Mayor Pro Tem Gary Hoctor called to order the regular meeting of the Goldendale City Council followed by the Pledge of Allegiance.

PRESENTATIONS

Jessica Bieker – Senior Citizen Issues

Jessica spoke about the need for housing for seniors in their time of need.

DEPARTMENT REPORTS

Karl reported on the WCNIP, Jim Shaw Springs and the LED light project.

Reggie reported on the 2016 Pig Bowl and the families they were sponsoring. I am going to start putting a plan together to have a docking station at the schools for the Police Officers. I am also working with the library to reduce vandalism.

Steven reported that we have gone out to bid for the attack tender we are building. We had a couple of personnel and equipment at the fire in Roosevelt last week. We have the training equipment installed and as a bonus Iberdrola also donated a copy machine.

Larry talked about up coming meetings and events.

COUNCIL BUSINESS

Capital Outlay for PW Project (Backhoe Repair)

Karl explained the need for the project.

It was moved by Council Member Guy Theriault, seconded by Council Member Carmen Knopes, to declare this a public works project and approve a capital outlay to rebuild a rear-end for the JD 310SE backhoe in the amount of $11,000.00.

Second Reading – Elimination of Conflict of Development Standards for Manufactured Homes

Larry explained we had the first reading at the last council meeting and the ordinance is ready for adoption.

It was moved by Council Member Guy Theriault, seconded by Council Member Carmen Knopes, to adopt ordinance no. 1465 that will resole a conflict in the administration of development standards for manufactured homes.

Second Reading for Sewer Revenue Bond

Larry explained the need to approve an ordinance authorizing a loan in the amount of $304,000.00.

It was moved by Council Member Guy Theriault, seconded by Council Member Carmen Knopes, to adopt ordinance no. 1466 providing for the incurrence of a loan with the United States Department of Agriculture Rural Development in the amount of $304,000.00.

REPORT OF OFFICERS AND CITY ADMINISTRATOR

Carmen stated that the money for the dinner at the Harvest Festival will be used to help the FFA to go to the national convention.

Guy stated that he was a referee at the 2016 Pig Bowl.

Shannon reported that people from out of town stated to him that the town doesn’t look very appealing with the yards not being green.

John reported that he was asked why there aren’t bicycle racks at the parks. The discussion led to a project for the school.

PUBLIC COMMENT

Ron Ingraham talked about problems at the library and the deer population. He also commented on the dry yards

Ron Bazzel Sr spoke about the difficulty of turning off of Klickitat St onto Railroad Ave. He also commented on the trucks on Railroad running the refrigerator units all night.
