Note: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire MOBIS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and/or when the contractor adds SCA labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable wage determination number. Failure to do so may result in cancellation of the contract.

Puritan Research has extensive experience in the proposed scope of effort under SIN 874-7, Program Integration and Project Management Support. Puritan Research has been providing management support and application and transition of potentially relevant technologies under development at DARPA and ONR that are critical to US military and self-defense superiority. Technology transition requires knowledge of the breath of the technology field, the current maturity and limitations, the relevant military programs and a vision of how the application of that particular technology may bring about the more efficient or more capable military systems. Future technology breakthroughs can only become future capabilities with clear and decisive planning. Operational requirements, tactics, techniques, and preparation for changing circumstances need to meet the new technology head on together with a transition plan. Puritan Research has demonstrated expertise in all aspects of advanced technology program development, support, test, and end user integration and acquisition.

The following will be considered in place of minimum education and experience: unique education, specialized experience, skills, knowledge, training or certification. In addition, Puritan Research may also determine specific education and experience requirements jointly with our clients based on specific task requirements.

1. Senior Researcher I

Functional Responsibilities: Senior level professional and highly skilled scientific advisor. This person will conduct in-depth, trade-off analysis of alternative or advanced concepts for developing technologies being supported, or other technologies under development at other agencies. This person will research developing technologies in the market place that drive the state-of-the-art (SOA) and evaluate contractor claims for functional and performance goals. They will assist in the identification of new start activities, make overall assessments about future trends that can be used to create new technology program objectives as well as assist in the definition of the future warfare environment. Evaluate each technology for its potential to support a deficiency in current military systems or to provide new applications not currently conceived of. Work closely with technology contractors to fully understand the technology and it's ramifications when applied to a military scenario. Trade-off analysis should include system architecture, life cycle costs, system performance characteristics, logistical considerations, reliability and maintainability. They will conduct research on current and planned Defense, acquisition programs to include all three services for potential transition of these technologies. Program objectives, funding, schedule, and milestones, and specific operational goals will be matched against potential capabilities of the developing technology.

Minimum Experience: Fifteen (15) years of experience

Minimum Education: Master’s Degree in Science or Engineering Discipline.

2. Senior Researcher II

Functional Responsibilities: Considered an expert in one or more disciplines in addition to being a highly skilled scientific advisor. Functional Responsibilities: The Technical Program Manager is an acquisition program management professional. Develops suggestions and assists government managers with the technical aspects of government projects while also supporting budgetary and supervisory functions. Provide support for supervising developmental projects and the acquisition of systems that result from those technology development efforts. Drafts research and development acquisition and procurement documentation, experiment planning documentation, specifications, standards, and technical data. Conducts project planning and supports project execution. Liaises with military personnel from all branches of services to refine system specifications, acquisition timelines, and contracting issues. Assists Department of Defense program managers with the definition and presentation of future programs and in developing evaluation and acquisition strategies. Provides logistics support to designated Department of Defense agency events including event planning and scheduling, inter-agency coordination, publicity, and financial accounting.

Minimum Experience: Ten (10) years of experience

Minimum Education: Bachelor’s Degree in Science or Engineering Discipline

4. Technical Program Manager II

Functional Responsibilities: This is a senior level professional; able to independently accomplish requirements. The Technical Program Manager is an acquisition program management professional. These services include, but are not limited to, draft R&D acquisition and procurement documentation, experiment planning and coordination, draft specification/standards/technical data, and project planning and execution. This person will establish working relationships with military personnel from all branches of service, as appropriate, in order to refine system specifications, acquisition timelines and contracting needs. As new program concepts emerge, they will be defined and illustrated graphically. The Program Manager will assist DOD agency program managers with the definition and presentation of future programs and in developing evaluation and acquisition strategies. This person will provide appropriate logistics support to designated DOD agency events including event planning and scheduling, inter-agency coordination, publicity, and financial accounting.

Minimum Experience: Ten (10) years of experience

6. Program Manager II

Functional Responsibilities: This individual is responsible for the activities of groups or products that supports senior personnel in company and customer organizations. 7. Senior Integration Manager I

Functional Responsibilities: The Senior Integration Manager will provide support services to assist DOD or other agency personnel in providing for transition of the developing technology. The Integration Manager will create schedules and test plans in support of user technology demonstrations and user trials, work with military users to facilitate all live demonstrations and conduct evaluations. Finally, Memoranda of Agreements, evaluation procedures, guidelines and decision support tools as required will be created. These services include, but are not limited to, experiment planning and coordination, draft specification /standards /technical data, and project planning and execution. This person will establish working relationships with military or agency personnel from all branches of service, as appropriate, in order to define real applications that lead to the conduct of technology demonstrations and future acquisition. This person will provide appropriate logistics support to agency events including event planning and scheduling, inter-agency coordination, publicity, and financial accounting.
