HIRE FEES AND CONDITIONS OF HIRE – read carefully

The Glenelg North Community Centre situated on the corner of Alison St and Kibby Ave., Glenelg North is owned by the City of Holdfast Bay Council and operated by the Glenelg North Community Centre Property Management Board on behalf of the Glenelg Brass Band Inc.

The Centre consists of a Main Hall (North Hall), Music Room (East Hall), Bar Room, Meeting Room and two kitchen facilities (one for each hall). The Centre is easily accessible with wide doors and has access for wheelchairs and has cooling, heating and an electric oven in each kitchen. A projector screen is installed in both halls. There are no public address (PA) or other electronic facilities available at the premises. There is a fenced Children’s Playground. All off street parking is available.

Note:Security and Video Surviellance is in operation at these premises.

1.HIRE FEES Applicable from 1st January 2018.

Hire fees for use of the facility on regular basis by small groups, community groups, and non-profit organisations are negotiable with the Glenelg North Community Centre Property Management Board.

BOND: Depending on the intended hire use, a bond may be required of $500.00 up to $1000.00 cash for high risk functions. Smaller groups or regular users may not be required to pay a bond.

OTHER FEES: An opening/closing fee may be required. Cleaning cost may apply; refer to clause 4 conditions of hire.

MAIN HALL: Maximum capacity of 100 persons for functions and 140 for meetings.

Facilities available include access to kitchens and 90 cloth-covered seats with an additional 50 chairs available upon request. 16 laminated tables (seating 6 persons maximum). 4 additional tables available on request. Table size 750mm X 1500mm. Two tables together 1500mm x 1500mm.

NORTH HALL: ENGAGEMENT,WEDDINGS and PARTIES:$325.00,

Includes exclusive use of the north hall, kitchen, bar and meeting room. Facility is accessible Saturdays from 5.30pm to midnight plus cleaning time. The second kitchen may be used providing the Music Hall is not in use – this can be negotiated at the time of booking. Access to the Bar Facility in the North Hall is included in the fee.

NORTH HALL: MEETINGS: 3 HOUR SESSION $85:00

Includes use of kitchen.

MUSIC HALL - Meetings: Maximum capacity of 60 persons: 3 hour session $60 ($20.00/hr)

Facilities include 50 seats with additional seats available by request.

4 laminated tables seating 6 persons each.

MEETING ROOM: Maximum capacity of 10 persons: 3 hour session $30 ($10/hr)

Meeting room table seats a maximum of 10 persons.

PERMANENT HIRERS: Permanent hirers must provide a copy of their Certificate of Currency for Public Liability ($20M) to the Booking Officer of the Property Management Board, or such as person as the Property Management Board shall nominate, prior to their first booking. They shall also provide an updated copy if so required by, and at the request of, the Property Management Board.

Permanent hirers must advise any date of no-use 7 days prior, to avoid being charged for the use.

KITCHEN FACILITIES: The following kitchen facilities are available for use when hiring the Main Hallor the Music Hall provided they are left in a clean condition and any breakages are reported to the Booking Officer of the Glenelg North Community Centre Property Management Board for replacement at the Hirers expense:

1 Wall mounted Boiling Filtered-water unit and filtered drinking water.

1 small urn and 1 larger urn

1 four ring electric range and oven in each kitchen, larger oven in the main kitchen.

1 medium size domestic fridge North Hall kitchen.

2 Drink fridges in the bar

A Bain Marie, pie warmer, some Crockery and Cutlery(SS),– needs to be booked in advance.

Hirers of the meeting room may utilise the kitchen facilities by prior arrangement with the booking officer – hirers of the halls have first priority.

2.BOOKINGS: Booking times should include time taken to prepare and clean up after functions.

Casual Bookings will be accepted and confirmed only on receipt of the completed application form signed by the Hirer and accompanied by payment of the appropriate deposit within seven (7) days of the booking being made.The hire fees by Direct Debit or Cheque must be paid in full 14 days prior to use, unless paid by cash at time of collecting keys. The Bond shall be paid is cash on collection of the keys. No booking is firm until a deposit is received. Direct Debit payments must email notification of payment to- .

The Hirer shall forfeit 25% of the hire fee should a booking be cancelled.

Regular Bookings: On completion of the application form signed by the hirer, proposed bookings will be referred to the next Glenelg North Community Centre Property Management Board for consideration, with a decision being provided in writing. Payment of bond (if applicable) and hire fees either per use, monthly, quarterly, half yearly or annually is required in advance or by other arrangement agreed to by the board.

3.DAMAGE

The Hirer will be responsible for any damage caused to Council property that is attributable during the hire period – this includes drink spillages to carpeted areas. A certificate/invoice signed by the Chairperson or Deputy Chairperson of the Glenelg North Community Centre Property Management Board as to the amount of such damage shall be evidence of the amount or the extent thereof. Monies owed shall be recovered from the BOND unless other payment is made.

4.CLEANING

The premises are to be left in a clean condition and all debris, decorations, empty bottles, food scraps etc must be removed by the Hirer immediately after the function within the allocated Hirer time – Hirers rubbish in sealed garbags may be placed in one or two large red top rubbish bin – any excess of two bins shall be removed by the hirer on the night of hire. Refundable Cans and bottles providing they are completely drained may be placed in marked storage and left inside the bar facility. Non-refundable bottles are part of recyclable rubbish. The Hirer is responsible for ensuring caterers comply with these conditions. Cleaning equipment can be found in the Cleaner’s Room via the disabled toilet; however, Hirers should supply their own cleaning cloths, spray and wipe, tea towels, dishcloths, and dishwashing detergent.

Refer to cleaning procedures to ensure that the facility is correctly cleaned.

Cleaning encompasses floors, carpets, kitchens and appliances as well as toilets left unclean by any person attending functions. Toilet hand towel binis our responsibility. Urns are to be emptied after use – take care in handling boiling water from urns.

Should the Hirer fail to comply with these condition the Glenelg North Community Centre Property Management Board may employ the necessary labour and recover the costs of it from the Hirer’s Bond.

5.CONTROL and ACCESS

The control of general administration of the Glenelg North Community Centre is vested in the Glenelg North Community Centre Property Management Board who shall have free access to any part of the premises at any time.

6.PLACES OF PUBLIC ENTERTAINMENT ACT - FIRE

Hirers are personally responsible for the carrying out of the provisions of the Places of Public Entertainment Act, 1913, as amended, and all regulations made under such Act and must accept full responsibility for the safety of the public in the event of fire during the period covered by their hire contract. Any fire extinguisher discharged by attendees shall be replaced at cost to the hirer.

7.SUB-LETTING

Sub-letting of the Glenelg North Community Centre or any part thereof is prohibited.

8.ADVERTISING

No advertising is permitted on or in any building without the permission of the Glenelg North Community Centre Property Management Board.

9.DECORATIONS

Nails, thumb tacks, screws or other contrivances, including blue tack, plastic tape, of any kind are not to be used for fixing decorations etc in any part of the building. Masking tape is the only approved tape.Decorations must be removed at the completion of any function. Decorations are NOT to be fixed to the ceiling fans.

10.ELECTRICITY AND GAS

Electrical and gas installations are not to be interfered with. Any faults shall be reported to the Booking Officer of the Property Management Board immediately. Users must ensure all appliances are turned off before locking the premises – this includes the refrigerator in the North Hall Kitchen and the Bar refrigerators(these units are normally left off unless being used by hirers). Leave doors ajar on all“turned off” refrigerationusing items provided

11.ROLLER SKATES/BLADES/STILLETTO-HEELED SHOES/TAP SHOES

The use of roller skates and blades, stiletto heeled and tap shoes are strictly prohibited.

12.CONFETTI AND RICE

The use of either confetti or rice is strictly forbidden.

13.NUISANCE

No Hirer shall cause nuisance or allow nuisance to be caused to any person/persons whether they be inside or outside the Glenelg North Community Centre building, including residents. This includes excessive amplified sound and guest ‘hoon’ behaviour associated with vehicles in the carparking areas.

14.NOISE

Hirers shall ensure that no excessive noise is emitted, caused or made that causes nuisance to any member of the public, including residences adjacent to the Centre.

15.DISCOS - BANDS

No discos or electronic bands allowed on premises without express approval of the Booking Officer – conditions apply. All electronic amplified sound to cease prior to 12 midnight.

  1. FACILITY MANAGER - All reasonable directions of the Facility Manager of the Property Management Board are to be complied with, as that person is responsible for keeping order and ensuring that all conditions of hire are being complied with.

17.SMOKING

Smoking is strictly prohibited in all areas of the Glenelg North Community Centre buildings, including toilets. Butts are to be placed in outside metal container (post mounted) and not left on the grounds.

18.TIME OF USE

The premises must be vacated by function attendees (Guests) by 12.00 midnight unless agreed to at time of Hire Agreement – conditions apply.Only Cleaning staff are allowed after midnight.

19.LETTING WITHHELD

The Property Board reserves the right to withhold the letting of all or any part of the Glenelg North Community Centre.

20.LIQUOR LICENSE

If a liquor licence is required, it is the responsibility of the Hirer to obtain a liquor licence from the Attorney General’s Department and to advise the Booking Officer of the Property Management Board of your intention to apply for a liquor licence, at the time of hiring. Hirers not selling liquor or charging entry fees do not require a license. All Liquor Licence applications need to be signed by the GNCC Facility Manager.

21.SECURITY

The Hirer is responsible at all times for ensuring the premises is secure during use and left secure on vacating the premises. Security and Video Surviellance is in operation at these premises.

22.PIANO

The piano has dual wheels and may damage the wooden floor if moved – it is normally located in the North Western corner of the North Hall. The passage floor will not support the piano. Hirers must arrange to have the piano moved by Management if it is required in an alternative location as moving can damage the tuning.

23.TABLES AND CHAIRS

The Hirer is responsible for the stacking of chairs and cleaned tables as well as returning items brought from the other hall. Spare chairs, tables and extensions are available by arrangement.

24.VACATING THE PREMISES

The Hirer is responsible for the turning off all appliances and lighting – including toilets and all other lighting, gas heaters, air conditioners, stoves, urns etc. and that all doors – internal and external are locked when leaving the premises – a checklist is posted in both halls.

25.USE OF LIQUID PETROLEUM GAS (LPG) OR NAKED FLAMES

No LPG or naked flame appliance eg Bain Marie using ethanol burner, BBQ or ring burner is to be used inside the buildings. Any use must be external due to the hazards involved in using LPG and naked flame.

Please make sure that all conditions are understood by the Hirer or the person responsible for the event, if unclear on any point you may seek clarification from the Booking Officer or Facility Manager.

All payments are to be made payable to the Glenelg Brass Band Inc.

By signing the hire agreement you are agreeing to all of the above conditions.

NO EQUIPMENT IS TO BE REMOVED FROM THE PREMISES
