Enclosed please find herewith a copy of Ministry of Education, Islamabad, letter No.IBCC/ATN/Rules/1907-13, dated 4-8-2008, on the above subject, which is self-explanatory.
2. It has been decided that the decision under reference will take effect from 01 September, 2008.
3. This issues with the approval of Secretary.

Subject; DECISION TO ATTEST EDUCATIONAL DOCUMENTS (CLASS I
TO 12 OR EQUIVALENT) BY RESPECTIVE MINISTRIES______
Inter Board Committee of Chairmen (IBCC), a subordinate department of this Ministry, has been assigned to attest Secondary, Higher Secondary School Certificates, Mark Sheets, diplomas issued by all 31 Education Boards in Pakistan and School Leaving Certificates (Grade 1-12).
2. In addition to the above, IBCC over a period has been attesting certificates issued by other organizations which do not fall under the purview of Education Ministry. These include certificates issued by Pak Army, Navy, PAF, PIMS, NIH, recognized Deeni Madaris, Ministry of Labor & Manpower & Manpower etc.
3. Besides a burden on its scant resources, this additional work does not strictly fall within the mandate of IBCC. In view of the above, it has been decided that that IBCC shall restrict itself to attestation of certificates which are within the domain of Education Sector/Boards/Colleges and Schools. The Certificates issued by specialized institutes running under various Ministries may be attested/verified/authenticated by the respective administration of Ministry. After attestation of the documents by the respective Ministry, the same may accordingly be attested by the Ministry of Foreign Affairs and the Embassies concerned.

Annexure-I
I- Ministry of Education will attest the educational documents
issued by the following organizations;-
(i) Boards of Intermediate and Secondary Education
In Pakistan;
(ii) Boards of Technical Education in Pakistan;
(iii) School Leaving Certificates issued by both Government and Private schools which are either affiliated with a BISE or BTE or registered with respective Directorate of School and College Education;
(iv) Allama Iqbal Open University (class I to 12 or equivalent);
(v) National University of Modern Languages; Islamabad
(vi) National Institute of Science and Technical Education, IBD;
(vii) Technical and Vocational Training Authority, Lahore;
(viii) Secondary School Equivalence Certificates and Higher Secondary School Equivalence Certificates & Letters intimating educational qualifications and marks issued by IBCC Sectt and its Regional Offices..
(ix) Certificates (class I to 12 or equivalent) issued by those Universities/colleges/schools/organizations which fall within the purview of Ministry of Education.

II. Ministry of Defence will attest the educational documents issued by the
following organizations;-
(a) Army, (b) Navy, (c) Air Force, (d) AFBHE, (e) schools and colleges established by Ministry of Defence and its allied organizations.
III. Ministry of Health will attest the educational documents
issued by the following organizations;-
a- Pakistan Institute of Medical Sciences, Islamabad.
b- National Institute of Health, Islamabad.
IV. Ministry of Petroleum & Natural Resources will attest educational documents issued by the following organizations;-
Pakistan Mineral Development Corporation,
Khewra, Jhelum;
V. Ministry of Labor & Manpower will attest educational documents issued by the following organization;-
Skill Development Council;
Labour and Manpower Training Institute, Islamabad.
VI. Ministry of Religious Affairs, Zakat and Ushr will attest the following;-
Asnads of Shahadat-ul-Saanviat-ul-Aama, Shahadat-ul-Saanviat-ul-Khasa
or its equivalent & Kashf ul Darjat issued by Wafaqs, Tannzeem, Rabita, Individual Deeni Madaris recognized by the Ministry of Religious Affairs.
