PREAMBLE:

A.  The Grenada Football Association Competitions Committee reserves the right to rule on any situation not specifically listed below. All tournament games will be played in accordance with the “Laws of the Game” as issued by F.I.F.A. The following statements (rules) supplement these Laws. The Tournament Committee’s interpretation of these rules shall be final.

B.  The 2015/16 Grenada Football Association Football League Competitions is an official event of the Grenada Football Association. The GFA is sole governing body for football on the island. All other competitions must be sanctioned by the association and all GFA affiliates must first secure written permission to participate in any other competitions not organized by the GFA.

C.  The 2015/16 GFA Football League Competitions serves as a scouting ground for National Men’s’ Women’s’ team and Age Group Teams.

D.  There will be three (3) League Competitions: Premier League, First Division and Second Division. These Competitions will be played on a League basis.

E.  Super 8 Knock Out: The top five (5) teams in the Premier League, the top two (2) teams in First Division and top team in Second Division after the two rounds of each competition except for the Second Division, which will play one round, shall qualify for the Super 8 Knock Out Tournament which shall be seeded or grouped in two zones of four teams each and shall be played in one enclosed venue.

F.  There shall be a Grenada Football Association Knockout Competition referred to as the “FA Knockout ”

G.  GFA Inter Parish League Round robin Competition

H.  There shall be age group competitions organized under the auspices of the Grenada Football Association.

1  GENERAL RULES FOR DIVISIONAL COMPETITION

These rules will apply for all Divisions of the Association except where set out in rules relating to a specific Divisional or Cup competition.

1. Management

(a) The Divisions shall be governed in accordance with the Rules, Bye-Laws and Regulations of the Grenada Football Association by the Competitions Committee or such other committees as the Executive Committee of the Association from time to time may appoint.

(b) The Competitions Committee shall meet as often as is necessary to conduct the business of the Divisions concerned.

(c) All communications shall be addressed to the General Secretariat of the Association who shall conduct the correspondence of the Divisions and keep a record of its proceedings.

(d) The Competitions Committee shall have powers to apply, act upon, and enforce the Rules of a Division and shall also have jurisdiction over all matters affecting a Division, including any not provided for by the rules.

(e) All decisions of the Competitions Committee shall be binding subject to the right of appeal to the Executive Committee, except where provided for in these Rules or other Rules and Regulations of the Association.

(f) All fines and charges shall be paid within seven (7) days of the date of notification of imposition unless otherwise ordered.

(g) Clubs, Officials or individuals committing a breach of these rules shall be liable to such penalties as the Executive Committee may impose.

(h) A Club having failed to comply with an order or instruction of the Executive Committee or the Competitions Committee acting on its behalf within seven days of receipt of notice of such order or within seven days of an operative date specified in that order, shall not be allowed to play or take part in the business of the Division until the order has been complied with and a reason for the delay has been submitted to the General Secretariat, who shall forward it to the Executive Committee for their adjudication.

(i) Notwithstanding the forgoing the Executive Committee or Competitions Committee acting on its behalf may request an earlier compliance of an order or instruction if it is satisfied that an earlier compliance is necessary for the normal function of the Division and other competitions or activities of the Association.

2. TITLES – GFA: PREMIER LEAGUE, FIRST DIVISION, SECOND DIVISION

A.  The 2015/16 GFA: Premier League, First Division and Second Division shall take place every year. Only GFA Club teams shall participate in the Competition.

3. ENTRIES

A.  Only GFA affiliates shall participate in the Competition.

B.  The Premier League will involve ten (10) teams and shall end, except if circumstances do not permit, prior to the end of each calendar year.

C.  The First Division will involve Ten (10) teams and shall end, except if circumstances do not permit, prior to the end of each calendar year.

D.  The Second Division will involve eighteen (18) teams divided into two zones and shall end, except if circumstances do not permit, prior to the end of each calendar year.

E.  Clubs are not allowed to register or enter more than one Team in the Competition.

4. ORGANISATION OF THE COMPETITION

The Premier League and First Division shall be played on a round robin basis with each team playing each other twice (Home and Away): The Second Division will be divided into two groups, to be played on a group stage/ knock-out basis. The team listed first on any fixture shall be the home team. The home team has color preference.

5. THE COMPETITIONS COMMITTEE

A.  The Competitions Committee, appointed by the GFA Executive Committee, is responsible for the organization of the competition.

B.  The Competitions Committee shall, amongst other matters, be responsible for:

Technical Matters:

i.  Supervising general preparations, deciding the match system, the draws and forming groups;

ii.  After consultation with the GFA Executive Committee, fix the dates and venues for the matches;

iii. Determining kick-off times;

iv.  Refer all disciplinary matters to the Disciplinary Committee for prompt review of any disciplinary action required.

v. Appointing Match Commissioners.

C.  The Committee’s decision shall be final.

REGISTRATION PERIOD

The period for registration of teams participating in the Grenada Football Association 2015/16 season shall be from January 31st to April 30th 2015.

PLAYER REGISTRATION

1.  Each team must submit a “Team Roster Form” during the registration period (January 31st- April 30th of each year). Adjustments to the roster must be submitted to the General Secretary of the Grenada Football Association.

2.Each “Team Roster Form” must be verified by a member of the Competitions Committee. Coaches shall insure that player passes presented at Registration and by the players prior to each match, if requested, correspond directly to the approved roster.

NUMBER OF PLAYERS

1. Each team may be composed of not less than 17 players and no more than 30 players.

2.  Should a team not have at least the minimum number of players within 15 minutes after the scheduled match time, they shall forfeit the game 3-0.

SUBSTITUTIONS

1.  A team shall be permitted to use a maximum of three substitutes inclusive of the Goalkeeper during a match.

7. MATCHES PLAYED ACCORDING TO THE LAWS OF THE GAME

A.  All matches will be played under the Laws of the Game as approved by the International Football Association Board and published by FIFA.

8. DURATION OF MATCHES AND BALL SIZES

1.  The game ball shall be provided by the Home Team except after inspection by the Match Officials such ball is determined not suitable.

2.  Ball size and game duration is as follows:

A.  Each match shall last ninety (90) minutes, comprising two periods of forty-five (45) minutes with an interval of fifteen (10) minutes in between. That is dependable on the availability of light conditions.

9. ELEGIBILITY OF PLAYERS

A.  Each participating Team shall select its team from the list of registered players submitted to the GFA.

B.  Any team found guilty of fielding an ineligible player shall forfeit any matches in which the player played. Victory and the resultant three points will be awarded to the opposing team as well as the score of 3:0 or more if the opposing team has already achieved a margin of difference in excess of 3-0.

C.  All players must be in registered with the Grenada Football Association.

D.  No player is permitted to be registered with more than one team or to transfer from one team to another except during the period referred to as “Transfer Window” of the Competition

E.  Each Player shall be issued a player identification card which will be verified against the team roster at the Registration session and may be required before or during each match ifrequested by a match official/s.

F.  Any team who violates the eligibility rule shall forfeit the game in which the ineligible player has participated. The team will also be subject to disqualification from the Tournament and the forfeiture of all fees.

10. COMPETITION SYSTEM

The Competition will be played on a round robin basis.

Round Robin Basis

1.  Each team in the Premier and First Division shall play a minimum of two matches against each of the other teams in their respective League. Three points shall be awarded for a win, one point for a draw and no points for a loss;

11. QUALIFIED MATCH VENUES

A.  The following are the approve Venues for the GFA Competitions.

B.  The GFA reserved the right to change Venues of fixture games, once the affected teams are notified 48 hours in advance.

12. TRANSFER WINDOW SYSTEM

A.  The Transfer window shall be from August 1st to August 31st of each competition year.

B.  Transfer of a player/s will be official after all documents are completed and sanction by the GFA.

13. SECOND DIVISION FORMAT

Group Stage: The second Division teams will play two rounds of games against each other within their respective group.
