The Office National de l’Electricité et de l’Eau Potable, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of ONEE Water Supply Project.

The Purchaser now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan:Construction of a tank with water capacity of 300 m3in Zaouit Echeikh.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under ChapterVIIof the Charter of the United Nations.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

• The tenderer must have an average annual turnover of atleast four Million one hundred sixty six thousand six hundred sixty six Morocco Dirhams sixty-seven cents excluding tax (4166666,67 MAD),which is the total of mandated payments received for on-going and / or completed contracts during the last three (03) years(2013-2014-2015).

• The minimum amount of cash and / or cash facilities (cash engagement only) net of other contractual commitments which the tenderer must have is:seven hundred fifty thousand Morocco Dirhams sixty six cents (750000, 00 MAD).

Experience as prime contractor in the context of at least two (2) cases of similar nature and complexity during the ten (10) years and include: -The construction of a reinforced concrete tank with water capacity storage up to 300 m3.

1. This invitation for bids follows the general procurement notice for this project that appeared in United Nation Development Business, no. AfDB 641-06/16 of 23 June, 2016.

2. The Government of Federal Democratic Republic of Ethiopia has received a loan from the n various currencies towards the cost of implementing the Mekele-Dallol and Semera-Afdera Power Supply for Industrial Development and Access Scale up Project (MDSAPIAP). The Guma Valley Water Company (GVWC) has applied for financing from the African Water Facility (AWF) towards the cost of Freetown Water Supply and Sanitation Master Plan and Investment Studies,to be implemented by GVWC on behalf of GoSL.

The Company intends to apply a portion of the Grant proceeds to eligible payment under the Contract for Consultancy Services for Freetown Water Supply and Sanitation Master Plan and Investment Studies. The objective of the assignment is to undertake detailed Technical Assessment Studies and develop a Water Supply Masterplan including investment, the necessary financial inputs that will be required to provide an adequate and sustainable water supply and sanitation system for the Western Area for the next 20 years.

The assignment is in line with the Agenda for Prosperity (A4P) objectives for the water and sanitation sector, among others, to provide safe drinking water and sanitation facilities for deprived communities in rural and urban areas, rehabilitate and reconstruct existing water facilities and provide adequate liquid and solid waste disposal facilities in urban areas. One of the specific objectives of the Water and Sanitation Policy is to develop sustainable integrated plans for water resources development, therefore the purpose of this project is the preparation of effective and efficient short and medium term investments into the water supply and to a limited extent, sanitation system of Greater Freetown.

The project’s immediate outcomes will be twofold:

1) Activities in and related to water resources management in Freetown are being coordinated among relevant stakeholders and

2) Investment Packages/Projects Proposals for Greater Freetown Water Supply and Sanitation Improvement and Expansion prepared. A White Paper to facilitate mobilisation of funds from development partners.

The GVWC now invites qualified and eligible Consultancy Firms to indicate their interest in providing these services. Interested Consultancy Firms must provide information indicating that they are qualified to perform the required service.
