Background
USWDP
The USAID-funded Afghanistan University Support and Workforce Development Program (USWDP) is designed to help Afghanistan’s higher education professionals effectively manage the growth of tertiary education while improving academic quality. Building on the successes of the Afghanistan Higher Education Project and other initiatives, USWDP is helping to improve the management capacity of the Ministry of Higher Education (MoHE) and up to 11 public universities to ensure quality education and employment for a larger number of Afghan men and women. USWDP is also assisting in developing learning environments that foster well-qualified and professional faculty members, highly capable and motivated students, diverse and market-oriented academic programs, sustainable public-private collaboration, international university partnerships, and other innovations that move Afghanistan toward the higher education system it deserves.
Jawzjan University Bachelor of Oil and Gas Exploration Partnership
The goal of this university partnership is to improve the academic quality of Jawzjan University’s (JU) Faculty of Engineering, Geology, and Mines’ Bachelor in Oil and Gas Extraction (BOGE) program (housed in the Department of Geology, Oil and Gas Exploration and Extraction). The U.S. partner on this activity is the Conflict and Development Foundation (CDF) along with its external partner, the Center on Conflict and Development (ConDev) at Texas A&M University (TAMU). Specifically, the objectives of the partnership are: 1) to develop new curriculum and quality teaching and learning materials relevant to market-oriented knowledge and employability (to be in English and translated to Dari and/or Pashtu as appropriate); 2) to develop the quality teaching and course development skills of the lecturers in JU’s Faculty of Engineering, Geology, and Mines; 3) to develop the skills of Steering Committee members in quality monitoring, supervision, and implementation of BOGE curriculum and the professional development of lecturers, and; 4) to identify equipment to be purchased as in-kind grants by USWDP to update both technical and computer laboratories for the BOGE program.
Scope of Work
The Undergraduate Education Unit of USWDP seeks a Gender Inclusive Pedagogy Specialist (consultant) to prepare materials for a half-day gender inclusive pedagogy component of a broader gender inclusion training and deliver the half-day training to a small group of university faculty in Kabul, Afghanistan. The training will provide guidance on how teachers can create and reinforce a gender-inclusive learning environment, including addressing classroom management, teaching and learning materials, and lesson planning.
Specifically, the Consultant will:
- Develop relevant presentation materials and activities on the topic of gender-inclusive pedagogy within the Afghan (and higher education) context. This will include some collaboration with a D.C.-based Technical Monitor.
- Translate materials into Dari.
- Conduct a half-day training based on developed materials in Kabul, Afghanistan.

Deliverables, Technical Oversight, and Payment Schedule
- Deliverables will be submitted to the Technical Monitor, and payment may be requested after completion of one or more task sections shown in the schedule above.
- Payment will be made based on level-of-effort upon receipt of consultant service log, invoice and deliverables approved by the Technical Monitor.
- No other expenses, such as Travel Expenses, are authorized under this consultancy unless further discussed and approved by the Technical Monitor.

Qualifications
The Consultant should have the following background and skills:
- Academic or other certification in Gender
- Experience with gender-inclusive pedagogy
- Experience delivering high quality gender trainings
- Bilingual in Dari and English
***Applicants should already be based in Afghanistan or in the region. Preference is for Kabul-based individuals but consideration will be made for qualified applicants based elsewhere in Afghanistan or in the region. In that case, reimbursement of travel costs would be discussed. Afghan nationals wishing to apply should inquire via the USWDP office in Kabul (instructions above).

- Consultant should have her/his own reliable computer and Internet connection as well as a workspace and telephone.
