Present: Councillors Hunter, Moran, Robertson, Stewart, Forbes (for Tucker) and White.
Chair: Councillor White presided.
In attendance: Corporate Director Environment & Community Protection and Ms S Lang (for Head of Legal and Administration).
Apologies: Councillor Tucker.
With the exception of the decisions marked “C” which are open for confirmation or otherwise, the following paragraph is submitted for information only, having been dealt with under the powers delegated to the Sub-Committee.
The Convener being of the opinion that the paper outlining late applications was relevant, competent and urgent moved its consideration to allow the Sub-Committee to determine at the earliest opportunity whether grant aid should be given. This was unanimously agreed in terms of the relevant Standing Order.
791 / Grants to Voluntary Organisations 2006/07 / 791
There was submitted a paper listing fifth round applications, together with additional paper on two applications and a request for supplementary grant.
Councillor Robertson declared an interest in the application by Greenock Light Opera Club and took no part in its consideration or decision. Councillors Robertson and Stewart declared interest in the application by Port Glasgow Arts Guild and took no part in its consideration or decision. Councillor White declared an interest in the application by Kilmacolm New Community Centre Co Ltd as a member of the Board of the KNCC Ltd.
Following discussion, Councillor White moved:
(1)that with regard to applications up to £5,000, grants be made to voluntary organisations as follows -

This was agreed unanimously.
(2)that with regard to applications over £5,000, grants be made as follows:-

Councillor Robertson moved with regard to the application by Inverclyde Christian Initiative, that a decision be deferred pending legal advice as to the eligibility of the organisation for grant assistance and this was accepted.
Councillor Moran moved with regard to the application by DuchalNursery School, that consideration be continued for a further report providing detailed information on the proposed use of the grant funding. On a vote, 2 Members voted for the amendment and 4 for the motion which was declared carried. Those Members who had voted in favour of the amendment then requested in terms of the relevant Standing Order, that the matter be referred to The Inverclyde Council for decision in terms of the amendment.
(3)that with regard to the supplementary and miscellaneous requests for financial assistance, grants be made as follows:-

As an amendment, Councillor Moran moved with reference to the application by the 42nd Renfrew & Inverclyde (Kilmacolm) Scout Group, that consideration be continued for a further report providing detailed information on the proposed use of the grant funding. On a vote, 2 Members voted for the amendment and 4 for the motion which was declared carried. Those Members who had voted in favour of the amendment then requested in terms of the relevant Standing Order, that the matter be referred to The Inverclyde Council for decision in terms of the amendment.
