The primary purpose of this position is to be responsible for overseeing the Housing Authority of the City of Waterbury (WHA) Payables, Purchasing, Accounts Receivable and completing bookkeeping duties related to financial reporting and inter-fund accounting. This position assists in the production of asset-based management reports that are compliant with all regulations of the U.S. Department of Housing and Urban Development (“HUD”), Connecticut Housing Finance Authority (“CHFA”) and Generally Accepted Accounting Principles (“GAAP”).

All activities must support WHA’s strategic goals and objectives and produce results that accomplish the goals of the Accounting Department.

Essential Duties and Responsibilities (include but are not limited to):

  • Manages the organization’s daily financial management operations and processes including accounts payable, tenants’ accounts receivable and payroll activities.
  • Initiates appropriate electronic wire transfers and debits related to financial management.
  • Obtain and maintain a good working knowledge of the general ledger accounts
  • Reconcile end of month bank statements
  • Complete HUD ELOCC’s drawdowns and manage all HUD Grants within the regulations each grant is granted under.
  • Work with Executive Director to ensure proper controls are in place and maintained
  • Researches accounting issues and recommends resolutions.
  • Works with new development and operational changes, focusing on the accounting and financial needs, opportunities and potential threats of the changes.
  • Assist in the year-end closing process including reconciliation of Authority wide general ledgers and assistance with the preparation of the year-end HUD Real Estate Assessment Center Financial Data Schedule.
  • Assist with the annual audit, working to provide all necessary information, documentation and answers to complete the annual audit and satisfy auditor’s needs.
  • Provides review of funding requests to HUD, CHFA, DECD and any other federal and local governments and assures continuity and compliance with MHA standards.
  • Assists in the development and review of organizational and operational systems, practices and procedures to eliminate impediments to operations, to recognize duplication of functions, to identify under-utilization of resources and to improve administrative processes and controls.
  • Assumes other responsibilities as required to assure the effectiveness and efficiency of all financial responsibilities for WHA.

Knowledge, Skills and Abilities:

  • Knowledge of Generally Accepted Accounting Principals
  • Thorough knowledge of accounting/bookkeeping.
  • Ability to partner with various departments and work as a team member in preparing and providing information in response to Board requests.
  • Ability to plan, organize and control financial and accounting functions.
  • Ability to be results-oriented and extremely well organized to meet internal and external deadlines.
  • Excellent ability to generate cooperation while performing audit and compliance responsibilities.
  • Extremely detail oriented.
  • Strong knowledge of general office and administrative procedures.

Supervisory Responsibilities:
Oversee work of Accounting Clerk , Accountant I

Minimum Education/Experience Requirements:
Graduation from an accredited college or university with a Bachelor’s Degree in Accounting, Finance, Business Management, or a related discipline is mandatory. In addition, a minimum of seven (7) years of accounting experience is required or an Associate’s Degree in Accounting, Finance, Business Management, or a related discipline is mandatory. In addition, a minimum of ten (10) years of accounting experience is required with a progressive employment history

Additional Requirements:

Microsoft Excel, Word and Outlook proficiency. Exams may be administered which will assess competency level in accordance with position description criteria.

  • Possession of a valid driver's license.
  • Able to be covered under the Housing Authority's fidelity bond.
