Attached are the 2011 annual report and audited financial statements of the International Journal of Government Auditing for the year ended December 31, 2011.

The Journal remains in a very sound financial position. It has received another clean audit opinion from its external auditors and continues to maintain adequate financial reserves. Effective in 2012, the annual amount the Journal receives from INTOSAI member dues has been reduced from 25 percent to 20 percent. With continued budgetary oversight and diligence at controlling costs, the Journal will continue to operate effectively at this new level, without any negative impact on operations or cash reserves over the long term. Moreover, adequate reserves have been established to support an upgrade to the Journal’s website to better leverage current technologies and enhance knowledge sharing and collaboration. To this end, the Journal has created a request for contractors to submit proposals to augment the website’s scope, interactivity, and utility. Journal management remains committed to reviewing a range of operational and financial issues related to the Journal and ensuring that its activities remain consistent with the strategic plan adopted at the XX INCOSAI.

The Journal also recognizes the indispensable role of the ongoing in-kind contributions made by the SAIs of Austria, Canada, Tunisia, and Venezuela in coordinating Journal translation. Their contributions of services—including not only translation but also graphics and administrative support—are essential to the publication of the Journal in INTOSAI’s five official languages and are very much appreciated.

The Journal acknowledges the broad support of member SAIs who, in advancing the Journal’s knowledge-sharing mission, continue to generously submit articles, news items, editorials, and other features for publication in print and on the web. Most recently, the Journal has established regular feature columns to showcase developments in ISSAI implementation and INTOSAI-donor cooperation. In addition, the chairman of the Governing Board has been provided an opportunity to share his insights with the INTOSAI community in each issue. All these contributions and support enable the Journal to serve as a crucial forum for INTOSAI to share and exchange information among its member SAIs and with external partner organizations.
