HISTORY

In1998CongresspassedtheWorkforceInvestmentAct(WIA).Itwasdesigned toreplacethe patchworkfederalsystem developedover the lastsixty yearswith locallydesignedand driven systems toimprovethequality of the workforce,enhanceproductivityandcompetitiveness of the nation andreduce welfaredependency.TheWIA became fully effectiveon July1, 2000.

The Workforce Innovation and Opportunity Act supersedes the WIA. It preserves the current program structure that allows for continuity in the delivery of employment services, workforce development, basic adult education, and vocational rehabilitation activities for disabled individuals. The Workforce Innovation and Opportunity Act is designed to further increase access to and opportunities for the employment, education, training, and support services that individuals need to succeed in the labor market. The majority of the Workforce Innovation Opportunity Act will become effective July 1, 2015.

Partnerships at alllevels of the government – local,state and federal, and across thesystemare– is the hallmarkof theworkforce developmentsystem.Alllevels arerequired tocoordinate andcollaborate withagencies andentities that havenot been a partof thetraditionalworkforcedevelopmentsystem.Accountabilityandresponsibilityforoutcomesat all levelsofthe system now exist,with each level having uniqueandintegralrolesandresponsibilities.

ONESTOPCAREERCENTER

AOne Stop CareerCenter is a site describedin the legislation that organizesemployment,educationand trainingservicesinto a singlenetworkof publicandprivateresources at the local, state and national levels.OneStop Career Centers must bebased on a “no-wrongdoor” approach that assurescustomers accessto informationonallcoreservices.

State andlocal communitiesbegan creatingtheir ownOne StopCareer Centersin theearly 1990s. It wasn’t until1998,however,when a bi-partisan majority ofCongress passedtheWorkforceInvestmentAct(WIA)thatmany ofthe barriersto creatingeffectiveOne StopCareerCenterswereeliminatedandthecentersbecamerequiredbylaw. The WOIA is intended to further the purposes of WIA.

At theseintegratedlocalOneStop CareerCenters,individualscanaccess highqualitylocal informationonavailablejobs,skillrequirementsand training providerperformance.WhiletheWorkforceInnovation and Opportunity Act establishescertain minimumrequirements forthestructure ofthe localsystem, it allows localcommunities significant flexibilityin thedesign and implementationof theirOne Stop CareerCenter systems.Thepartnersrequired bythe lawtobe partoftheOne Stop CareerCentersto the extentpossible are:

Governor must make a determination to exclude TANF Program as a required One-Stop partner. This is the only program that has such an “opt-out” provision.

ROLEOFTHEGREATERNEBRASKAWORKFORCE DEVELOPMENTBOARD

Inthenew system, thelocal level remains key for operational andadministrativedecisions.Itis where customersaccessservicesandwhere thedesignfor thenewOneStop Career Center systemis implemented. Local WorkforceDevelopmentBoardsplay an important role in maintaininga responsivedelivery system to bothjob seekersandemployers.

The GNWDB has establishedclear One Stop CareerCenter certification criteria asoutlined in the WIOA legislation. The purposeof thestandards is toensure qualityof thesystemandprovide forgreaterperformance andaccountabilitymeasures.

The GNWDB is responsible for definingandevaluatinggoals and policies and istheoversight entityresponsible for organizingacomprehensive, community-wide responseto thechallenges ofbuilding a highly skilledworkforce. The day-to-daymanagement ofthesystem is theresponsibility of theOne Stop Operatorstaff andpartner agencies.

TheGNWDB’s role is primarily one of governance, negotiation and quality control andhas structureditscertificationas aninteractiveprocess. TheOne StopCareerCenterisa reflection of the standards that havebeen establishedby the Board.

TheGNWDBmust ensurethatanatmosphere existsforaqualityservice deliverymodelthrough continuous improvementincluding:

  • An understandingof the certification processand tools usedby the Board,OneStopOperator, partnersandcommunity.
  • Establishing a certificationprocessreview team empowered to createaninitialframeworkof quality standardsfortheone stopdelivery system
ROLEOFTHEONESTOPOPERATOR

The role andresponsibilities of theOne Stop Operatorare specified bytheGNWDB. Therole shall bethat of coordinatorof servicesforthesystem.TheOne Stop Operatormayprovide services within theOneStop system.

Thedutiesof a OneStopOperator include, but are notlimited to,thefollowing:

A.Designthe integrationofsystems and coordinationof services forthesite andpartners.

B.Managefiscalresponsibilityforthesystemor site.

C.Evaluate performance as identified by the GNWDB and implement requiredactions tomeet standards.

D.Evaluate customer(whichmayinclude, butisnotlimited to,employers,jobseekersandpartners)needsandsatisfaction data to continuallyrefineandimproveservicestrategies.

E.Planandreportresponsibilities.

F.Write and maintain businessplan.

G.Actas liaison with the local GNWDB and One Stop Career Center.

H.Monitor adherence to the provisions of theMemorandumofUnderstanding.

I.Market One StopCareerCenter services.

J.Recruitadditionalpartners.

K.Define and provide means to meet commonoperationalneeds (e.g.,training,technicalassistance,additional resources,etc.).

L.Facilitatethe sharingand maintenance of data;primarily thesite, with secondaryemphasisonthestatesystem.

M.Clearlydefine and communicate the strategic objectives oftheGNWDB totheOneStopCareerCenterpartners.

N.Continuously assesscustomer needs and recommend to the GNWDB on theneedfor additional access points oraffiliate sites.

O.Respond tothe employment needsof the Community.

P.Implementthe Continuous ImprovementModel designated by theGNWDB.

The design of theGreaterNebraskaWorkforce Development Area’s One Stopdeliverysystem is describedin the localplan andwill be consistentwith theMemorandumofUnderstanding(MOU)executedwiththeOneStoppartners.

TheOne Stop Delivery System isintendedtobe customer focused,to help Nebraskansaccess the tools they need to manage their careers through informationandhighqualityservices and to helplocal companies find skilledworkers.

The Workforce Innovation and Opportunity Act (WIOA)holdssevenkeyprinciples:

  • Streamline multipleemploymentandtrainingprogramsintoan integratedOneStopCareer Center system, simplifyingaccess toservicesfor jobseekers andemployers.
  • Empower individuals to get the services andskills they need to improve theiremploymentopportunitiesthrough qualified training programs of their choosing.
  • The designanddeliveryof coreworkforce developmentservices universallyaccessible toall individualandemployer customers regardlessoftheir eligibilityforspecificcategorical programs.
  • Increaseaccountability of states,localities and trainingproviders fortheirperformancebased onjob placement rates,earnings, retention inemployment,skill gainsand credentialsearned.
  • Involvelocalelectedofficialsand theprivatesectorin abusiness-ledboard forthe localareas focusing onstrategicplanning,policydevelopmentandlocaloversight.
  • Allow state and local flexibilityto implement innovative and comprehensiveworkforcedevelopment systemstomeet the needs oftheircommunities.
  • Improveyouthprograms bycreatingYouth Councilsthatare linkedmorecloselyto locallabormarket needsand the community.

Theestablishment of aOne Stop deliverysystem for workforce development services isacornerstoneof thereform containedinTitleIof theWorkforceInnovation and OpportunityAct(WIOA).TheAct mandates that each local WIOA area has at least one physical comprehensivefull-serviceOne Stop site.It is described as a seamless system of servicedelivery thatis createdthroughthecollaboration ofentities responsible for separateworkforcedevelopment,educationalandotherhuman resourceprogramsand funding streams(referredto as One Stop partners). Itis designed to enhanceaccess to services andimprove employment outcomes forallindividuals.

TitleI of WIOA assigns responsibilities at thelocal, state, and federallevel to ensurethecreationand maintenance ofaOne Stop delivery system that enhances the range andquality ofworkforce developmentservices thatis accessible to individualsseekingassistance.

ObjectivesoftheOneStop system include:

1.Universality

All populationgroupswillhaveaccess toa widearray ofjobseekingandemploymentdevelopment services regardless of theireligibility for specificcategoricalprograms. One Stop Career Centers,servingbothemployersand job seekers,will offer a rangeofservices basedon individualneed.

2.Customer Choice

Job seekersandemployersmaygo to anylocation.Thecenterswillbecustomer-driven,allowing the jobseeker andemployer customers toselectservices appropriateto their individualneedsandinterests.Thecenters willbeflexibleand sensitive to customers’requirementsandsatisfaction.

3.ServiceIntegration

Services will be seamless to the customer. There willbe integration ofplanning,design,andservicedeliveryacrossexistingmultiple fundingstreams and programs, andtherewill be reduced duplication ofeffort inproviding service tothe customer.

4.Accountability(Performance Outcomes)

Centerswillbejudgedbyclear,measurable outcomesdesignedaroundcustomerneeds. Futurefunding willbebasedonsuccessinmeetingexpectationsof customers.

Each One StopCareerCenterwill offerservicesranging from self-service activitiestomore concentrated staff-assisted services. The WorkforceInnovation and OpportunityAct provides foracontinuum of three levels ofservices thatindividualsare to progress through:coreservices (applicable to partner program)andaccess to intensive and training servicesorother programactivities,withthe moreextensivelevelsof servicesbeingprovidedonlyafter the individualis unable to obtain employmentwith basic Wagner-Peyser services.

JobSeekerServicesprovidedbythepartnersat a OneStopCareerCentermayinclude,butarenotlimitedto:

CoreServices:

  • Outreach,intake(whichmayincludeworker profiling),andorientation to the OneStopCareerCenter
  • Initialassessmentofskilllevels, aptitudes,abilitiesandsupportiveservice
  • Jobsearchandplacementassistance,andcareercounseling
  • Provision of labor marketinformation,employment statisticsinformationand jobskills necessary to obtainjobs,local indemandoccupations,earningsandskillrequirements
  • Provision of informationon:
  • Eligible providersof training andotherservices
  • Localperformanceoutcomes
  • Activities at the One StopCareerCenter
  • Filingclaimsfor UnemploymentInsurance
  • Supportiveservices
  • Determinationof individual eligibility forservices
  • Assistance inestablishing eligibility forfinancial aid assistance

IntensiveServices:

Intensiveservicesmaybeprovided to adultsanddislocatedworkerswhoareunemployed, havereceivedat leastonecore serviceandare unable to obtainemployment throughcore services, orwhoare employedandhavereceivedatleastone coreserviceif the One StopOperatordeterminesthe individual isinneedof moreintensive services inorder to obtainor retainemployment thatleads to self-sufficiency.Intensive Servicesinclude:

  • Comprehensive and specialized assessmentsof skill levels (e.g., diagnostictesting)
  • Developmentofan individualemploymentplan
  • Group counseling
  • Individual counselingand career planning
  • Case management
  • Short-term prevocationalservices

TrainingServices:

Individualswhohavemet the eligibilityrequirements for intensive services andareunable to obtainorretainemployment throughintensiveservicesmayreceivetrainingservices. ThroughOne StopCareerCenters, these individualswillbeevaluated todetermine whetherornot they areinneed of training andiftheypossesstheskillsandqualificationsneededto participatesuccessfullyin the training programinwhich theyexpress an interest. Trainingservices must bedirectlylinked to occupations that are indemand inthelocalarea,orinanother area to which the individualreceivingservicesiswilling to relocate.As withintensive services,in areas where the localboard and thegovernor havedetermined that adult funds are limited,thosewith thegreatestneedmayreceive priority in the useof fundsfortrainingservices.

One StopCareerCentersprovideaccess to consumerinformationabout trainingproviders that canassist individualsingaining relevantskills – includinginformationonthe performanceofsuchprovidersin placinggraduatesinemployment.Through localboards, each state maintains a list of eligibletrainingproviders thatmeet performancelevels setby the governor. The performancelevels maybeadjustedupward, asappropriate,bylocalboards. Individuals maychoose anyprovider from the listofapprovedproviders,whetherornot the providerislocatedinthelocalareawheretheindividualresides.

Due toGreater Nebraska’svastgeographicsize (75,000square miles),it is recognizedby theBoard thatmandated partnerprogramsor activitiesmay notbe available to thelocal or regional One Stop Career Center system.AsapartoftheOne Stop CareerCenter certificationcriteria, the Boardwillidentify mandatedpartnerswhose programsare not available tothe local One Stopsystem in accordance withparagraph662.220(a)oftheWorkforceInnovation and OpportunityAct;FinalRules which statesinpart;

If a program or activitylisted as a required partner (mandated) is notcarried out in a local area, therequirementsrelatingto a requiredOneStoppartnerarenotapplicable to such program or activity inthat local One Stop system.

Examples of programsor activitiesthatarenot available:Employment andtrainingactivitiescarriedoutby HUD,DepartmentofEconomicDevelopment,Youth OpportunityGrant Programand WIOA Veterans Program. When mandated partnerprograms are notavailable MOU’swill notberequired.

It isalso recognizedby the Board that a mandated partner’sstatewide businessstructure canprohibitphysicalcollocationin a OneStopCareerCenter.As a partof theOneStop Career Centercertificationcriteria, theBoardwill identifyanymandatedpartners exempt from collocation.Anexample of a mandatedpartnerexempt from collocation wouldbe UnemploymentInsurance whichhasmoved allfieldstaffandoperations to a singlestatewidefacility. Mandatedpartnersexemptfromcollocationarerequiredto enter into a MOU asrequired bythe level of certification.The GNWDB willexempt partnersfromcollocationon anindividualbasis.

Additionally,theGNWDBrecognizesthat throughoutthestate non-mandatedpartners(i.e. community partners) are invaluable tothe success of the One Stop CareerCenterSystem.TheGNWDBencourages communitiestoexplorecommunitypartners, aswellasmandated partners, whenseeking certification. TheGNWDB will negotiatethemandated partners’MOUsand theOne Stop Operator is responsible for completing thecommunitypartners’MOUs.

The MOUis a document that generallyoutlines the following:services to be provided,referral process betweenpartners, sharedcost planto helpfund coreservices, durationofthe MOUand proceduresfor amendingthe MOU. Requirement for completedMOU(s) dependsonthe levelof certification.

CERTIFICATIONLEVELSANDREQUIREMENTS

TheGreaterNebraska WorkforceDevelopment Board has established one level ofcertificationfor its One Stop Career Centers:Comprehensive Certificationstatusfocuseson the following elements:number of collocatedOneStoppartners(includingbothmandated and community), FTEs, availability of services, physical environment oftheOne StopCareerCenterand completed Memorandum ofUnderstanding(MOU’s).

Requirementsofcertificationareasfollows:

  • COMPREHENSIVEONESTOPCAREERCENTER -requiresallavailablemandatedpartnersbephysicallycollocatedand/orhavecoreservicesavailableMonday throughFridayfor a minimum of 40hours perweek. Coreservices maybe madeavailable through appropriatetechnology. Any partnerprograms withouta physicalpresenceintheOne-Stop havecoreservicesavailablein the centerwhicharedeliveredthrough eitherelectronicorother means. TheComprehensive site musthave a fullyequippedresource room.A Career Centerbusiness plan mustbe developedwhich includes MalcolmBaldridge ContinuousImprovementand Limited English Proficiency Plan (LEP). CompleteMemorandums of Understandingwillbe established with allpartners at theComprehensive One-Stop CareerCenter. TheGreater Nebraska WorkforceDevelopment Boardwillnegotiate the mandatedpartners’MOUsand the One-StopOperatoris responsibleforcompletingthecommunitypartners’MOUs.
  • WIA ServiceLocations: In addition tothe Comprehensive One StopCenter(s),theLocal Area will provide services through WIOAService Locations. WIOA ServiceLocationswillbestrategicallyplacedinthelocalarea.TheseServiceLocationswill provide WIOAservices upto and includingcore, intensiveand trainingservices. Mandated Partnersand MOUs are not a requirement forWIOA ServiceLocations. Partnershipswillbecultivatedand establishedtodevelop a seamlessservice strategy toWIOA applicantsand clients receivingother serviceswithin thesame location as the WIOAService Location.
  • Virtual AccessPoints: The Greater NebraskaLocal Areawillprovidevirtualaccesspointsinall88Greater Nebraska Counties.Thiswillbeaccomplishedbyleveraging partnershipswithotheragenciesand stakeholdersineachof the 88counties. VirtualAccess willinclude a minimumofaccess to the GreaterNebraskaWIOA electronicsystem, NEworks,with agoal ofproviding intensiveservices uptoandincludingcase managementviaavailable technology.Thesevirtual accesspointswill be a priorityto allowindividualsto receiveservicesin aclient centeredmannerandat their convenience.VirtualAccessPointswillaligncommunityservices with a workforce deliverysystem. Partners and MOUs arenota requirement for Virtual Access Points.

INITIALCERTIFICATION PROCESS

Prior to requestingcertification,CareerCentersseeking WorkforceDevelopment Boardcertification in the GreaterNebraska WIOAareaare tofollow theinitial certificationprocessoutlinedbelow.

1.TheOne Stop Operator designatedbythe Greater Nebraska WorkforceDevelopmentBoard(GNWDB)willnotifytheGNWDB’sCommunityOutreachCommitteeChair(throughtheOfficeofWorkforceSecurity) oftheirreadiness toproceedwith thecertificationprocessinwritingwith the following documents:

  • Letter fromtheOne Stop Operatorto the Community OutreachCommitteeChair requesting certification
  • Submittal Notification(Attachment A)
  • Completedcopy ofInitial OneStop CareerCenter CertificationAssessment (Attachment B)
  • Copy ofCareerCenter’supdatedbusiness plan,ifapplicable,asstatedinthe CertificationLevelsandRequirementssectionofthis document (seesamplebusinessplan,AttachmentD)

2.The One Stop Operator andCareerCenterrepresentativeswillgothrough a self-assessmentof the criteria whichwillexplainwheretheyseestrengths,weaknessesand identifysolutions for continuous improvementmethods of the One StopCareerCenter applying forcertification.

3.An up to datebusinessplan forthe OneStop CareerCenter must besubmittedwhenrequestingcertification(ifapplicable).

4.Upon receiptof the certification request,ateam of five to sevenrepresentatives,fromtheGNWDB,theGNWDBstaffsupport,AssistiveTechnologyand/ortheCEOBwillreviewservicelevelsandtherequireddocuments.Anon-sitereviewmaybeconductedwith thereview team,One Stop Operatorstaff and partners.

5.Thereviewteam, incooperationwith staff,willreport backtotheGNWDBontheprogress of the One StopCareer Center andgive their recommendationregardingcertification.Inorderforthecertificationto beofficial,theGNWDBmustcompleteMOUs as required and voteto certify,based on the committee recommendation.Following theBoardmeeting,a letterwill be sent tothe One StopOperatoridentifying certification statusand term ofcertification.

ONGOING PERFORMANCE ASSESSMENTANDCONTINUOUS IMPROVEMENT

Annual Report

After the initialcertification, a report willbeprepared by the One Stop Operator on anannual basis to keep the Board informedofthe CareerCenter’sprogress. The annualreport shouldbesubmittedeachyearbyDecember31standshouldbesenttoGNWDB’sCommunityOutreachChair(throughtheOfficeofWorkforceServices)inwritingto:

  • the progressof the centersince originalcertification,the lastrecertificationreport, or the lastannual report, whicheverisapplicable;
  • enhancementsmade through continuousimprovements;
  • any changesincorporatedby theOne Stop Career Centerincluding FTE orpartnerchangesand;
  • anupdatedbusinessplan.

RECERTIFICATION PROCESS

OnceaOne Stop Career Center hasbeen certified by the GNWDB, the OneStop CareerCenter willbeplacedon a schedule toberecertified.Recertificationwilloccurinaccordance withtheRecertificationSchedule (Attachment F) unless the Board deemsitnecessary to visitorrequest anadditionalcertificationprocess.

StepsforRecertificationProcess:

1The One Stop Operator andsiterepresentativeswillgo througha self-assessment of the recertificationcriteriaincluded inthisdocument. TheOneStop Operator willexplainindetailwhat ithasachieved;where they see theirstrengthsandweaknesses;andwillidentifysolutionson continuous improvementmethods of the designated One Stop CareerCenter.

2Thebusinessplan for the CareerCenterwillbe a currentplanwithContinuousImprovementeffortsand Limited English Proficiency Plan built into it.

3A cost allocation planwill be developed (asapplicable).

4The One Stop Operator designatedby the Greater Nebraska WorkforceDevelopmentBoard(GNWDB)willnotifytheGNWDB’sCommunityOutreachCommitteeChair (through theOfficeofWorkforceSecurity)torequestrecertificationinwritingwiththefollowing documents:

  • Letter fromthe One StopOperator requesting recertification
  • Submittal Notification(Attachment A)
  • Completed copyoftheOne StopCareerCenterRecertificationSelf- Assessment (Attachment E)
  • Copy ofCareerCenter’supdatedbusinessplanincludinganychangesin FTE or partners,if applicableasstated inthe CertificationLevelsand Requirementssectionofthis document(seesamplebusinessplan,AttachmentD)

5Upon receiptof the recertification request, a reviewteam of5-7representativesfromtheGNWDBCommunityOutreach CommitteeandtheGNWDBstaffsupportwillreviewservicelevelsandtherequireddocuments.Anon-sitereviewmaybeconductedwith the review team,One Stop Operatorstaff and partners.

6ThereviewteamfromtheGNWDBCommunity OutreachCommittee,incooperationwith staff,will report backto theGNWDBon theprogress of theOneStop CareerCenterandgive their recommendationregardingrecertification.Inorderfor the recertification to be official,theGNWDB and One Stop OperatormustcompleteMOUsasrequired.Then,theGNWDBmustvotetocertify,basedonthecommitteerecommendation. FollowingtheBoardmeeting, a letterwillbesent totheOne Stop Operator identifyingrecertification status and term ofcertification.
