1. Terms and Conditions of Service

The terms and conditions applicable to this post are those of all NHS Employees.

2. Superannuation

You have the option to join the NHS Superannuation Scheme, to participate in the State Earnings Related Pension Scheme or to take out a Personal Pension.

Employee’s contributions to the NHS Scheme amount to 5% to 10.9% of salary (depending on rate of Pensionable Pay) and the employers’ contribution equates to 14% of salary. Employees in the NHS Scheme are “Contracted-out” of the State Earnings Related Pension Scheme and pay a lower rate of National Insurance contributions. Employees who choose to participate in the State Earnings Related Pension Scheme pay the higher rate of National Insurance contribution. A Stakeholder Pension is also available.

JOB PURPOSE

Strategic responsibility for pharmacy service at the National Waiting Times Centre. To provide strong and effective leadership for the strategic planning, co-ordination, development and delivery of a pharmacy service at NHS NWTC within allocated resources. To provide expert advice and support to the Board, its committees, partnerships and healthcare professional to facilitate informed decision-making. To ensure that the pharmacy service operates within the General Pharmaceutical Council (GPhC) standards of conduct, ethics and performance and adheres to the requirements of the Medicines Act 1968 and other relevant medicines regulations.

ORGANISATIONAL POSITION

SCOPE AND RANGE

The post holder has 24 hour responsibility for a range of pharmaceutical services provided by the GJNH including;

·  Clinical pharmacy services

·  Dispensary services

·  Clinical trial services

·  Procurement and distribution services

Responsible for the overall pharmacy budget. Manages pay, drug and other non pay (including asset procurement of pharmaceutical and specialist pharmacy equipment).

Responsible for directing professional (8), technical (6) and ancillary staffs (3) within the pharmacy. Management of information within pharmacy including overseeing the introduction and running of various information systems in relation to pharmacy

MAIN DUTIES/RESPONSIBILITIES

Leadership
·  Strategic responsibility for the pharmacy services in NHS NWTC. Accountable to assure the board that pharmacy services as defined in the scope of this post, are effectively integrated, organised and developed in order to support the strategic aims of NHS NWTC and support the overall delivery of the NHS NWTC Corporate Objectives.
·  Post holder is the primary source of professional pharmaceutical advice to NHS NWTC Board. This requires ensuring the provision of expert advice on pharmacy matters to the Board and its committees.
·  To influence and develop pharmacy policy and strategy within the wider national strategic context, e.g. by actively participating in relevant SGHD Chief Pharmaceutical Officer’s work groups /Directors of Pharmacy Group etc.
·  To ensure that opportunities are sought and created to maximise the benefit of the expertise that exist within the pharmacy.
Planning and Organisation
·  Post holder has corporate responsibility for the, management, development and delivery of pharmacy services within NHS NWTC.
·  Responsible for the formulation and implementation of long-term strategic plans for pharmacy services accounting for both national and local drivers for change.
·  Responsible for the production and review of the NHS Board’s agreed Pharmaceutical Care Services Plan (PCSP). To ensure periodic review and co-ordination of new contracts to meet the NHS Board’s obligation to rectify any gaps in the provision of pharmaceutical services.
·  To actively participate in regional planning of pharmacy services across the West of Scotland.
Resource Management
·  Authorised purchase order signatory to the value of £75K.
Post holder is responsible for :
·  the pharmacy pay and non pay budgets.
·  ensuring that systems are in in place for efficient and effective procurement of pharmaceuticals and the safe storage of medicines and related physical assets in accordance with Standing Financial Instructions and any other associated legislation.
·  advice regarding the budget setting and management processes for the drugs budget in NHS NWTC including the prescribing budget and the budget for new and expensive medicines
·  the provision of expert advice to NHS NWTC on cost effective utilisation of medicines and medicine management policies.
·  ensuring that there are effective governance systems in place to support safe, cost effective and evidenced based prescribing.
·  the development of systems to assure the management of risk within pharmaceutical services and ensure compliance with all relevant Health and Safety legislation.
Information Systems/Resources
·  Required to generate comprehensive reports via Word, Excel and PowerPoint and manipulate complex data originating from a variety of sources. e.g. finance, pharmacy and clinical data. Reports generated may be presented at a number of groups including SMT and NHS Board.
·  Contribute to the development and implementation of the national ePharmacy strategy as part of the wider eHealth strategy.
·  Contribute to and support the NHS NWTC IM&T e-health strategy as it relates to pharmacy and ensure adherence to IT policies and procedures.
Human Resources
·  Responsible manager for the pharmacy department; including recruitment, performance management, discipline and grievance management.
·  Promote and encourage continuous professional and personal development of staff throughout the pharmacy service, developing a partnership culture, to ensure that services are delivered by a competent and motivated workforce in line with all staff governance requirements.
·  To participate on the SGHD national list for senior pharmacy appointments.
Research and development
·  Responsible for directing, commissioning, organising and managing research within pharmacy services in NWTC and for liaison with other research within the organisation.
·  To establish links both with university Schools of Pharmacy and the pharmaceutical industry to initiate and stimulate research and development so as to contribute and enhance the evidence base associated with the provision of pharmaceutical care.
EQUIPMENT & MACHINERY

Frequent user of Microsoft Office and able to generate comprehensive reports and presentations via Word, Excel and PowerPoint etc. Able to manipulate complex data originating from a variety of sources.

Frequent user of pharmacy systems such as Ascribe.

To be able to use the Internet and e-library effectively to source specialised medicines related information.

SYSTEMS

Responsible for ensuring compliance with Human Resources policies and procedures within pharmacy.

Knowledge of Building Notes and Technical requirements for specialist pharmacy accommodation to ensure premises are fit for purpose.

Ensuring Standard Operating Procedures are in place.

Expert knowledge of pharmaceutical and medicines related legislation.

ASSIGNMENT AND REVIEW OF WORK

The post has a high level of autonomy within NHS NWTC and works in a self-directed fashion within the parameters of NHS NWTC and government priorities and policies for health and other regulatory frameworks.

The post holder is expected to anticipate and resolve relevant issues using their own initiative and to interpret aspects of health policy, statute and scientific data and act accordingly, including the setting of goals and standards for the service and others in the organisation. This includes interpretation and analysis of all statutory and professional frameworks governing pharmacy practice.

Performance objectives are agreed with the Medical Director, in consultation with the Chief Executive.

DECISIONS & JUDGEMENTS

Responsible for interpretation of Government and NHS NWTC policy for pharmacy services.

The post holder has a high level of autonomy and is expected to act decisively and autonomously in their professional and managerial capacity, and to provide leadership to their team.

The post holder is required to decide upon priorities within the available resources for maintaining, developing and where appropriate disinvesting in specific pharmaceutical services, and has the freedom to make these judgments within a framework of broad local and national guidance.

The post holder is expected to contribute to and to take a lead role in the development and implementation of elements of national and Board strategy and interpret and manage the impact upon local service delivery.

COMMUNICATIONS & RELATIONSHIPS

To lead the dissemination of information on all aspects of pharmaceutical services within NHS NWTC.

The post holder must effectively communicate highly complex issues to groups and individuals of differing professional, managerial and lay backgrounds. This may include highly sensitive and contentious issues in relation to prescribing and access to medicines. Required to demonstrate a very high level of interpersonal skills to present to, negotiate with and influence others with alternative, hostile and/or emotional views.
