Details of Service / The HSE’s Business Information Unit (BIU) gathers and maintains a central repository of service data from all hospital and community based health services nationwide. Extensive amounts of data are collected, collated and quality assured by the specialist analysts within this unit. This data, together with analysis, is used in performance monitoring facilitating the HSE in taking both operational and strategic decisions.

Purpose of the Post / The General Manager will have overall responsibility for the management of the Acute Services Team and will provide critical leadership and support for the delivery of the Acute Services Team’s objectives
She/h will provide day to day oversight and executive support to the function and its business requirements
Principal Duties and Responsibilities /
- Lead on all aspects of annual planning process with Acute Hospitals Division on behalf of PBI function
- Drive change and improvement in data collection and reporting systems to achieve better standardisation across data streams
- Work closely with Acute Hospitals Division; Hospital Group CEO’s; Special Delivery Unit; National Treatment Purchase Fund; DOH; HPO to maintain focus on key issues and areas of importance
- Work with colleagues across PBI to achieve objectives of the unit
- Overall Responsibility for the timely collection, collation, analysis, quality assurance and presentation of detailed data per the Acute Hospitals Divisions. This encompasses the collation of monthly and quarterly KPI data on a national basis per the Division as set out in the Operational and National Service Plans.
- Overall responsibility to support the work of the National Performance Oversight group including the elements of the monthly Health Service Performance Report(PR) and associated documents including preliminary reports, balanced scorecards and management data reports (MDR) and (IMR).
- Overall responsibility for presentation of data and information in a manner that supports the role and function of the Division, Hospital Group CEO’s, HSE Management Teams, DoH, etc in their respective operational management, analytical and performance assurance roles.
- Overall responsibility for the management and the performance of the Acute Services Team and promote staff development to maximise potential in line with organisational goals and personal attributes and ability.
- Ensure obligations under Data Protection are met
- Develop proposals for consideration by the Assistant National Director which identify areas for further review and development.
Data development
- Work with Acute Hospitals Division to:
- Develop and implement appropriate KPIs, in support of the NSP, which are aligned to international best practice
- Progress the aim of having real time data.
- Ensure that all data development is in line with corporate standards for data and supports the transfer of information between systems. This will involve working across other areas with BI capabilities such as HR, Finance and HBS to ensure interoperable standards are applied.
- Ensure systems in place for collecting data as close to service provision as possible
- Ensure Standardisation of collection of data across the country
- Work to progress the systems development for the collection and reporting of data
- Put in place a quality control system which will provide immediate feedback on the quality of the data
- Put in place a system of alerts re performance within defined parameters which will form the basis of ‘exception’ reports.
- Work across divisions to design and rollout bespoke reports on performance.
- Ensure appropriate access to data for Acute Hospitals Division and other stakeholders
- Overall responsibility for agreement of the corporate view of information which will be derived from the data available.
- Overall responsibility to ensure the management of the timely collection, collation, analysis, quality assurance and presentation of detailed data from Hospitals, national organisations, etc.
- Overall responsibility to provide the appropriate level of information required on a planned or ad hoc basis for other stakeholders: DoH: SOG; cabinet committees; etc.
- Overall responsibility to ensure that all information provided from reports is consistent.
- Provide team leadership for staff.
- Plan, evaluate and allocate work carried out within the team.
- Manage the performance of assigned staff and promote staff development to maximise potential in line with organisation goals and personal attributes and ability.
- Create a positive ethos and constructive working relationships among the team.
- Any other duties that may be assigned.
- Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.
- To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
- To act as spokesperson for the Organisation as required

Eligibility Criteria
Qualifications and/ or experience / Candidates must have at the latest date of application: -
- Have significant experience of working within a corporate / service planning / business planning role and / or function within a large scale multi stakeholder environment, as relevant to the role.
- Proven track record of staff management in a challenging and busy environment.
- A record of delivering change, working in a complex environment through strong interpersonal and communication ability.
- Experience of managing and working collaboratively with multiple internal and external stakeholders
- The requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Age

Terms and Conditions of Employment
Tenure / The current vacancy is permanent and whole timeThe post is pensionable. A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage.
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration / The Salary scale for the post is: €65,376- €66,969- €69,489- €72,029 -€74,548- €77,034 -€79,481
Working Week / The standard working week applying to the post is to be confirmed at Job Offer stage.
HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).

Superannuation / This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004
Probation / Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71.

Ethics in Public Office 1995 and 2001
Positions remunerated at or above the minimum point of the Grade VIII salary scale (€ 64,812 as at 01.01.10) / Positions remunerated at or above the minimum point of the Grade VIII salary scale (€ 64,812 as at 01.01.2010) are designated positions under Section 18 of the Ethics in Public Office Act 1995. Any person appointed to a designated position must comply with the requirements of the Ethics in Public Office Acts 1995 and 2001 as outlined below;
A) In accordance with Section 18 of the Ethics in Public Office Act 1995, a person holding such a post is required to prepare and furnish an annual statement of any interests which could materially influence the performance of the official functions of the post. This annual statement of interest should be submitted to the Chief Executive Officer not later than 31st January in the following year.
B) In addition to the annual statement, a person holding such a post is required, whenever they are performing a function as an employee of the HSE and have actual knowledge, or a connected person, has a material interest in a matter to which the function relates, provide at the time a statement of the facts of that interest. A person holding such a post should provide such statement to the Chief Executive Officer. The function in question cannot be performed unless there are compelling reasons to do so and, if this is the case, those compelling reasons must be stated in writing and must be provided to the Chief Executive Officer.
C) A person holding such a post is required under the Ethics in Public Office Acts 1995 and 2001 to act in accordance with any guidelines or advice published or given by the Standards in Public Office Commission.
