  1. The Government of the State of Eritrea has received a loan in the amount of UA 13,600,000 and a grant in the amount of UA 5,030,000 from the African Development Fund toward the cost of the Support to the Education Sector Development Program, and intends to apply part of the proceeds to payments for goods, works, consulting services and related services to be procured under this project.
  2. The sector’s goal is to strengthen human resources capacity. The project’s objective is to contribute to an increased access to quality education.
  3. The Project includes the following components and parts, through which it tries to achieve its objectives.
  • Improving Access to Quality Basic Education
  • Improving Access to Quality Secondary Education
  • Building Capacity for the Education System
  1. Procurement of goods, works, and consultancy services under this project includes, inter alia:

a.Goods: Procurement of furniture for basic and secondary education, for hostels and basic and special learning materials shall be by National Competitive Bidding (NCB). Procurement of sports and fine art equipment, distance education instruction materials and equipment, laboratory equipment for secondary schools, workshop equipment for secondary schools, reference and library books for secondary schools, teaching aid materia1s for secondary schools, computers for secondary schools and equipment for capacity building shall be awarded under Limited International Competition (LIC), International Shopping (IS), or National Shopping (NS), depending on the contract value. Procurement of equipment for project management shall be by NS. Procurement in respect of printing of textbooks for basic education shall be by LIC.

b.Works: Procurement of civil works for the construction of classrooms, hostels, rehabilitation of secondary schools, external works and support facilities, science laboratories, workshops and computer laboratories shall be through NCB, or Force Account (for remote locations).

c.Services: The following items will be procured through shortlisting: consulting firms for training for capacity building, firms for annua1 auditing of project accounts and personnel for project management. The services of secondary school teachers shall be procured based on the shortlist of international recruitment firms.

5.Procurement of goods and/or works will be in accordance with the Rules of Procedure for Procurement of Goodsand Works. Acquisition of services of Consultants will follow the Bank’sRules ofProcedure for the Use of Consultants.

6.Bidding documents are expected to be ready in September 2006.
