SUBJECT:Generator Hazardous Waste Report - WASTE

REDUCTION ACTIVITY

OVERVIEW:

  1. Hazardous Waste Reports - Federal hazardous waste regulations require large quantity hazardous waste generators - "LQGs" (defined as generating equal to or greater than 2200 pounds of hazardous waste or 2.2 pounds of acutely hazardous waster per month) to file a generator’s report every two years for the odd numbered years. All biennial states will not be required to submit this report. Please see Table 7-1 below to determine if your state is required to submit this reporting year. If your state is not listed on the table below for Annual reporting no action is required for this reporting year. Federal regulations exempt small quantity generators -"SQGs" (defined as generating less than 2200 pounds of hazardous waste and 2.2 pounds of acutely hazardous waste per month) from this requirement.

State hazardous waste regulations can be more restrictive than the federal requirements and many states require annual reporting by generators and small quantity generators. Please see Table 7-1 below to determine if your state is required to submit this reporting year. Unless indicated by the regulating agency, these annual reports are due March 1, 2005.

B. Waste Reduction Plans - When a generator signs a manifest they make a waste minimization certification. The certification indicates that the large quantity generator has implemented a program to reduce the volume and toxicity of waste to a level deemed economically practical, and has selected a method of treatment to minimize the present and future threat to human health and the environment.

Small quantity generators certify that they have made a good faith effort to minimize their waste generation. A waste minimization program needs to document the progress made to comply with the certification. Additionally, many states have waste minimization or pollution prevention laws/regulations that require state specific plans to be prepared and updated.

C. Manifests – Generators are required to maintain a copy of the signed manifest on-site and to forward copies to the generator and TSDF states. Company policy requires that a photocopy of a signed manifest, preferably the TSDF signed manifest, be sent to Central Office to be used in the generation of Annual Reports.

ACTION:

1) Review your facility's 2004 hazardous waste generation rate and accumulation per

month by referring to your Hazardous Waste Generation Status Log (F105.01 (Federal) or F105.16 (CA version).

). Please note that if your site did not maintain a log the site must demonstrate hazardous waste generator records demonstrating generator status. This generation rate will determine the generator status of your facility during the past year. Pay particular care to the generation and accumulation of acutely hazardous waste. If you exceeded 1 kg/mo. of an acutely hazardous waste (either generated or stored) anytime in 2004, you are a large quantity generator for that year.

2)Review Table 7-1 to determine your state's hazardous waste reporting and waste

minimization documentation requirements.

3) Distribution Centers and Manufacturing Plants:

Complete the bottom of this form indicating your generator status for 2004. Sign

at the bottom of this letter and fax it, along with your Hazardous Waste Generator Status Log (F105.01 (Federal) or F105.16 (CA version). to Central Office (412.490.8930) no later than, Monday January 17, 2005. If an annual report is required, we will assist you in preparing the report using the EPOCH software purchased for this task and the data downloads from ONYX. Please indicate if you had any shipments with other waste haulers in 2004.

4)In the Fisher Scientific Regulatory Affairs Manual you will find a Waste Minimization Plan. Use this to document your waste minimization efforts.
