GRAND ISLE DEVELOPMENT REVIEW BOARD

MINUTES OF SEPTEMBER 21, 2016

Present: Bob Ayres, Howard DeMars, Francis LaFromboise, Ray Mitchell, Stuart Robinson---Board Members; Jeff Parizo—ZAO; Donna LeClair–-Clerk

Absent: Lawrence Caron (Excused)

7:01 PM The DRB Meeting was called to order at 7:01 p.m. by H. DeMars, Chair. Roll call was taken. In Mr. Caron’s absence, alternate Board member F. LaFromboise attended this hearing. No changes were noted for the Agenda. S. Robinson made a motion to accept the Agenda as presented. H. DeMars seconded. The motion passed.

H. DeMars opened Hearing #05-16PP – kas, Inc., represented by Eric Sandblom. The warning was read. Interested Persons present were Diana Dubuque, Ronald Dubuque, Dan Dion, Marilyn Richards, George Scotten, Roy Maynard. All were sworn in. There was no ex parte communication and no conflict of interest. J. C. Rancord-Guillon came late after the hearing had begun.

Mr. Sandblom took the floor and explained to those present he is an engineer hired by Camp Vermont to perform engineering and permitting necessary to subdivide the property into five residential lots for improved marketability. Mr. Sandblom referred to a map displayed for all present and indicated areas of waste water, overshadowing, setbacks, the old road and one new driveway which will have an 18” culvert. He also spoke to road and lake frontage, shoreline encroachment and said potable water will come from Municipal Fire District 4. Mr. Sandblom talked about cabins on the property and said water lines to each will be disconnected. He said the Camp Vermont Road will have a culvert put in as well as the new driveway. Also mentioned were private road standards and two existing wells which will be abandoned for potable water. Mr. Sandblom said according to the State, cabins on the property and plumbing to them can remain but cannot be connected to the new wastewater system.

Interested Persons Diana and Ronald Dubuque, Dan Dion, Marilyn Richards, George Scotten and Roy Maynard all asked questions, many pertaining to overshadowing, one relative to the cabins, to which Mr. Sandblom stated they cannot have bedrooms. A question was asked about the mound system and vegetation.

ZAO posed a question regarding the existing driveways on the lake side and whether there will be vegetation on them. Another question he asked pertained to abandoning the existing mound system and specifically who is abandoning it? Mr. Parizo feels there needs to be clarification of the State Wastewater rules and permitting issues which pertain to zoning.

S. Robinson made a motion to approve the application as submitted to the Board for Hearing #05-16PP – kas, Inc. – for Preliminary Plat Review for possible major subdivision for property located at 3 Camp Vermont Court, identified by Tax Map Parcel ID #05-02-80. H. DeMars seconded. The motion passed by unanimous voice vote.

7:51 PM S. Robinson made a motion to close Hearing 05-16PP – kas, Inc.

B. Ayres seconded. All voted unanimously in favor by voice vote. The hearing closed.

7:52 PM F. LaFromboise, alternate member, left the building.

ADMINISTRATIVE BUSINESS

ZAO Updates. J. Parizo had little to report relative to upcoming hearings.

Minutes of the September 7, 2016, meeting were reviewed. S. Robinson made a motion the Board accept the Minutes of September 7, 2016, as written. B. Ayres seconded. All voted in favor by voice vote. The motion passed.

The Board reviewed the Decision for Hearing #06-16FP – East Shore North Trust and it was signed by the Chair.

8:23 PM H. DeMars made a motion to close the meeting of September 21, 2016. S. Robinson seconded. All approved by unanimous voice vote. The meeting closed at 8:23 p.m.
