Mayor Arletta Parton called to order the regular meeting of the Goldendale City Council at 7:00 p.m. followed by the Pledge of Allegiance.

DEPARTMENT REPORTS

7:01:15 PM

Public Safety Director, Rick Johnson reported on a water line break in place of the absent Public Works Director. The leak was reported at 8:10 p.m. on April 14th. The crew had the leak isolated and water began subsiding at 9:00 p.m. In this amount of time, using the printouts from reservoir levels and inflow from water sources, the estimated water lose was 325,000 gallons. The average daily use for this time of year is 133,000.

Since the last Council meeting, the Police Department has continued with investigations stemming from the six warrant arrests reported eariler and ten more people were arrested. During this sweep also arrested was one of the most wanted that was in our local paper. The department has been notified from the Cops Grant that our application is being re-evaluated and it looks like we will get the funds for a new Officer for three years. Two applications have been received for the Reserve Officer Program. The Animal Control Officers is being used to write parking warnings for wrong side and up and over the curbs.

Rick introduced the new Assistant Chief, Chris Randall who reported that the Fire Department has recruited four new members.

Parking Ticket Appeal – Council tabled this matter as Mr. Milliren was not contacted to attend the meeting.

Capital Outlay, Air-Paks for Fire Department – City Administrator, Larry Bellamy informed Council that the Budget Committee had met and recommends the purchase of fifteen Air-Paks. The low quote is in fact an amount lower than the State bid and they were willing to give trade-in value for the old SCBA units.

It was moved by Council Member Mike Montanye, seconded by Council Member Steve Johnston, to authorize a capital outlay for the purchase of 15 SCBA units from MES-NW in the amount of $71,353.13 subject to a showing that the piggyback rule requirements are met.

Interlocal Agreement, EDA Grant

It was moved by Council Member Steve Johnston, seconded by Council Member Mike Montanye, to authorize the Mayor to execute an interlocal agreement with Klickitat County for the purchase of Fire Department equipment upgrades.

Animal Control Shelter Plan Preparation – City Administrator, Larry Bellamy informed the Council of the need for Calvin Jordan and Associates to prepare building ready plans for the Animal Control Shelter due to the passing of new rules.

It was moved by Council Member Mike Montanye, seconded by Council Member Steve Johnston, to authorize the Mayor to execute an agreement with Calvin Jordan Associates to prepare building permit ready plans for the animal control shelter building addition in the amount of $3,300.00.

Chico’s Retirement Announcement – Public Safety Director, Rick Johnson informed the Council of the agreement prepared that allows the transfer of Chico to Lieutenant Bartkowski and presented a plaque to Chico for his years of service 2002 – 2010.

Lieutenant Reggie Bartkowski accepted the plaque and reported on the many accomplishments Chico has achieved. They have assisted twelve different agencies which includes DEA, Clark County’s Task Force, Washington State Patrol, agencies in Oregon, and many others. In his eight years over 13 pounds of marijuana, 1 pound of meth, heroin, and cocaine have been seized along with over $100,000.00 and 30 vehicles.

It was moved by Council Member Mike Montanye, seconded by Council Member Steve Johnston, to authorize the Mayor to execute the agreement between the City of Goldendale and Reggie Bartkowski for the transfer of K-9 Officer Chico to Reggie Bartkowski.

REPORT OF OFFICERS

City Administrator, Larry Bellamy reported the Economic Development Committee is meeting with the FCS Group tomorrow at 6:00 pm regarding the incubator building. The Ordinance Committee will meet April 26th to discuss the Comprehensive Plan.

After analyzing the 5 proposals on the new phone system, 3 were asked to give us a demonstration. This is scheduled for tomorrow and Wednesday.

The Transportation Grant is now available through the Regional Transportation Planning Organization. In the past monies available ran between $250,000.00 and $300,000.00. Due to revised policy, the amount has been reduced to $95,000.00. The recommended project to apply for would be to build a pathway to the Primary School from South Columbus to Schuster Street. Applications are due the first part of June. The consensus of the Council was to proceed with the application process.

The Financial Reports were presented to the Council for the first quarter of 2010 and were informed of a revenue loss due to the property taxes on the PSE energy plant.

The Mayor inquired about the skate park. Larry informed that it is going to start costing the City money as the materials originally purchased for up keep have been used.
