GREENE COUNTY BOARD OF COMMISSIONERS

REGULAR MONTHLY MEETING

SEPTEMBER 2014

SEPTEMBER 8, 2014 COMBINED WORK SESSION / REGULAR SESSION:

Chairman Bullard led the Pledge of Allegiance.

Call to Order: Chairman Bullard called the Work Session to order at 5:00 p.m.

Roll Call: Commissioners Torbert, Rhodes, Britt, and Chairman Bullard were present. Also present was County Manager Byron Lombard.

Minutes: The Minutes from the August 2014 Regular Monthly Meeting were discussed. The Chairman inquired with the Commissioners to determine if any corrections were necessary. No corrections were noted. Commissioner Britt motioned to approve the minutes from the August 2014 Regular Meeting. Commissioner Torbert seconded. Motion carried unanimously.

Business Items:

Appointment to the Recreation Board: The Commissioners received information that the County currently has a vacancy on the Greene County Recreation Board. The appointment is made by Board action. An application was received for Board consideration. Commissioner Rhodes motioned to appoint Rodricus Monford, Sr. to the Greene County Recreation Board to serve as a representative of the Board of Commissioners. Commissioner Torbert seconded. Motioned carried unanimously.

Senior Center Fiscal Year 2015 Contracts: The Commissioners reviewed the contracts that the county executes each year with the Northeast Georgia Regional Commission for the funding of the Senior Center Program. Commissioner Torbert motioned to approve the Fiscal Year 2015 Aging Services Contract between the Northeast Georgia Regional Commission and the Greene County Board of Commissioners. Commissioner Britt seconded. Motioned carried unanimously.

Budget Adjustments: The Board adopted a resolution on February 6, 2014 authorizing, among other actions, the purchase of property for an economic development project. The discussion focused on using previously committed fund balance set aside for economic development purposes. In order to “de-commit” the funds for use in the fiscal year 2014, formal Board action is required to adopt a Resolution accomplishing such. Commissioner Britt motioned to approve Resolution Number 2014.9.8 of the Greene County Board of Commissioners to Make Previously Committed Fund Balance Available in the Current Fiscal Year, and authorizing the Necessary Budget Adjustments to Utilize Such Fund Balance as Previously Authorized by Board Action, and to waive the reading of the Resolution. Commissioner Torbert seconded. Motioned carried unanimously.

Adjournment: Chairman Bullard adjourned the meeting at 5:11 p.m.
