With reference to the above I am to inform that Government have agreed to the Specific norms for transfer and posting of Higher Secondary School Teacher/Higher Secondary School Teacher (Jrs) furnished by you with the following modifications.

a)  Minimum period of 3 years in a station may be insisted for general transfer in ordinary circumstances, unless a transfer becomes necessary in public interest or due to some special situation.

b)  When there are a large number of application for a particular station, the order of preference mentioned in item 17 to G.O read as 1st paper above may be adopted.

GENERAL NORMS/GUIDE LINES FOR TRANSFER OF GOVERNMENT HIGHER SECONDARY SCHOOL TEACHERS

  1. General transfer shall be made only once in a year and preferably before 31st of May every year. Rectifications, if any, shall be made before 30th of June.
  2. Every teacher shall opt a school of his/her choice as ‘Home Station’. A teacher will be permitted to change his/her home station for a maximum number of two times in the entire period of service.
  3. The service put in at the native place or Home station or institution within an approximate distance of 20 KMs will be considered as Home Station Service.
  4. Native place shall be determined according to the entry in the SSLC book of the teacher.
  5. A teacher who has completed two years outside his/her home station shall be eligible for transfer to the home station.
  6. A teacher who has worked for a period of one year in a hilly/tribal or a place notified as remote by the directorate shall be deemed to have completed two years of out station service.
  7. A teacher who has served in a school beyond 250 KMs from the home station for a period of one year will get a weightage of 3 months and beyond 450 KMs from the home station will get a weightage of 6 months as outstation service (weightage will be calculated @7 or 15 days for every completed month, as the case may be)
  8. A teacher will become eligible to remain in his/her home station only if he/she has completed 2 years of outstation service.
  9. An eligible teacher who is transferred to his home station shall not ordinarily be transferred out for a period of three years.
  10. A teacher who has completed three years of service in the home station shall be replaced by another teacher who has 9 months outstation service more than that of the said teacher. A teacher who is thus transferred out shall be posted in an open vacancy as far as possible nearest to his/her home station.
  11. A teacher can be transferred to his/her home station even if he/she does not complete two years of outstation service if an open vacancy exists in home station. But the teacher will not get the benefit of 3 year protection in the home station.
  12. when an eligible teacher applies for a transfer to the home station and if more than one teacher serves in that station, the junior most teacher who has not completed two years of out side service shall be transferred out first.
  13. When Principals are transferred, teachers, handling the same subject have to be shifted: such teachers have to be posted at convenient schools of their choice if there is open vacancy.
  14. Preference shall be given to those categories of teachers such as Physically challenged persons, dependent of Jawans, sons and daughters of freedom fighters, teachers belonging to SC/ST categories, inter-caste married persons, Parents of mentally challenged children etc as notified by Government from time to time. The period of this preference shall also be regulated according to relevant Government Orders issued for the purpose. Transfer-Priority for the above categories shall be as per G.O (P)22/92/P& ARD dated 18/04/1992, 20/05/1992 & 13/05/1993 and as per Government Order dated 18/06/1993.
  15. The President and General Secretary of recognized teachers organizations shall be transferred to the headquarters on their request.
  16. Application for mutual transfer shall not be entertained.
  17. The Government/Directorate of Higher Secondary Education reserves the right to transfer any employee in relaxation of the above conditions on administrative and public interest.
  18. For Computing outstation service, service put in the cadre of HSST (Jr), HSST and Principal in the Higher Secondary Education Department alone will be reckoned.
  19. Length of outstation service shall be reckoned by the 31st of May every year.
  20. Application submitted through proper channel alone will be considered for general transfer.
  21. HSST/HSST (Jr) who have only 2 years to retire shall be posted to stations of their choice, giving preference to those who are due to retire earlier.
  22. When there are a large number of applications for a particular station, the order of preference shall be as follows:-

(a) Length of continuous service in the station at the time of his/her applying

for transfer under consideration will be the criterion for transfer.

(b)  Employees who have put in longest period of service outside the particular

station will be given first priority. But employees who have had more than a

year’s service in assignment in tribal and remote areas and those

involving arduous nature of work or who have completed service in

the defence service will be given preference by deeming two years of

such service as equal to three years. If they are equal to such service thus

arrived at, the total service will be taken into account.

(c)  Terms like hill station/remote station/work of an arduous nature will be

each defined by the department and orders will be made in this connection..

23. Minimum period of three years in a station is necessary for general transfer in ordinary

circumstances ,unless a transfer becomes necessary in public interest or due to some

special situation.
