Minutes of Sunday Jan 20, 2013Grand Council of Administration Meeting.

Grand Commander Harold “Doc” Whittemore called the meeting to order at 12:00 p.m. (VFW Rules) at VFW Post 2358 25671 Gratiot Ave., Roseville, MI. 48066. Opening ceremonies conducted by Commander “Doc” Whittemorein proper order. Chaplain Lowell “Sam” Elston offered the opening prayer. Officer of the Day satisfied himself that all present are entitled to remain. There were no visitors.

Reading of the Minutes:The minutes of the Grand Convention were emailed out to the C of A members and sent to the Web Page for publishing on the internet.Minutes stand as printed with corrections.

Report of the Grand Quartermaster: Report of Funds: Beginning Bal: $6006.47, Income Qtr $2625.21, Exp Qtr $-6990.52, Bal End Qtr $ 1641.16. As audited Report of audit for Jan 2013Total of all funds to date $41,209.22. The report was audited and found to be in order. Motion: PGC Earl Tefft,Supported by Pat Henderson. M/C.

Official and other Communications: Grand Adj read e-mail from Supreme Quartermaster on Supreme By-Laws section 534. Supreme increase the registion fee to $15.00. This years Supreme Convention in July will be at The Crowne Plaza in Louisville, KY. Remind PT’s that bonds are due this this year. Bonds will be good for 2 years at $14.00 per thousand, due date nlt August 31, 2013.

Officers Reports: Commander Harold “Doc” Whittemore - Attended 8th Supreme Council Convention and Scratch. Attended a VFW meeting in Augusta, MI. The meeting was about starting up a new Pup Tent in their area. Attend the Supreme Convention in Reno, NV. Attended Tomb Trek in November. Participated in Veterans Day Parade in Mason, MI. Purchased 65 cards for Cootie Christmas after driving to Fenton to pick up funds. And delivered them to the National Home. Participated in the Salvation Army Bell ringing at the Meridian Mall in Okemos. Provided Hospitally to the Supreme Commander and President during the Cootie Christmas weekend. Signed contract for housing Cootie Christmass for next year at the same hotel. He gave a Cootie Presentation to the Kiwanis Gold K Club of Madison. He presented 241 dictionaries to 3rd grader at various elementary school throughout the area.

Sr. Vice Commander Bill Bastin – I attended my VFW Post meetings, attended my PT meetings and visited the VA Bingo. Chairman of the Cootie Christmas for 2012 Year.

Jr. Vice Commander Eric S. Bell – I attended my VFW Post meetings and functions, Dist and Dept meetings and functions, attended my PT meetings and VA Bingo visits. Attended both Grand Convention and Scratch.

Quartmaster – Ernie Paulin – The following PT have not turn in an audit report. PT-11, PT-12, PT-14, PT-21, PT-24. We still have outstanding audit for the following PT which are no longer active: PT-671, PT-1, PT-2, PT-87, which means there is a total of $10,171.36 “Funds not Accounted For”. We need a final audit to close the books on this PT’s. Please remember to remove decease cooties from your membership list, send report to Grand Quartermaster. Budget Committee: PGC Paulin reported on the budget and also reminded everyone that April C of A was the last chance to spend any funds. No funds can be spent at our Convention Scratch.

Fund Raiser: Nitpicker Comm of One - PGS Routhier reported YTD that he sold 135 life memberships, 20 annual memberships. You can buy extra membership pins for $7.00(Life), $5.00(Annual) price for XL and Larger are now $22.00.

The Grand Commander stop the C of A to entertain a visit from the MOCA President Shirely Feier. The Grand President stated they would not stay at the Riverside Hotel but at the Comfort Inn during the 8th Supreme Dist. Meeting. Things got out of hand by a member of the Grand and the Grand Commander stop the meeting. The Grand President left and the C of A returned back to the regular order of business.

Chaplain: Lowell “Sam” Elston - Services as Post Chaplain, attended all post meetings and functions, attended both Dist and Dept Meetings. Works Bings for Post, CCDB for PT-32.

Surgeon: John Miller–No Report.

Time and Place: Grand Convention Steering Committee: Grand Pup Tent convention will be held on the weekend of May 31st thru June 2nd2013 at VFW Post 3243, 1148 N. Leroy St. Fenton, MI. 48430-2758. A hospital visit maybe be scheduled on the 31st of May. Further information will be available when it becomes available.

Adjutant: PGC Bob Wilson – Reminded all PT’s that elections are coming up. Need election reports no later than 31 March 2013. Also, that this years Grand Convention will be a Scratch under Supreme By-Laws and only VFW rules for election .

Web Master: PGC Ernest A. Pulin – The web page os updated as information comes in. Please pass this information along to your PT’s.

Hosptial Chairman: PGC Don Martindale - Reported that Supreme Hospital visit was the 10th of February.

VFW National Home: - It was reported that the National Home will be upgrading the phone system for $250,000. They want to replace the compters and bring the tennis court up to date for about $9,200. No report needed.

VFW National Home Christmas Party: - Bill reported that the contract for the hotel has been sign for the next two years. Any changes will be accounced at C of A and web page.

Blood Chairman – Harold “Doc” Whittemore – We had a good year for blood donations.

8th Supreme Council Report: 8th Supreme Dist. Sr. Vice Tefft – 8th Supreme Dist. Meeting June 28th – 30th , 2013 Janesville, WI. Hotel Baymont Inn and Suites 616 Midlan Rd. Janesville, WI. 53546 phone 608-758-4545. Room rates $79.00 plus tax = $89.67. Fright Night Fish Fry at the VFW Post. All meetings will be at the VFW Post. Saturday night Banquet at the VFW Post cost pf $15.00 per person. He also discuss the next years convention, more information to follow.

National Home Prayer: 13:15, collected $28.00

New Business: Motion PGC PualinSupport Henderson PT-32to allow the Grand Quartermaster to pay the $2000 in donattions to help the National Homes Communications upgrade. M/C

PGC Don Martindale stated he will donate $500.00. Admin to the Motion by Grand Jr. Vice Bell, 2nd by PGC Pualin if we connect more than the $2,000 it all goes to the National Home Communciation Project. M/C. All Pup Tents are requested to participate in this great project.

Good of the Order:Grand Commander “Doc” report on the Pup Tent 12 Outstanding Membership Award. Sr. Vice 8th Supreme Dist. Commander stated the next 8th Supreme Dist. Convention will be in WI. More information will be forth coming when available.

Provost Marshal was instructed to collect fines for no bug and no red socks - $5.72 was collected.

Gold Brick James Haley collected a total of $27.00 for 50/50 raffle. 1 bottle given out.

There being no further business, Grand Commander“Doc” Whittemore, conducted the closing ceremonies and Grand Chaplain Lowell “Sam” Elston offered the closing prayer. Salute to the colors was given. Grand Council of Administration closed at 13.34est. Grand C of A closed: 13:34est. Next Grand C of A will be April 13th, 2013 at Grand Rapids Creston Memorial VFW Post 3023. 11am audit, there will be a lunch at 11:30am C of A at noon. PT-14 Hosting. The Grand Convention Scratch will be at Fenton’s VFW Post 3243 at 09:00am on Jan 1st, 2013. PT-32 Hosting.
