Grafton Township Trustees Meeting Minutes

February 14th, 2017

The regularly scheduled meeting was called to order at 7:00 P.M. with the Pledge of Allegiance. All Trustees and the Fiscal Officer were present.

Trustee Kasinecmade a motion to accept the minutes of the December 30th Organizational meeting andJanuary 10th, secondby Trustee Haight. Johnyes, Jean yes and Carlyes. Motion carried. 20170214-01

Committee Reports:

Zoning–Tom Steigerwald reported there was 1 permit issued last month for a house.

Violations: Tom reported the Nagorka property at 18900 State Route 83 is not in compliance with their conditional use permit and nuisance materials. The Pullen property at 18581 State Route 83 is not in compliance with nuisance materials, tires, car parts and possible disabled/inoperable vehicles, etc. Also issues with the selling of firewood. The notice of certified letter received on Monday February 6thfrom Mr. Pullen to Tom Steigerwald. Tom requests a trustee to go and inspect the property with him. Mr. Pullen was in attendance and stated the firewood is produced on his property and he can sell it. Mr. Pullen doesn’t think he has car parts – they are on a hay wagon. Wednesday the 22nd, Tom and Carl will inspect the property with Mr. Pullen in the morning to go over the nuisance materials. Tom has prepared an ORC 505.86 for the Edna Anderson property at 34707 Law Road per the trustee request. Tom has letters from the Fire Department and Health Department which were given to the trustees. Per the resolution 20170110-05 trustees will sign the order 505.86. Tom will need names and mailing addresses including the mortgage company in sending out certified notices. Tom will also put a legal notice in the paper in case we cannot get addresses. Jean suggested a title search, Tom will talk with Jerry Innes.

The trustees agreed to the new 505.86 four page form, Tom will make 30 copies and dispose of the old ones. Bob Gord will be taking over for Mike Jindra who is going over to the commercial side. For the weeks of March 6th and 20th, the zoning days will be Monday and Tuesday instead of Monday and Wednesday from 8am to 11am.

Amy inquired about the email she received from a resident regarding a house that is operating a business on State Route 83. There are a lot of cars on the property. Tom will look into the complaint and get back to the resident. Bob stated they were there on a fire call a few months ago for a car fire and the fire department was told the name of the business was G&W Rigging and Hauling; they have another shop on Reed Road. Bob stated there is a lot of stuff there.

Road Department–Discussion was had on selling the 3 unused township mowers. Bob did some research on what the going prices are for the mowers we have with similar hours. Trustee Wesemeyer made a motion to sell the John Deere 915 mower on govdeals.com with a starting price of $3,000 for two weeks, second by Trustee Haight. Carl yes, Jean yes and John yes. Trustee Wesemeyer made a motion to sell the John Deere Zero Turn (727) mower on govdeals.com with a starting price of $1,500 for two weeks, second by Trustee Kasinec. Carl yes, John yes and Jean yes. Motion carried. 20170214-04

Bob got pricing on a replacement mower from Medina Tractor Sales. Carl got pricing on a new Scag mower and a Ferris mower. Ferris is cheaper. A Ferris 27hp Briggs motor with a 52” deck is $5,600 and a Scag 26hp Toro motor with a 52” deck is $9,800. Bob or Frank will test drive the mowers. The scag mower we currently have has been a great mower. No one really knows anything about Ferris. We will put off buying a new mower until next month until more research and test driving can be done. The SPCC (spill control) plan was discussed. In 2013 we paid for the plan. You only need to have the plan if you have over 1,320 gallons of above ground bulk storage in containers 55 gallons or greater. If we reconfigure our tanks and go smaller we could get away with not having the plan. We would need to get rid of the 1000 gallon tank in the back and either get loaner tanks for a company or purchase used tanks from a company. If we go with the loaner tanks the maintenance of the tanks would fall on someone else and not the township, but we would incur a monthly fee for the tanks. Or we could get a 300 gallon tank and we would just to have more frequent deliveries. If we buy our own tanks we could get fuel from anywhere but we would be responsible for the maintenance. The cost to get rid of the 1000 gallon tank and get a used 300 gallon would cost us around $5,000. If we do nothing we still have to have the plan and complete all the paperwork. Our fuel usage in 2015 3,073 of diesel and in 2016 it was 3,345. Jean recommends going with a company where they maintain the tanks. Discussion was had on the best option for the township, regardless we need to shrink our tanks so we do not have to have the SPCC plan. Bob will get more pricing on them giving us a 500 and 300 tank and he will also get pricing if we buy the tanks. A decision will be made at the next meeting. Bob is also working on switching over the inside storage to new containers. The one room school house needs to have the slate roof repaired. Some names were mentioned to get quotes for the repair, Dan Smith and First Choice Roofing out of Cleveland. Bob will get pricing. The hydraulic tank that came from the elevator from Belden School has been sitting in the storage building, it was recommended to just scrap it since it is leaking and not worth anything since it leaks. The fuel tank on truck #2 was put back on. Discussion was had on the 2017 chip seal program with the County. Carl received an estimate from the County. There is some concern with doing some roads where the Nexus pipeline will be going thru. We do not want to throw money on those roads (Neff, Island and East Dunham) just to have Nexus tear them up when they install the pipeline. Law Road (Chamberlain to Lagrange line), Dellwood and Crocker Road, are the roads Carl would like to have chipped seal. Carl has not heard back from Eaton regarding Crocker Road since they would be required to pay half. Carl did mention it to all three Eaton trustees. Island Road was discussed; it was decided to wait until the Nexus construction is completed before we repair the road. The other part of our road program is the motor pave in Haystacks (Haystack Lane and Harvest Lane) and Country Woods. Carl would like to motor pave over Country Woods and then top coat it with number 9 stone. We do not have pricing yet and it will need to go out to bid. Bob would like to look at Neff Road with a trustee since we were denied Issue 1 money; there could be some areas that need attention.

Fire Department–Bob reported the Crown Vic was sold on govdeals for $3,075. The used turnout gear has been distributed and waivers signed. Bob and Tim are still researching where they can get rid of the rest that people did not want or take. The tanker is still an ongoing issue and still working to resolve the problem. Tim would like to purchase a new printer for the EMS office; there is currently no printer in the office. Trustee Wesemeyer makes a motion to spend up to $400 on two printers, one for the EMS office and one for the meeting room, second by Trustee Kasinec. Carl yes, John yes and Jean yes. Cemetery–Tim would like an article in the Rural Urban regarding taking down Christmas decorations. He would like to have the decorations down by next Monday the 20th. Trustee Haight stated the UAN program can print deeds for free. Tim already has the program to print deeds. Jean will get more information.

Town Hall–Bob reported there were no hall rentals in January. The Highlands Home Owners Association held their meeting in January.

EMS –Penny reported the money we have received for the month of December 2016 was $2,555.20. The total EMS billing we received in 2016 was $36,782.47. There were 4 residential calls in January, which 3 were ALS and 1 DOA. There were 2 motor vehicle accidents which resulted in 5 ALS and 2 no treat no transport. Eaton Township provided mutual aid for us twice last month. Penny would like to ask the trustees to send three fireman to EMS school; Vince Monda, Mike Palmer Jr. and Will Teska. The class will start March 4th. The cost for the three members would cost $4,440 which includes books, tuition and all testing fees. Penny has contracts for all the members. Trustee Wesemeyer makes a motion to send all three to EMS school, second by Trustee Haight. Carl yes, Jean yes and John yes. Motion carried. 20170214-07 Penny stated we are hosting Lifecare trauma day on March 4th. Penny and Tim are working on spending the EMS grant money. Also the pancake breakfast is this weekend.

New Business:

Fiscal Officer Amy Richards–Amy stated we received the second invoice for NOACA dues. She inquired how the trustees wanted to proceed. The amount of our dues is $436. In 2014 we paid $47 and in 2015 we paid $436. If we do not pay the dues, it falls back on the county to pay it. In 2015 the dues were changed and there were some places that their dues were lowered. Trustee Wesemeyer would like to hold off paying. We received the mileage certificate from the County that needs to be signed and mailed back in. Amy received a letter from the County Engineers Office that they will no longer notify the township for the OUPS tickets. If we want to continue to receive the notifications we have to sign up with OUPS for a fee. During the OTA conference in January Amy talked to OUPS and based on our call volume the fee for us would be around $80-$100 per year. Jean stated they will be at the County meeting on Thursday. We will wait to after the County meeting to make a decision. Amy would like to be a member of the Ohio Association of Public Treasurers (OAPT) for $50. The association offers two conferences that would provide the required continuing education credits needed during Amy’s four year term. There is a conference in June Amy is thinking of attending the cost is $75 plus the room rate of $119. Trustee Haight makes a motion for Amy to join the OAPT, second by Trustee Kasinec. Amy and Penny met with Bruce from My Network Place so he could show us how to update the website.

Trustee Reports:

Trustee JohnKasinec– Chip seal program was already discussed. John attended the Ohio Township Association conference in January. He completed the three hour records keeping class and received the certificate. He also took classes on funding available in the way of grants for the township. John will be on vacation next week.

Trustee Jean Haight –Jean asked about the pavilion, will it be completed in the spring or summer? John is working on the specs. Jean was contacted by the Grafton Hot Stove, they are going to paint the dugouts and they wanted to know if the township wanted them to paint the concession stand and if there were any other repairs that need completed. Trustees agree to let them paint the concession stand. Jean thanked Bob and Chad for fixing up and repairing the handicapped bathroom. Rumpke contacted Jean regarding a resident on Crook Street that is not using Rumpke but using Republic. A letter will be sent to the resident. The tire trailer had 74.45 tons of scrap tires at the end of 2016.

Trustee Carl Wesemeyer –Carl met with the County Engineer’s Office regarding the Bannister Ditch project. We received the grant for $80,000 for the original project, with the proposed changed the cost is now around $120,000. We cannot go back to the committee and ask for more money. Carl is still talking to figure out what is going to happen with the project. Regarding the storage garage Carl would like to hire an architect or consultant for the garage. Carl received a quote for $1,500 for the engineering fee and Carl would do the drawings on his time. Trustee Wesemeyer makes a motion to hire Integrated Construction Consultants (Larry Knoble) at a cost of $1,500, second by Trustee Kasinec. Carl yes, John yes and Jean yes. Carl was reappointed to NOACA. The County Engineer would like us to be involved for the ditch project on State Route 83. We will get a letter together stating it is a necessity to get the ditch cleaned. The trees need to be cleared by the tire trailer. Tim gave the letter to the BZA regarding their terms.

Audience Questions:

Frank Raski would like to know if they want him to mow this coming season. Last year he was paid $15 per hour and Frank would like $16. Trustee Haight makes a motion to hire Frank Raski at $15.50 per hour, second by Trustee Wesemeyer. Jean yes, Carl yes and John yes. Motion carried. 20170214-10

We need to pass a resolution for the 2017 County road program. Trustee Kasinec makes a motion to participate in the County Chip Seal program with the roads of Dellwood, Law Road and Crocker Road, second by Trustee Wesemeyer. John yes, Carl yes and Jean yes. Motion carried. 20170214-11
