2.Minutes of the Previous Meeting and Matters Arising

3.Pre 16 Update

Cathy Starbuck gave an update on attainment in Salford – see PowerPoint attachment details below.

4.University Update

University of Salford Access Agreement

  • Fees - £8k-£9k across five fee bands for September 2012
  • Awards
  • VC’s Excellence Scholarship for students achieving 340 UCAS points or equivalent, £1k discount plus £1k cash award
  • Salford National Scholarship Programme for students from the GM area with household incomes of £25k or less (note this is a limited fund and will be allocated to priority groups), £2k discount plus £1k cash award
  • Article 26 Helena Kennedy Foundation full fee waiver for students seeking until status in the UK is resolved and student finance can be accessed
  • Pre-entry support – the University has launched two substantial WP programmes across five local authorities including Salford:
  • Pre-16 Get Set programme will provide aspiration and attainment raising outreach over Years 9, 10 and 11, working with an identified cohort of students repeatedly (targeted at LAC, FSM, NS SEC 4-8, IMD lowest quintile, no parental experience of HE, etc). This will be delivered in partnership with Salford City College for the Salford schools to support the demonstration of progression pathways, engaging parents and enabling localised delivery. We also hope to bring together teachers and academic staff across the three educational tiers. This will be launched to teachers in Salford on 7 December.
  • Post-16 Get Ahead programme launched in October 2010, working with the individual learners for the two years of their level three study, providing multiple raising aspirations and attainment activities. Development of the programme has included the creation of a level three skills module, designed to prepare students for higher education and to bridge the learning gaps between further and higher education. The module has been accredited by ASDAN and is equivalent to 40 UCAS points. This programme has been carefully designed to provide the skills and confidence required to succeed at higher education, including familiarisation with key academic and pastoral support, aiding the transition, retention and progression of these students.
  • Post-entry support the University is investing heavily in retention, co-curricular development and employability to support value-added.

5.Connexions update

  • Neighbourhoods profile/NEET performance

Chris Purcell provided amended and shared recent JSNA (see attachment details from Chris Purcell below).

Actions

i)Martin Hanbury to liaise with Chris Purcell on data that could be made available for pupils with SEN

ii)John Whitby asked if a breakdown will be made available for 85.7% pupils in learning.

iii)40/40 apprenticeship scheme – has resulted to 10 new apprenticeships for Salford residents

  • Activity Survey - early indications

Provisional data shows that 16-18 NEET has increased from 6.1% to 6.7% compared to this time last year.

Cllr Potter queried if Community Committees would be able to have copies of these useful reports – CS confirmed these would be shared in early 2012 as part of the whole JSNA ( Joint Strategic Needs Assessment). CS asked if analysis by FSM would be possible. Chris Poyner to advise if this is possible.

CS praised the high quality of these neighbourhood reports, they provide really useful information addressed and demonstrate how well the neighbourhood’s are understood regarding NEET.

6.College Update

Jackie Moores provided an update from the college.

The recent Notice to Improve for Skills for Life and Functional Skills is likely to be lifted in the near future as success rates are 94%.

The latest ALPs report gives the college a grade 3 (excellent) and places the college in the top percentile nationally for many courses & top decile for the rest.

The college is intending to offer some level of post 16 bursary next academic year. This would possibly be £20 a week. Details will be confirmed soon.

Results - 87% long qualification success rate - this would denote an 'outstanding' judgement in comparison with other judgements of outstanding colleges and further builds on the 'Good' Ofsted judgement.

A recent Initial Teacher Training inspection of Bolton provided some very positive feedback for provision at Walkden.

7.ESF update

Aly Keogh provided update – see report (attachment details below). John Whitby asked if there could be an agenda on Work Based Learning Provider update in the future. He provided the following update:

  • Blue Training has now been lost from Salford.
  • Providers having difficulties - meeting growth areas,

- awaiting outcomes of growth application.
