PROCEDURE AND SIGN OFF

Note: The optimum flow ratio of center steam and upper tip steam will vary depending on the flare gas rate and composition of the gas being flared. This procedure takes the conservative approach for smokeless operation -. i.e., it does not minimize steam consumption but does ensure smokeless operation at reasonable flare gas rates.

Date Time Initials

1.______  Add center steam to the flare if the flare is smoking at a low flare gas rate.

1.1  Open FIC 429, center steam to flare tip

1.2  Continue to add center steam until there is no smoke visible from flare tip.

1.3  Adjust steam until there is a small amount of steam being used above requirement for smokeless operation.

Note: a) The incremental steam above the amount required for smokeless operation will allow for some variation in flare gas composition and/or slight increase in flaring rate.

b) If the maximum center steam rate is used and the flare is still smoking proceed to step 2.

2.______  Add upper tip steam if the center steam is at maximum flow rate and flare continues to smoke.

2.1  Open HIC-424, upper steam to flare tip

2.2  Continue to add upper tip steam until there is no smoke visible from flare tip.

2.3  Adjust steam until there is a small amount of steam being used above requirement for smokeless operation.

Note: A small reduction in total steam usage for smokeless flare operation at low flare gas rates can be realized by adjusting the ratio of center steam and upper tip steam rates. The exact ratio will depend on flare gas composition and rate.

PURPOSE: This procedure provides steps to add steam to the flare to assist in smokeless operation.

PREREQUISITES: Steam must be available

RESPONSIBILITY: It is the responsibility of the CCR Operators to monitor the flare operation and to adjust the steam as necessary for optimum flare operation. If unable to adjust from the control room, the Tank Farm Number 1 Pumper should be requested to check out the system for proper operation.

MATERIAL AND EQUIPMENT: No special materials or equipment are required to carry out this procedure.

Special or Unique Hazards: None

Engineering Controls: N/A

Administrative Controls: This procedure is an administrative control to ensure that steam is added in an optimum manner to the flare.

Personal Protective Equipment (PPE): The standard refinery personnel protective equipment is required if the assistance of outside personnel is required while performing this procedure.

SAFETY SYSTEMS:

Shutdowns: There are no shutdowns associated with the flare operation.

Other Safety: Alarms are provided on the flare system to alert the operators when the process variables are outside their normal operating range.
