Under the direction of the Labor Relations Officer for the Department of General Services (DGS)theincumbent assists in the management and the administration of the Department's labor relations programandrepresents the Director in all aspects of collective bargaining for assigned bargaining units andoffices.

ESSENTIALFUNCTIONS
Provide advice and counsel to departmental management on labor relationsmatters:
  • Provides advice and counsel to departmental managers on a variety of labor relationsmatters such as grievances, relationships with employee organizations, interpretation of law, SPBrulesand decisions, and contract provisions. Consults with Cal HR Labor Relations Officers(LRO) and attorneys on ongoing grievance or arbitration cases. Reviews proposed program andpolicy changes and advises the LRO on the impact. Reviews policies affecting working conditionsof departmental employees and develops recommendations for the DGS Labor RelationsOfficer.

Assist in the development of grievance responses and/or management proposals for negotiationsfor assigned bargaining units andoffices:
  • Assists the LRO with investigations and recommend solutions, draft grievance responses fortheLRO’s review, ensuring that grievance resolutions and agreements are consistent withFederaland State laws, SPB rules, departmental policies and past practices. May meet withunionrepresentatives, management and/or grievant to discuss the issues and facilitateresolution.
  • Work closely with the DGS Labor Relations Officer and departmental management in orderto represent DGS on both internal and external committees and subcommittees withCalHR.
  • Compiles statistical data regarding classifications, bargaining units, salary data,grievance issues, demographics using Activity Based Management System(ABMS).
Assist the DGS LRO in representing management on all issues related to the Dill’s Actwhenmeeting and conferring with the various unions and under the supervision of the DGS LRO,drafts, and implements settlementagreements.
Investigates unfair labor practice charges, makes recommendations to management indefendingcharges, and assists in preparation of preconference briefs for PERB hearing. Meetswith appropriate parties, reviews precedential PERB decisions and consults with DPA legal andlaborstaff.
Develops training materials and provides training to designated personnel in labor relationscontract administration, unfair labor practices, pre-election conduct, grievance handling, etc.using knowledge of the Dills Act, MOUs, and departmentpolicies.
MARGINALFUNCTIONS
Serves as the back-up to the Custodian of Records.
Logs grievances and related documents into a grievance log; purges personnel files andsupervisory of actions and related documents based on stipulated agreements to grievances,etc.
Acts as a Note Taker during Skelly Hearings, grievances, and meet and confer activities bytaking notes, completing into a Word document, and emailing to CalHR, other Labor Relations Staff,andaffected and participating management teammembers.
