I.PURPOSEANDOBJECTIVES
TheU.S.AgencyforInternationalDevelopment(USAID)seekstoemployaU.S.PersonalServicesContractor(USPSC)orThirdCountryNational(TCN)whowillberesponsibleforensuringthewell-coordinatedandeffectiveprogramimplementationoftheU.S.Government(USG)GlobalHealthSecurityAgendaportfolioinSenegal.ThisportfolioincludespriorityUSGprogramingforEbolaVirusDisease(EVD)preparednessandtheGlobalHealthSecurityAgenda(GHSA)toprevent,detect,andrespondtoinfectiousdiseaseoutbreaks.
TheGHSAAdvisorwillberesponsibletoleadandhelpcoordinateacomplexmulti-sectoral,portfolio,providingtechnicalandadministrativesupporttotheportfolioasrequired.ThispositionwillbeunderthesupervisionoftheUSAID/SenegalHealthOfficeDirectororhis/herdesignee.TheincumbentwillworkcloselywiththeU.S.EmbassySenegal,USAID/Washington,theeconomicgrowth,environmentandotherteamswithinUSAID/SenegalMission.Inaddition,theincumbentwillbetheseniorrepresentativeofUSAIDGHSAactivitiestotheGovernmentofSenegal.S/hewillalsoprovidetechnicalsupporttotheUSGGHSAteaminSenegalandmanageEPT-2implementingpartners.S/hewillsuperviseoneForeignServiceNational(FSN)GHSAprogrammanager.
PlacementofaGHSAAdvisorinSenegalwillfillacriticalroleforUSAIDtomeettheexpectationsoftheWhiteHouseandCongressforrapid,effective,andcoordinatedimplementationofGHSAActionPackages.UnderGHSA,theAdvisorwillworkcloselywithotherUSGpartnerstoensureeffectiveinteragencycoordination,particularlytheCentersforDiseaseControlandPrevention(CDC),theDepartmentofDefense(DoD)officesofDefenseThreatReductionAgenda/CooperativeBiologicalEngagementProgram(DTRA/CBEP)andAfricaCommand(AFRICOM),U.S.DepartmentofAgriculture(USDA)andtheStateDepartment,thuscontributingtoa"wholeofgovernment"approach.
TheGHSAAdvisorwillbeexpectedtoperforminformationandrepresentationalfunctionsforGHSAissuesathigh-levelmeetingsandevents,bothwithintheembassyandwithexternalaudiences,includingthehostgovernment,otherembassies,otherdonors,developmentandinternationalorganizationpartnersandcivilsociety.
II.BACKGROUND
Intoday'sglobalizedworld,thespeedwithwhichnewlyemergentdiseasescansurfaceandspread,asillustratedbytheH1N1viruspandemicin2009,raisesseriouspublichealth,economic,securityanddevelopmentconcerns.Italsounderscorestheneedfortheglobalcommunitytoactpreemptivelyandsystematicallytoimproveindividualcountries'abilitiestoidentifyandquicklymitigatehealththreatsarisingwithintheirborders.
Themajorityofallnew,emergingandre-emergingdiseasesaffectinghumansatthebeginningofthetwenty-firstcenturyhaveoriginatedfromanimals.Manyoftheseinfectiousdiseasesareofseriousconcerntohumanandanimalhealth,andtheyareemerginginplaceswherehumans,wildlife,anddomesticanimalsareinincreasingcontact.Theearlyrecognitionofapotentialthreatallowsforaglobalefforttotakepreemptivestepstobringthespreadofthevirusundergreatercontrol-andbyextensionpossiblyreducetheopportunitiesforittoemergeasapandemicthreat.
Theeffectiveresponsetothechallengescausedbytheemergingmultifacetedhealththreatsundoubtedlyrequiresamulti-disciplinaryapproach.TheMiddleEastRespiratorySyndrome(MERS),andarecentspreadofAvianInfluenzainWestAfricaarejarringexamplesoftheneedforgreatercapabilityinallcountriesandacrossmultiplesectorstorapidlydetectandrespondtoneworre-emergingpublichealththreats.Thesocio-economicimplicationsofexistingandemergingzoonoticthreatswerealsounderscoredbytheEbolaVirusDisease(EVD)outbreakinWestAfrica.
InresponsetothedevastatingeffectsoftheEVDoutbreakontheregion,theUSGprioritizedsupporttoprevent,detect,andrespondtoinfectiousdiseaseoutbreaksinDecember2014.Similarly,USAIDlaunchedthesecond,five-yearphaseoftheEmergingPandemicThreatsProject(EPT-2)inNovember2014.AtthecoreofEPT-2aresevenareasofstrategicfocus:
1.Developing longitudinal data sets forunderstandingthe biological drivers of
viralevolution,spillover,amplification,andspread;
2.Understanding the human behaviors and practices that underlie the risk of
"evolution,spillover.amplificationandspread"ofnewviralthreats;
3.Promotingpoliciesandpracticesthatreducetheriskofvirusevolution,spillover,amplification,andspread,specificallytargetingfourareasofriskidentifiedunderEPT-1;TheExtractivelndustrv,Urban/peri-urbanmarkets,Livestock "valuechains"inAsia,andAfricaLivestockFutures:
4.SupportingnationalOneHealthplatforms;
5.InvestingintheOneHealthworkforce;
6.Strengtheningnationalpreparednesstorespondtoeventsofpublichealthsignificance;
7.Strengtheningglobalnetworksforreal-timebio-surveillance.
Senegalwasselectedasoneofseventeen"PhaseOne"prioritycountriesfortheGHSAinApril2015.IthaslaidthefoundationforeffectiveEPTinterventionsbydevelopinga5-yearinteragencyGHSAroadmap,YearOneGHSAWorkplanandanInstitutionalFrameworkforGHSAcoordination.TheGovernmentofSenegalhasanestablishedHealthSecurityCoordinationMechanismundertheauspicesofthePrimeMinisterthatregularlycoordinatesHealthSecurityactivitiesacross11keyGovernmentofSenegalministriesincludingtheMinistryofHealth,MinistryofLivestock,MinistryofEnvironment,MinistryofAgricultureandMinistryofInterior.ThiscoordinationstructurealsoincludestheWorldBank,WorldHealthOrganizationandtheFoodandAgricultureOrganization.
III.ROLESANDRESPONSIBILITIES
UndertheoveralldirectionandsupervisionoftheHealthOfficeDeputyDirector,theincumbent
servesasaHealthCommunicationsandPolicyAnalysttosupporttheentireHealthOffice.
Theincumbent'sspecificresponsibilitiesare:
1.SupportUSAIDHealthtechnicaladvisorstodraft,editandpreparerelevantdocuments,including theAnnualPerformanceReports(PPR),OperationalandHealthImplementationPlan(OP/HIP),ProjectActivityDocuments(PAD),Evaluationsandotherprocesses.Havetheabilitytocoordinatetheseprocessesandproducerelevantfinaldocumentationinatimelymanner.
2.SupportUSAIDHealthtechnicaladvisorsinthedevelopmentofmemorandaofunderstanding,programdescriptions,implementationletters,andothertypesofdocumentationthatdescribeUSA1DhealthassistancetotheGovernmentofSenegal.
3.LeadtheHealthteam'sreviewprocessofimplementingpartnerquarterlyandannualreportsandassistHealthtechnicaladvisorstodocumentandtrackrelevantmilestonesanddeliverables.
4.Provideday-to-daysupporttoUSAIDHealthtechnicaladvisorsinconductingand/ordocumentingresearch,writingmemos,successstories,issuebriefs,casestudies,weeklyhealthupdates,andfactsheets,creatingpowerpointslidedecks,respondingtotaskersandbriefersfromWashingtonandtheFrontOffice,andallothercommunicationsmaterialsthatadvanceUSAIDhealthdevelopmentobjectives.
5.Attendandprovidewrittenreports/minutesonmeetingswithproject leadership,governmentanddevelopmentpartners,technicalexperts,bilateralandmultilateralhealthdonors,and other stakeholders in support of and in close collaboration with USAID
Healthtechnicaladvisors.
6.Workinconjunctionwiththecommunicationsspecialists(DOCs)intheUSAID/Senegalmission.
7.Carryoutanalysestoinformprojectdesign,implementation,andevaluation.
8.Otherdutiesasassigned.
IV.REQUIREDQUALIFICATIONSANDLEVELOFEFFORT
Tobeconsideredforthisposition,applicantsmustmeettheminimumqualifications:
1.ProgrammanagementandtechnicalinputforEPT-2andGHSAactivitiesinSenegal
(40%)
a.PerformalldutiesofanActivityManagerforEPT-2orAOR/COR,asdelegated,andreportbacktotheAgreementOfficerRepresentative(AOR)/ContractOfficerRepresentative(COR).Thisincludesreviewworkplans,quarterlyreports,andothercontractandagreementdeliverables byEPT-2implementingpartners.RegularprogrammonitoringandcommunicationonbehalfoftheAORs/CORsasappropriatelydelegated.
b.EnsurethattheEPT-2program iscarriedoutinaccordance withUSAID directivesandin
collaborationwithotherGlobalHealthSecurityprogramsinSenegal.
c.Represent the activity as appropriate to USAID/Senegal Mission and within the USG.
Respondtocommunicationrequestsandothertaskersrelatedtothisproject.
d.SupportdevelopmentofUSAID/SenegalindicatorsandperformancemonitoringplanasitrelatestoGHSA.Monitorprogressaccordingtothisplan,includingcompilationandsomeanalysisofindicators.
e.CoordinatetheliaisonofEPT-2andGHSAimplementingpartnerswiththeGovernmentofSenegalandotherUSGagenciesandtheirpartners.
f.DocumentandtracklessonslearnedinSenegalwhichwillhelpguidetheimplementationoftheEPTprogram.
2.TechnicalAdviceonInfectiousDiseaseSurveillanceandResponse,GHSApolicyimplementation,EmergingPandemicThreats,ZoonoticDiseasesandOneHealth(25%)
a.ProvideleadershiptoUSAID/SenegalandUSAID/Washingtononinfectiousdiseasepreparedness,prevention,detection,andresponsecontextand capacities in Senegal,includingzoonoticdiseases,OneHealthapproach,andGlobalHealthSecurity.
b.WorkcloselywithUSAID/Senegalcountryteamtoengageinhigh-leveladvocacy withvariousministriesfromhostgovernmenttoensureeffectiveUSAIDsupporttotheimplementation of GHSA in Senegal. Represent USAID/Senegal to high level USG
diplomatsandYIPs,SeniorGovernmentofSenegalOfficials,andotherexternalpartnersas
appropriate-thisincludesbothspeakingandwritten.
c.Providetechnicalsupport/guidancetothehostgovernmentinestablishingeffectiveandimprovedroadmaptoachievingGHSAtargets.EnsuretheEPTprogramisalignedwiththeGovernmentofSenegal'sprioritiesandGHSArequirements.
d.Keepabreastofnewdevelopmentsandemergingissuesthataffect USAID's prioritiesrelatedtoGHSAvialiteraturereview,attendanceattechnicalmeetings,workshops,andparticipationinrelevanttrainingevents.Sharerelevantinformationand recommendationswithUSAIDandotherUSGcolleagues.Thisincludescurrentinformationonoutbreaksgloballyandintheregion.
e.TechnicalrepresentationonOneHealthWorkingGroups.
3.CoordinationandIntegration(25%)
a.FacilitatethecoordinationofUSAIDandUSG-fundedactivitiesinSenegal-thisincludesCDC,DODandUSDA-fundedworktoensurethemostcost-effective,anddiplomaticapproachtosupportingtheGovernmentofSenegal'sandtheUSG'sgoals.
b.Ensure good coordination and information-sharing between USG partners and facilitate
collaborativeworktogether.
c.ReinforcetheroleofGovernmentofSenegaltoestablishandmaintain acoordinationnetworkamongpartnersinthecountrywhoseactivitiesarerelatedtoEPTactivities.Suchpartnersinclude:bi-lateraldonorssuchasWorldBank,internationalorganizations(WHO,FAO,OlE,etc.),Nationalgovernmentsandtheirrelevantministries,privatesector,internationalandlocalNGOs,etc.
d.Developandmaintainrelationshipswithrelevantministriesinthecountryto ensurethatassetscanbecoordinatedandprovidedassupportifneeded.
e.EnsureintegrationofEPTactivitieswiththebroaderUSAIDportfolio.WorkcloselywithUSAIDcountryteaminSenegaltoidentifyareasofconvergence(e.g.,commonpartners,similarstreamsofwork,andkeyopportunitiesforlinkages)acrosstheUSAIDdevelopmentportfolio(e.g.,economicgrowth,environment,education,governance,health).Workwithin-countryEPTpartnerstoensurethatlinkagesandcoordinationwiththebroaderdevelopmentportfolioareunderstoodandintegrated.
f.DuringdiseaseoutbreaksituationsensurethatEPTassetsaretightlycoordinatedwithinteragencyleadershipinsupportingthenationalgovernment.
g.Seekopportunitiestobringnewpartners intoGHSAprogramming,includingprivatesector
orotherdonors.
4.SenegalHealthOfficeSupport(10%)
a.AsmemberoftheUSAID/SenegalHealthOffice,supporttheofficeinitsstrategicplanning,communication,monitoringandevaluation,officialrepresentationresponsibilities(includingserviceascontrolofficerforYIPswhen/ifneeded)andparticipatinginteammeetingsandevents.
b.Whereneed and/oropportunityarises,seekcoordinationofworkbetween healthsectorsfor
amorecost-effectiveapproach.
c.Supporttheteamtoensurehealthofficecoverageatmeetingsandintheofficeasneeded.

WorkExperience(30points)
•Theincumbentmusthaveaminimumofeightyears'experienceinpublichealth(research,programmanagement,projectimplementation)orrelatedexperience,fiveofwhichmustbeindevelopingcountries.
