Guidance Notes

Funding of £5,000 has been awarded by OPCC (Office of Police Crime Commissioner) in conjunction with Salford’s Community Safety Partnership for Salford VCSE (Voluntary Community and Social Enterprise) organisations to deliver activities during Greater Manchester Hate Crime Awareness Week 5th – 12th February 2018.

Up to £500 is available to promote awareness of Hate Crime within local communities in Salford to prevent Hate Crime, encourage the reporting of Hate Crime or offer/improve support to victims of Hate Crime. This could include:

  • Hosting events/meetings.
  • Organising social media or local campaigns.
  • Activities with an existing group e.g. youth, disability or other to spread wider awareness of Hate Crime.

Up to £1,000 is available to deliver a 3 month project that will increase local people’s awareness of Hate Crime and reduce its impact on victims and the wider community.

All proposed activities must take place during Greater Manchester Hate Crime Awareness Week 5th – 12th February 2018, or if a 3 month project start in February 2018.

What is Hate Crime?

If someone is being bullied, harassed or abused because of their race; religion; disability; sexuality; gender identity; or identification with an alternative subculture this may be a hate crime. Anyone can be a victim of hate crime; it is an issue which can affect us all and can have much wider consequences for communities.

Aims of Hate Crime Week

Salford’s Community Safety Partnership knows it is important that the public have the confidence to come forward and report hate crime in the knowledge that this will be taken seriously and dealt with. Hate crime is an offence against an individual motivated by race, religion or faith, sexual orientation, disability, gender or gender identity or identification with an alternative subculture and has a profound negative effect on people’s confidence and feelings of safety. In Salford we also want to raise awareness of Disability and LGBT hate crime as these are the most under reported hate crimes. As a partnership we have worked hard to increase reporting of hate crimes and to improve our responses to victims and we will work closely with third party reporting centres and wider community organisations to support people to report and deal with the impacts of hate crimes.

We want to build on this by holding events and activities starting in Greater Manchester Hate Crime Awareness Week. Activity should:

  • Raise awareness of hate crime.
  • Encourage reporting.
  • Celebrate the diversity of Salford.
  • Promote services that support victim of hate crime.

Grants are available to support two kinds of activity:

1. An awareness raising activity or a public event during the Greater Manchester Hate Crime Week of 5th to 12th February 2018

Grants of up to £500 are available to promote awareness of Hate Crime within local communities in Salford to prevent Hate Crime, encourage the reporting of Hate Crime or offer/improve support to victims of Hate Crime. Priority will be given to:

• Partnership applications, where two or more groups will work together to deliver the event or activities.

2. A 3 month project that will increase local people’s awareness of Hate Crime and reduce its impact on victims and the wider community.

These should start in February 2018 and continue until May 2018. Grants of up to £1,000 are available to deliver a 3 month project that will increase local people’s awareness of Hate Crime and reduce its impact on victim’s and the wider community.

Priority will be given to:

  • Partnership applications, where two or more groups will work together to promote awareness.
  • Projects which can show a tangible product at the end - e.g. producing hate crime awareness resources like posters, film clips, music, artwork, presentation materials and research documents and findings.
  • Projects which will involve engaging Salford people to find out what they know about hate crime and sharing information about it with them.

Funding can be used to cover the costs of room hire, decorations, food, materials, equipment, session workers or any reasonable costs for an activity, event or project as long as it relates to hate crime. Application Process

Applications must be from VCSE organisations that are a member of Salford CVS. Successful organisations will be asked to participate in publicity and promotion of the activities in partnership with Salford CVS and Salford’s Community Safety Partnership.

Applications must be submitted to Salford CVS by 12 noon on 21st December 2017. Decisions will be made by an independent panel representing Salford CVS, Greater Manchester Police and Salford City Council. Successful applicants will be notified week commencing 8th January 2018.

Successful applicants will be required to provide the following documentation before payment can be made:

  • Confirmation that your organisation has a Health & Safety policy as well as an Equality and Diversity statement or policy.
  • Copy of the organisation’s safeguarding policies adults and/or children depending on who will be involved in the activity.
  • Copy of the organisation’s public liability insurance, which covers the activity they have been awarded the grant for.
  • An original bank statement, or giro slip.
