Gist of the Meeting held with the Circle management

Meeting to discuss the trade union action issues was held yesterday i.e. 14-08-2015 in conference Hall of CGMT office. Following officers attended the meeting from official side.

At the outset Shri Amarjit Singh, DGM (Admn) welcomed the participants. Shri R.C. Hooda CGMT Punjab, in his brief speech told that after his joining the revenue of Punjab circle has increased by 3%. He sought cooperation of the Unions /Association for the overall development of BSNL Punjab. He told that the three district of Punjab viz. Amritsar, Patiala and Ludhiana are lagging behind in providing new connections, achieving targets and in increasing revenue. Shri Mandeep Prakash GM (Finance) showed his serious concern about the revenue position of BSNL Punjab. He told that the revenue BSNL Punjab is in loss to the tune Rs. 70 Crores up to July 2015.

Com. Bhag lal Kondal assured full cooperation from the BSNLEU, in increasing Mobile/Telephone connection. Com. Balbir Singh while initiating the discussion on the issues said that BSNLEU always stands with the management in revival of BSNL but in the meantime management should also take care of workers.

Following staff issues were discussed.

1. Victimizations of representatives of BSNL Employees union.

CGMT assured that pending cases will be looked into and the issues will be settled at an earliest.

2. Indifferent attitude of the Circle Management towards BSNLEU.

Staff side took a strong position over the indifferent attitude of the management. Several instances of casual behavior of the Management were quoted. After prolong debate CGMT directed the officer to be careful in future. He also said that no such complaint should come in future.

3. Shortage of staff.

We told the Management that in 2002 the number of Non-executive was 9863 which is reduced to 5774 presently. Management said told that as per justification there is no shortage of staff. We pleaded that especially line staff is over burdened as the number of connection may have come down but the area being looked after has not decreased. We demanded that assistant to the line staff should be provided. CGMT told that GM,s of concerned SSA,s can take the decision to provide assistants to line staff to increase revenue.

4. Non settlement medical claim bills of staff.

Two medical claim bills pertaining to hepatitis –C have been forwarded to corporate office and one case is under process the same will be forwarded to corporate office after completion the file. Other pending medical bills will be settled expeditiously. On reduction of bills of treatment in Govt. hospitals the management agreed to review all such cases. On reduction of the bills which are reduced due there nature of cosmetic like management told that separate discussion can be held.

5. Non holding of meetings of works committees.

Management told that directions will be issued to the SSA heads.

6. Non Supply of uniform to the eligible staff.

Management told that the present rates uniform cloth is very low and uniform cannot be purchased in these rates. Management also told that the revisions of rates are under active consideration of the corporate office; however the possibilities of purchase of uniform in available rates will explored.

7. Non empanelment of reputed Hospitals.

Staff told that most of the reputed hospitals are denying empanelment with the BSNL due to non-payment of bills. Management agreed that bills of some reputed hospitals are pending due to overbilling. CGMT directed that more hospitals should be empanelled.

8. Non implementation of decision of circle council.

Staff told that not even a single decision has been implemented since December 2014. CGMT directed the concerned officers to start continue. So for the issue Amritsar is concerned CGMT directed the GM (A) and DGM (A) to visit Amritsar to solve the issue amicably. They will visit Amritsar next week. We demanded that views of our representatives should also be taken, management agreed to this.

9. Shortage of store.

Staff side told that there is an acute shortage of store material for maintenance of services. Management agreed that there is shortage of some of the material. Management also agreed that GM (CFA) will provide the list of available material and actual requirement.

10. Misuse of Govt. vehicles

Management agreed to look into.
