1.  / 18 / 3.2 / Q. It states that Butte-Silver Bow and Anaconda-Deer Lodge are not considered multi-jurisdictional under this RFP and do not require a formalized agreement. If more than one agency will be providing services, do you require a document such as a Memorandum of Understanding outlining each agency’s responsibilities?
A. When more than one agency is involved in the proposed project, a Memorandum of Understanding is not required, although it may be useful information for the reviewers to consider when scoring responses.
Offerors submitting proposals for projects that involve multiple agencies must note the requirement in 3.1, Project Description, that states “Multi-sector/organization applications are allowed. If a multi-sector response is submitted, the offeror must clearly describe the role of each partner organization in the program and how the partners will manage the program with fidelity to the home visiting model.” Offerors must also respond to the following item in the Staffing Plan and Description Section (4.2.2): “If multiple agencies are involved in the proposed program, address the role each partner will play and their experience with providing the services and/or managing the element of the program for which they will be responsible.”
2.  / 5 / 1.2 / Q. It states the contract period is one year, beginning June 1, 2014, and ending June 30, 2015, inclusive.
A. Correct. The first “year” of the contract is expected to include 13 months.
3.  / 21 / 5 / Q. It states budgets should be developed for a 1-year (12 month) timeframe. Should the budget in the proposal be for 12 or 13 months?
A. Budgets should be for a 12 month timeframe. If the proposal is successful, offerors who submit a 12 month budget will receive a 5% increase in their contract amount to account for the first month of program activities.
