BACKGROUND:

Since 2002, Afghanistan has made substantial progress in improving the accessibility of health care. As a result, noticeable impact on the health of the population is now well documented. However, the country continues to face many challenges and remains among the countries with the poor health indicators. In addition to high infant and child mortality, high maternal mortality the health sector faces the challenges of poor nutrition, poor sanitation and high burden of communicable diseases and insecurity in a country where population growth remains very high.

Trends of infant and child mortality, known to be among the highest in the world, were the first signals of success. Infant and child mortality rates were decreased from 165 and 257/1000 in 2002 to 129 and 191 respectively in 2008. Further the Afghanistan Mortality Survey 2010 (AMS) shows a further reduction to 77 and 97/1000 live births respectively. In addition the AMS shows that Maternal mortality is reduced from 1600/100000 live births in 2002 to 327/100000 live births in 2010 which is significantly impressive.

NGOs/CSOs have been a fundamental factor in rebuilding the Afghan health sector. MoPH, re-constructed in 2002, would have never had the capacity to deliver alone. While the MoPH focused on its stewardship responsibilities, the NGOs/CSOs were the field agents expanding the coverage of health care to the people of Afghanistan, including those living in the remote, insecure and isolated areas. In addition, the for-profit private sector provides more than have of the available health services in the country. Despite the significant role of the private sector, information about its structure and performance is poorly documented.

As a new effort of international community, especially the donors, the Global Alliance for Vaccination and Immunizations (GAVI) approved strengthen the health systems (HSS) proposal under Health Systems Funding Platform (HSFP) to address key challenges that health systems are facing.

The goals of the public private partnership of the HSFP support are to:

Reduce maternal, new-born and child morbidity and mortality through improving access to health care services especially EPI and Basic RH services to be provided by private health service providers in remote and insecure areas of Urozgan ,Farah, Paktia, Helmand, Kandahar and Nuristan provinces.

TheAdvisorwill carry out duties includingcoordinating and managing entire NGOs/CSOsactivities according to HSFP proposal.

JOB SUMMERY:

  1. Coordinate and liaise the relevant activities with HSS Unit, NEPI, M&E department, provincial health directorates and other departments of MoPH.
  1. Ensuring that the contracting NGOs/CSOs submit all required project documents including the technical reports on timely basis which needs to be aligned with the contracts.
  1. Contract management, contract modifications and obtaining any required approvals where applicable.
  1. Technical review the out puts and outcomes as per the milestone of the activities in line with HSS3 proposal and TOR in coordination with MoPH related departments.
  1. Supporting NGOs/CSOs to establish associations or other type of coordination and collaboration mechanisms as required at the field level with PHSPs;
  1. Ensure that NGOs/CSOs are conducting continuous consultations, documented interviews, with key stakeholders including the PHSPs to improve the implementation mechanisms and arrangements;
  1. Assist appropriate monitoring and supervision mechanisms including reporting system between MoPH/HSS, NGOs/CSOs and relevant stakeholders;
  1. Ensure that NGOs/CSOs are providing routine immunization and basic RH services to vulnerable populations living in six insecure, remote and under-served provinces;
  1. Have ability to develop training material for the selected NGOs/CSOs to enable them to provide preventive and basic health services;
  1. Keep proper record of correspondence and documents related to HSS grant management.
  1. Produce and prepareannual and ad-hoc reports of the grants.
  1. Any other related tasks to be assigned by line manager and head of unit relevant to his/her qualification and expertise agreed up on.

QUALIFICATIONS AND EXPERIENCE

  1. To be an Afghan citizen
  1. MD Doctor from a recognized university, MPH, MBA, MSc or equivalent degree is preferable
  1. With at least5yearswork experience with NGOs, UN agencies or Government institution.
  1. Having the report writing skills and experience to write comments and review of narrative reports.
  1. To be able to develop, revise and comment on the NGOs/CSOs health project budget.
  1. Have an excellent knowledge of English (written, speaking, and understanding)
  1. Have a good computer knowledge MS word, excel, power point.
  1. Good knowledge and experience in health management and administration.
  1. Good communication skills to work and deal with MoPH NGOs UN agencies and other related people.

First three criterions are essential for shortlisting.

SUBMISSION GUIDELINES:

1
