JOB DESCRIPTION
Post Title: / Operations Officer
Grade of Post: / Grade 10 (£28,203 - £29,854)
Working Pattern: / 37 hours per week 52.14 weeks per year
Disclosure level: / Enhanced
Purpose: / Working with the Chief Finance Officer to ensure the effective and efficient strategic and operational delivery of Estate Management, Procurement, Compliance and Health & Safety services across the Trust.

PRINICIPLE DUTIES / Leadership
  • Provide advice and guidance to the Trust on stated aspects of the Trust operations.
  • To build and develop a culture of high performing teams within the Trust using the performance management structure.
  • Ensure the Operations Team structure reflects an efficient and effective resource to the Trust.
  • Establish a high level of credibility and strong internal and external working relationships.
Estate Management/Health & Safety
  • Be the designated lead member of the Trust for Health and Safety and ensure compliance with all relevant legislation.
  • Develop and maintain the Trust asset management plan and sites master plans, ensuring that accurate data is maintained and that projects and priorities support the education plans and requirements of the Trust.
  • Develop and implement strategies for premises management to ensure that the quality of the Trust estate and the learning environment is sustainable, maintained and improved.
  • Manage the site management team to deliver short, medium and long term building and grounds maintenance plans and effective planned and reactive maintenance services.
  • Ensure regular testing and maintenance of appropriate records as required for buildings, materials, hazardous substances, water, appliances, services etc.
  • Ensure the security of all school sites and physical assets.
  • Manage cleaning services to ensure quality cleaning services.
  • Develop and deliver building improvement projects, including CIF bids, liaising with appropriate contractors, grant finders, bid writer etc to ensure deliverability.
  • Ensure value for money of all estates expenditure.
  • Ensure effective tendering and management of contracts for work to be completed by external contractors.
Procurement
  • Develop and implement policies concerning the procurement and ordering of supplies to ensure best value for money.
  • Monitor the operation of contracts for the supply of services to the Trust.
  • Ensure all contracting and procurement activities are fully compliant with all regulatory requirements.
Compliance
  • Research and complete funding bids to external bodies to maximise the resources for the Trust.
  • Ensure that any funds received from successful bids are spent appropriately and within timescales.
  • Maximise revenues from sponsorship, fundraising, lettings and business activities without compromising the educational activities.
  • Ensure effective liaison with brokers/insurance companies regarding claims, dealing with all correspondence and communications.
  • Maintain and ensure regular review of data protection, fire safety and health and safety policies and procedures to ensure that they comply with legislation and are observed throughout the Trust.
  • Ensure the Trust website is compliant at all times.
  • Understand responsibilities in relation to safeguarding and child protection
  • Any other relevant duties as outlined by the Trust.

DATA PROTECTION, HEALTH & SAFETY AND SAFEGUARDING /
  • Contribute to the protection of children and young people, as appropriate, in accordance with any agreed policies, procedures or guidelines, reporting any issues or concerns to the CEO, LSCB or immediate line manager.
  • The post-holder will be required to promote, monitor and maintain health, safety and security in the work place.
