A Regular Meeting of The Mayor and Borough Council of The Borough of Glen Ridge was held on Thursday, November 27th, 2007 in the Council Chamber of The Municipal Building, Glen Ridge, New Jersey at

7:30 p. m.

Mayor Bergmanson led The Council and the citizens in attendance in a Salute to the Flag.

Mayor Bergmanson read a prepared statement that adequate notice of this meeting had been provided to the public as required by statutes.

Present: Mayor Bergmanson, Councilpersons Sachs, Baker, Seyffarth, Lisovicz and Dawson.

Absent: Councilman Mehrotra.

The following Borough Officer was in attendance: Borough Attorney Malyska and Public Safety Director Magnier

Mayor – Elect Peter A. Hughes and Councilman – Elect Stuart K. Patrick were in attendance.

The Minutes of the Regular Meeting that was held on November 8th, 2007 were approved as submitted.

Municipal Clerk Rohal presented the following written communications:

A letter to Municipal Clerk Rohal from Bloomfield Municipal Clerk Palagano advising of a Public Hearing on an Ordinance to revise land use Ordinances for the Town Of Bloomfield. Mayor Bergmanson ordered that the correspondence be filed.

A letter to Municipal Clerk Rohal from Peter G. Pirrello, VP of Business Development for Metro Energy Solutions regarding a proposal to do an energy audit of Borough facilities. Mayor Bergmanson ordered that the correspondence be filed.

A letter to Mayor Bergmanson and the Borough Council from Elmer J. Herrmann, Jr., Acting Executive Director of The Essex County Utilities Authority advising of a modest increase in the tipping fees for 2008 for solid waste. Mayor Bergmanson ordered that the correspondence be filed.

A letter to Administrator Rohal from Keith J. Miller, Esq., advising that they represent the Star Ledger and that they agree to voluntarily honor the Borough’s “Do Not Deliver Solicit” list. Mayor Bergmanson ordered that the correspondence be forwarded to the Committee Of The Whole.

A letter to Mayor Bergmanson and the Borough Council from Melissa Bridge, G.R.H.S. Student Council Advisor requesting that November 27th be declared Town Government Day. Administrator Rohal advised that since this letter was written the request was withdrawn and will be rescheduled for early 2008. Mayor Bergmanson ordered that the correspondence be filed.

A letter to Mayor Bergmanson from Essex County Executive DiVincenzo inviting the Council to a press conference where the county will open their modern Jury Waiting Room and Lobby on November 29th. Mayor Bergmanson ordered that the correspondence be filed.

Mr. Patrick Pignatello of 277 Baldwin Street, Glen Ridge presented Mayor Bergmanson and Mayor – Elect Hughes with official hats from the Glen Ridge Athletic Association from the early 1970’s. Mr. Pignatello also requested that a tree at the intersection of Bloomfield and Highland Avenue’s be trimmed so that motorists can see the signs better and that the signs be lowered for better visibility.

Mayor Bergmanson reported that the annual Ashenfelter 8 K race that was run on Thanksgiving morning was a tremendous success and he thanked the Department Of Public Safety, Department Of Public Works, race organizer Dan Murphy and Mr. Ashenfelter for making this event possible. Mayor Bergmanson reported that proceeds from the race will benefit the Glen Ridge High School educational foundation.

2008 GALA - AUTHORIZING DISBURSEMENT

Councilwoman Seyffarth reported that the Public Works Committee recently met in the Town Yard to review the progress of the construction project. The Department also worked hard preparing for the Ashenfelter A K race.

METRO - ENERGY PROPOSAL

EMERGENCY WORK – BROOKLAWN SEWER LINE

It was moved by Councilperson Seyffarth, seconded by Councilperson Lisovicz that the Resolution on tonight’s agenda to permit Verizon to install control boxes in Glen Ridge be tabled pending further study and review. The Motion was adopted by an aye and no vote; Councilpersons Sachs, Baker, Seyffarth, Lisovicz and Dawson voting aye and noes none.

Councilman Lisovicz commended all Glen Ridge sports programs for their fall performances and he recognized the Glen Ridge High School girls soccer team on the success this season. He said that their performance was great for community spirit and that has made everyone very proud.

Councilman Dawson requested Administrator Rohal to conduct the first CDBG hearing for the 2008 grant program.

Mayor Bergmanson suspended the Regular Order Of Business to conduct the first of two public hearings on applications for the 2008 Community Development Block Grant Program.

Administrator Rohal reported that the second hearing will be held on December 11th and that this is the time for the members of the public to offer project suggestions for consideration for the 2008 Community Development Block Grant. Mr. Rohal also advised what projects are eligible for consideration.

Administrator Rohal reported that he in receipt of a petition signed by 5 residents of Hillside Avenue requesting that the parking signs on Hillside Avenue be changed back to the 3 hour parking limit regulation.

Mayor Bergmanson asked Public Safety Magnier to place this requested on the agenda for the next Public Safety Committee meeting.

Administrator Rohal reported on the progress of the ongoing revaluation project in the Borough.

DOG LICENSE FEE INCREASE - AUTHORIZING

Patrick Pignatello of 277 Baldwin Street, Glen Ridge cautioned the workers doing the work at the Library about crossing the flag stone sidewalk in front of the building with their construction vehicles.

Municipal Clerk Rohal reported that the workers have been advised about the flag stone sidewalk.
