The Headlines

  • More than 50 civilians reportedly killed in Jonglei attack.
  • National Legislative Assembly ratifies protocol of the African Economic Community.

More than 50 civilians, including a traditional chief have reportedly been killed in an attack in Jonglei.

Army spokesperson Col Phillip Aguer says the attacks targeted several villages in Atar North, near the border with Upper NIle.

Aguer cites divisions within the opposition ranks, and accuses the opposition of being behind the attack.

“The forces of Riek Machar attacked villages in Atar in the last 72 hours and killed more than 50 civilians, including chiefs, in Atar and Fam el-Zaraf. The SPLA is committed to cease fire, and we hope the other side will commit themselves as well. There are divisions among Riek’s forces in Fanjak and we are waiting for the details of what is happing on the ground”.

Spokesperson of the opposition military wing, Brig Lul Ruai says there are no defections within the opposition.

Ruai also denies his forces carried out the Jonglei attack.

“No it is not true, we do not target civilians. In fact I was the first person to go on air accusing the government of burning down the whole of XXXX administrative headquarters and the surrounding village. That is not true, we do not target civilians and our command is still intact.”

The National Legislative Assembly has ratified the protocol of the African Economic Community.

The protocol which led to the establishment of the Pan African Parliament, among several trade and economic benefits, allows South Sudan to contribute five members to the Pan African Parliament - that sits in Addis Ababa, Ethiopia.

Speaker of the assembly Mannaseh Magok Rundial has directed applicants interested in joining the Pan African Parliament to submit their résumés and letters of qualification.

We spoke to some legislators who all welcomed the ratification of the protocol.

“I arise to give my strong support for the ratification of this particular protocol purposely because we are members of African union, south Sudan is not an island on its own but it is falling within the nations so there is need for us to land from our brothers who are senior than us in good governance it should not be something that should be deliberated too much if not because of the normal procedure”.

The protocol was ratified following a presentation of a report by the chairperson of the parliamentary committee of foreign affairs Philip thon Leek.

Central Equatoria State Ministry of Education has announced the State’s performance in the South Sudan Secondary School certificate examinations for 2013-2014.

State Minister of Education Hastin Yokwe said out of the 5,500 students who sat for the exams, just over 4,000 passed, representing a pass rate of 74.3%.

Yokwe said Terekeka emerged the best performing county in the state.

“The best tens school witch perfumed the first one is Terekeka Secondary school witch are the total number of student 141 and all of them passed. Number two is Tale secondary school total number of student how sat is 121 all passed so the percentage pass is 100%. Juba Diocese Secondary School the number witch sat was 92 and the same number passed. Saint Comboni Juba Secondary the number witch sat was 87 and the same number passed”.

In Western Bahr el Ghazal, the State Education Minister announced that the State registered a pass rate of 68.2%, ranking 5th among the 10 States in performance.

Michael Madut Chan noted an increase in the number of girls, from 540 last year to 800 this year.

“State Number five is WBGS with passing mark sixty nine point eight percent (68.2%), out of two thousand five hundred and thirty two students who sat, only one thousand seven hundred and twenty six students passed. Girls have no one that participated in top ten. Among the top ten students, we find that Standard secondary school has eight students and Busere National secondary school has two. But the rest of the schools need to upgrade the standard of teaching and administration so that we all achieve success”.

A total of 13-thousand candidates sat the secondary school exams countrywide in June this year.

Instability and conflict have suffocated the potential of youth across the country.

The Undersecretary in the Ministry of Culture, Youth and Sports, Peter Baptist, says youth are capable of playing a vital role in development but have not been given the opportunity because of the long years of conflict.

“When you have war and crisis throughout since 1956 and up to now we are not stable. So this affects the normal growth of young people in the right direction, because during war moral decays, access to education becomes a problem, health becomes a problem a lot of things these are facts but it doesn’t mean that the young people of South Sudan they don’t have the capabilities and abilities, they have it! It’s just the opportunity how they are nurture towards being on their own.”

Barnabas Yisa, Country Representative of the UN Population Fund, UNFPA, says young people account for 70% of the population, and the responsibility to develop them rests on all.

“This is a population that requires full attention for development and for sustainable quality of life. Investing in young people promotes development of any country. And therefore, it is the responsibility of all to support and invest in young people. So the significance of this occasion is to bring attention to the fact that young people are the nations builders, young people are the ones that can sustain a country, young people are the ones that need immediate attention.”

The remarks were made during the UNFPA report on State of the World Population report. South Sudan was not featured in the report.

Events to mark World AIDS Day have been held in Wau, Western Bahr el Ghazal State.

At the ceremony, Natalina Wadarif, State Director of Programs said there has been an increase in the number of people turning up for voluntary testing.

“This year, those who are affected both male and female are about two hundred and forty; number of pregnant women affected is seventy eight. We have this year only, children born of affected mothers who have reached eighteen months old, to be tested whether they have HIV or not, we have passed out seventeen children free of HIV,”.

Other events to mark the day included free voluntary testing at the UN Mission and sporting activities between UN staff and Internally Displaced Persons at the camp.

In regional news, the head of the UN Ebola response mission in West Africa has told the media that there is still a "huge risk" the deadly disease could spread to other parts of the world.

Tony Banbury declined to say if targets he had set in the fight against Ebola, to be achieved by Monday, had been met.

The targets were for the proportion of people being treated and for the safe burial of highly infectious bodies.

The UN boss was speaking in Freetown, one of the worst-affected areas.

On Sunday in Sierra Leone's capital, bulldozers were clearing large areas for a new burial ground.

“Young stars FC have been crowned champs of the Governors football tournament after a 5-4 win against Kenite FC 5 at the Torit freedom square. Young stars won on penalties after official match time ended in a goalless draw. The winning team bagged a cash prize of 3,000 pounds in addition to the trophy. Speaking after the final match, Eastern Equatoria State Governor, Louis Lobong encouraged youth to take the sports serious, promising his support to all sports activities. Onto basketball, Malakeia team beat Gudele United 54-39 points at the Nimra talata basketball stadium in Juba last evening. Warriors secured match points after defeating Citizens by 56-54 points. In other games, Munuki beat Nassir by 56-42 points while Hilal managed a 55-51 point win over the national engineers.
