SIN 653-1: Guaranteed Home Sale Service:

Appraised Value Transaction –Sibcy Cline Relocation Services provides the employee a guaranteed offer to purchase the home the transferee is leaving. The offer price is based on two independent appraisals and inspections. Under this program, the employee sells the home directly to Sibcy Cline Relocation Services and receives their equity per the statement of work and agency guidelines. Agencies may require a marketing period prior to entering this program. Within these program guidelines, the transferee may market the home to generate an Amended Value Sale. If they cannot generate a sale, there is no fee to roll into the Appraised Value program.

Amended Value Sales – The transferee may receive a legitimate offer from a qualified buyer while marketing their home. Sibcy Cline Relocation Services may purchase the home from the employee based on that offer and close the sale with the outside buyer. The advantage is a lower fee to the agency and a transferee who feels they have received the true market value of their home.

Industrial Funding Fee (‘IFF’): All pricing includes GSA’s Industrial Funding Fee at the current rate of 0.75%, based upon GSA’s Industrial Funding Fee, section 552.238-74 of the solicitation.

Home Sale Transaction Fee: All pricing includes GSA’s Home Sale Transaction Fee at the current rate of $325/closed file.

Destination Area Services

Destination area services include the following assistance:

  • Buyer's Assistance: Provides available housing and community information, prices that meet the employee’s personal and financial needs, home finding arrangements, and referral to selected relocation specialist who is thoroughly familiar with areas of interest. No Charge
  • Mortgage Counseling: Explains the mortgage process, types of loans, home affordability analysis, and other mortgage services. No Charge
  • Spousal Counseling: Offers relocation counseling, explains the move process and provides general destination area information. No Charge
  • Rental Assistance: Provides available housing and community information, rental rates and referral to a selected rental specialist. Reviews lease and advises on other rental matters. See 653-4 (A)

Management Report: Periodic and custom reports created in various formats at the discretion of the ordering agency or activity. Reports are generated from an extensive database of information from the Sibcy Cline Relocation Services tracking system. No Charge

NOTE: A discount of .65% may be offered to the ordering agency when the agency requires the 60-day marketing period be complete, prior to ordering appraisals for the residence and a BPA is in place between the agency and SCRS. A discount of 1.15% may be offered to agencies requiring a 90-day marketing period, prior to ordering appraisals and a BPA is in place between the agency and SCRS.

SIN 653-4: Additional Services:

Rental Assistance: A half-day ($450/employee)or full day ($800/employee)detailed destination area tour that includes: Local real estate markets, commuting issues, area amenities and community orientation.

Temporary Living Stand Alone: Provides assistance to transferring employees in locating suitable temporary accommodations at the new duty station. $350/employee.

Entitlement Counseling: Counseling the employee on the agency relocation policy, relocation benefits and employee responsibilities. Providing information on the relocation process, individual relocation plan and follow-up and settling-in assistance. $325/employee

Domestic Cost of Living Analysis: Provides a comparison of the cost of living statistics between the old duty station and the new duty station. The information is user friendly and includes housing, salary, taxes and cost of goods and services. $65/report

Value Added Services Program

Offered for any transferee with limited to no-budget relocation benefits and includes the following services: Counseling, Referral Assistance for Home Sale and Home Purchase, Home Marketing Assistance, Household Goods Counseling, Destination Services Coordination, Temporary Housing Counseling and Coordination, Reporting. $250/employee set up fee which can be waived if at least one real estate referral fee is collected.

The Benefits of the Value Added Services Program include:

  • Personalized counseling throughout the process with minimal expense to the agency
  • Access to the largest network of relocation experienced realtors
  • Efficient employee time management – the counselor coordinates all relocation related services so the employee remains productive in their new duty station

SIN 653-5 Agency Customization Services:

Buyer Value Option (BVO) - This program allows the transferee to market the home with the full support of a professional home sales team to help get the maximum value. The home is purchased by Sibcy Cline Relocation Services after there is an offer from an outside buyer. This option allows agencies to save costs, and transferees to stay in a homesale program without interfering with report dates. Home Marketing Assistance, Destination Home Finding, Mortgage Counseling and Management Reporting services are provided as part of this process.

The focus of this program is providing home marketing assistance to help the employee generate an independent sale. We follow the BVO program parameters set out by the Worldwide Employee Relocation Council (ERC) that include a marketing period without a defined end date.

Note: our goal is to effectively market the home until producing an accepted offer for the residence, regardless of the marketing time. agencies may amend orders from bvo to appraised; however, homes that are purchased by SCRS will be subject to category pricing for appraised/amended programs.

SCRS may charge a BVO Cancellation Fee of $500. Fee plus direct costs for title work and inspections, if needed.

Special Handling

There may be properties that are ineligible or difficult to sell as defined in a Statement of Work or as outlined in the FTR. In this case, values are particularly difficult to determine. This is an area we would discuss in depth with an agency prior to initiation as part of our ongoing relationship. The process, procedures and services included under the Home Sale Service (SIN 653-1(A)) are the same as the Special Handling Transactions program. The following program is an alternative to SIN 653-1. This is designed to create options for agencies and accommodate transferees with unique residence circumstances.

SCRS may also include an $800 per month feefor each month the home is in inventory until final closing to include part of the month or the whole month.

The following is a list of possible circumstances that might constitute special handling status. This list may not include situations that may arise as part of the due diligence process:

  • Homes in a declining market as defined by the Office of Federal Housing Enterprise Oversight (OFHEO), which is updated monthly/quarterly
  • Homes only accessible by air or boat
  • Remote or sparsely inhabited locale
  • Municipality less than 10,000 people
  • EIFS property (e.g., homes that contain synthetic stucco)
  • Homes with an environmental hazard
  • Homes not insurable or unable to be financed
  • Short sales situations

Destination Area Services

Destination area services include the following assistance:

  • Buyer's Assistance: Provides available housing and community information, prices that meet the employee personal and financial needs, home finding arrangements, and referral to selected relocation specialist who is thoroughly familiar with areas of interest. $0

SIN 653-7 Move Management Services

The contractor can provide a total package of move management services including transferee entitlement and pre-move counseling; carrier selection; preparation of bills of lading; shipment booking; service performance and prepayment audits; claims preparation assistance; and on-site quality control. These services may include environmentally sustainable options designed through Environmental Protection Agency (EPA) SmartWay Program that reduce the impact of freight transport on the environment in the areas of fuel consumption, greenhouse gas, and emissions of air toxics.
