to the IPTV services, other enhanced IP-based TV-related multimedia services are rapidly proliferated to the market over the last several years. The market is in serious need of standardized interoperable solutions for multimedia services. The standardized interoperable solutions will provide benefit for all the players in the value-chain, and encourage growth of this market.

Considering these urgent market requirements, ITU-T Question 13/16 has been extended its standardization work scope in this new study period (2013~2016) to cover other types of enhanced IP-based TV-related multimedia services, such as Smart TV and Connected TV. As one of relevant standardization works on this subject, a Technical Paper about “Glossary and terminology of IP-based TV-related multimedia services” has been developing by the ITU-T SG 16. The definition of Smart TV and Connected TV are not completed yet but the current description on smart TV of this draft Technical Paper is as below:

Smart TV, which is also sometimes referred to as "Connected TV" or "Hybrid TV", is a new hybrid terminal device reflecting the current trend of applying Internet and Web 2.0 technologies to television sets and set-top boxes. It provides internet-based services involving social networking, games, interactive advertising, and IPTV as well as traditional broadcast TV channels.

Smart TV can be considered as an information appliance or the computer system integrated within a TV set or set-top box, as smart TV often allows the user to install and run more advanced applications or plugins/add-ons based on a specific platform. All of the smart TVs have a homepage that lets users access the different functions, and from there are also links to individual app stores. It has its own complete operating system or mobile operating system allowing the user to install and execute various types of applications from app stores like for Smart phones. It usually provides a public SDK (Software Development Kit) and/or NDK (Native Development Kit) for third-party developers.

Smart TV attempts to replace traditional remote control with an alternative control system such as voice control, gesture control, and touchpad control to provide new user experiences. It enables users to navigate web pages and to utilize in-depth search engine effectively with a full feature HTML5 enabled browser. Smart TV allows users to search and find videos, movies, photos and other content on the Web, on a local TV channel, on a satellite TV channel, or on a local storage drive.

TTA is also actively developing standards for advanced set-top box that provides enhanced capability such as HTML5, discovery and selection of Internet contents, and app store interfaces. It allows the user to install and run more advanced applications or plugins/add-ons based on standardized interfaces. This advanced set-top box can be used for not only IPTV service providers but also Cable TV service providers. It also can be installed within TV set which can be seen as Smart TV. In accordance with the evolution of IPTV services, IP-based TV-related multimedia services are very much closely related each other.

Considering the urgent market requirements as well as new standardization activities started within various standards organizations on enhanced IP-based TV-related multimedia services, it is requested to encourage GSC Participating Standards Organizations and ITU-T to develop related standards to support Smart TV as well as IPTV and to collaborate with each other for the exchange of information and coordination of relevant standardization work. For the purpose of this direction, it is proposed to update the existing “Resolution GSC-16/06, IPTV Standards”. The proposal on modified Resolution is attached for further consideration by the meeting.

4 SUMMARY

In addition to the IPTV services, other enhanced IP-based TV-related multimedia services such as Smart TV and Connected TV are rapidly proliferated to the market over the last several years. Considering the urgent market requirements as well as new standardization activities started within various standards organizations on enhanced IP-based TV-related multimedia services, it is requested to encourage GSC Participating Standards Organizations and ITU-T to develop related standards to support Smart TV as well as IPTV and to collaborate with each other for the exchange of information and coordination of relevant standardization work

Based on these observations, it is proposes to update the existing “Resolution GSC-16/06, IPTV Standards” to encourage the standardization works and collaboration activities on other enhanced IP-based TV-related multimedia services such as Smart TV as well as IPTV.

RESOLUTION GSC-1617/06xx: (Plenary) IPTV/Smart TV Standards (Revised)

The 16th 17th Global Standards Collaboration meeting (HalifaxJeju, 31 October - 3 November13-17 May 20112013)

Recognizing:

a)  that IPTV has been deployed or is to be deployed in many regions and countries represented by the GSC Participating Standards Organizations;

b)  that IPTV offers the promise of new innovative video entertainment experiences to the public; and

c)  that the integration of IPTV video services and telecommunications services will offer benefits with enhanced value to the public; and.

d)  that the IP-based TV-related multimedia services, such as Smart TV which is also referred to as Connected TV are rapidly proliferated to the home over the last several years.

Considering:

a)  that many GSC Participating Standards Organizations and ITU-T have begun work in the area of IPTV and extends their standardization work on IP-based TV-related multimedia services, such as Smart TV and Connected TV;

b)  that there has been successful collaboration among many GSC Participating Standards Organizations and ITU-T;

c)  that the IPTV vision includes the delivery of multimedia services across a large variety of delivery modes, including wireline, fiber, fixed wireless, and mobile wireless;

d)  that there are urgent market requirements as well as new standardization activities started within various standards organizations on IPTV in mobile mode;

e)  that there are emerging market requirements and new standardization activities within various standards organizations on Content Distribution Networks (CDN); and

f)  that key technologies of IPTV can be applicable to out-of-home digital signage services that may exist anywhere in the world.

Resolves:

1)  that the Participating Standards Organizations of GSC:

-  continue to support IPTV/Smart TV standardization as a High Interest Subject;

-  continue to bring a spirit of collaboration and mutual support to the development of IPTV/Smart TV standards;

-  work to identify and present areas of standardization that relate IPTV/Smart TV with other High Interest Subjects, such as NGN (including QoS and Security), Home Networking, etc.; and

-  encourage the exchange of information and coordination of relevant standardization work on IPTV/Smart TV over various mobile wireless network environments.
