OFFICIAL MINUTES OF JUNE 15, 2016
REGULAR MEETING
CALL TO ORDER: The regular meeting of the Gardner-So. Wilmington High School Board of Education, Counties of Grundy and Kankakee, IL was called to order at 7:06 p.m. by President David Doglio.
ROLL CALL: Members present: Brooks, Doglio, Male, Palermo, Speed and Wepprecht. Also in attendancewere Superintendent Mr. Michael Perrott and Principal Mr. John Engelman. All members were present “in person.”
APPROVAL OF BOARD MINUTES: May 18, 2016 (Public Hearing – Budget Amendment Hearing) andMay 18, 2016 (Regular & Closed Session minutes). Mrs. Brooksmotioned and seconded by Mrs. Wepprecht to approve the meeting minutes for the monthof May 2016.
AYES: Brooks, Doglio, Male, Palermo, Speed and Wepprecht.
MOTION CARRIED: 6-0.
APPROVAL OF BILLS & PAYROLL: Mr. Male motioned and seconded by Mrs. Palermo to approve the bills for the month of Juneand payroll for the month of May.

MOTION CARRIED: 6-0.
APPROVAL OF FINANCIAL REPORTS: Mrs. Brooks motioned and seconded by Mrs. Palermo to approve the Financial Reports for the month of May.

REPORTS AND DISCUSSION ITEMS:
Washington DC Music Field Trip = Band Director Mr. Leone was present to discuss the opportunity for the Gardner Area Band (Braceville Elementary School, Gardner Grade School, South Wilmington Grade School, and GSW High School) to travel to Washington D.C. to participate in the National Memorial Day Parade. The Gardner Area Band was invited to participate by the Governor of Illinois Office. Leone distributed an itinerary showing details of what the students would be doing for the entire trip. They will leave Friday night, May 26, 2017. They will spend Sat. and Sun. touring, sight-seeing and doing activities. On Monday, the band will be participating in the Memorial Day Parade. This parade is broadcasted in the U.S. and also overseas for troops to see. The cost/fee per student will be approximately $560. This fee can go down after fundraising and donations are calculated. Cost will include motor coach travel, most meals, hotel, t-shirt, video of parade, excursions, etc. Mr. Leone will need 35-40 students to participate on this trip in order to march in the parade. The trip will include GSW High School and all 3 feeder grade schools. Mr. Leone will be working with the grade school board of educations to approve the trip at the grade school level.
Donation: Board member, Katy Wepprecht gave Mr. Leone a Clarinet that was donated by GSW Alumni and former band member, Teresa (Bexson) and her husband Ryan. Mr. Leone and the Board were very appreciative.
Principal’s Report = Principal John Engelman reported the following:
1. Discipline Report for the month of May = 2 detentions and 1 in-school suspension
2. Attendance Report for the month of May = 97.2%
3. Review Crisis Manual = There was a meeting held on Monday, June 6 in the board room at GSW High school to review the current Crisis Manual. Representatives from the Grundy County Police Dept. and Gardner Fire Department were present to review the manual with Mr. Perrott and Mr. Engelman.
4. AED/CPR 2-year refresher course is set-up for April 14, 2017.
5. Handbook Changes/Revisions = Mr. Engelman reviewed all of the changes made to the handbook. These changes come from the committee that is made up of parents, teachers and administration. They also made sure that it is Senate Bill 100 compliant. The handbook will be approved in July.
Academic Coordinator Report =Ms. Angelena Dallio submitted a written report for board review.
Athletic Director End of Year Report =Mr. Chris Gibson submitted a written report for board review.
Technology Update =Mr. Logan Murray submitted a written report for board review.
First Reading of Board Policy Revisions/Additions =Board Policy Revisions/Additions were distributed to each board member for 1st review. Some of the areas covered are – – fundraising check list, use of school building, student bio-metrics, student records keeping, release of records.
Memorandum of Understanding JJC Dual Credit = Every year Joliet Junior College and GSW High School enter into an agreement regarding the teaching of college credit classes at GSW. Mrs. Susan Heerdt is qualified/eligible to each English 101/102 here at GSW to our students for which they will receive 6 hours of college credit. Only teachers who have a Masters Degree in that particular area are eligible to teacher the course.
FY2016 Prevailing Wage = Every year GSW reviews and approves the Prevailing Wage schedule. The Regional Office of Education will post in appropriate news venues on behalf of schools in Grundy County. GSW High School will be included in this post.
Other =Mr. Perrott informed that board that since there is no State of Illinois budget set for this year from the current State Comptroller has limited the release of funding until the state budget is set. Since 30 – 35% of GSW’s revenue comes from the State of Illinois, how will school start or afford to run? This is a question many schools are asking. Mr. Perrott indicated that GSW has enough reserve to start school, but how long could we stay open before money is depleted? There are many area schools that would not be able to open at all. Perrott will continue to share information with the Board and bring more information to the July board meeting.
OLD BUSINESS:
Building/Grounds Projects = Mr. Perrott reported on the following:
- Bleachers – new bleachers should arrive at the end of July and will take 3-5 days to install
- Wheelchair Lift – should arrive the first week of August and will take up to 5 days to install
- Café – drop ceiling and new lighting is almost complete
- Library – working on new ceiling tiles, leveling ceiling and new lights
- Room 305 – leveling ceiling, new tiles and lights
- Rooms 300/301 – updating lighting
- Locker Rooms – installing lights that were removed from Rooms 300/301
- Library stage area – still looking into this project. Making stage area into a new meeting room.
- Tuck-pointing – this summer
- Exterior Band Stairwell – drawings have been finished.
- GSW has been approved for Life Safety funds from the State of Illinois – those projects listed will be completed using Life Safety money. The tuck-pointing and the exterior band stair well are part of the life safety plan.
Class Rank =A few years ago, there was a committee put together (consisting of parent, teachers, administration) to look at GPA, class ranking and the grade scale. It was decided then that GSW would change from percentages to a 4.0 in order to be consistent with all colleges / universities and area schools. As of right now, this is the plan GSW is currently working under. In order to change this current policy, Mr. Perrott is recommending that we continue calculating GPAs for colleges / university entrance, but look at the top 10 students to break down the grade percentages. A closer look at grades for these particular students will allow GSW to more effectively calculate class rank for the top students. The board members would like this to go back to the committee to discuss the options. Perrott will contact members of the committee to reconvene.

FY2017 BOARD MEETING DATES: Mrs. Wepprecht motioned and seconded by Mrs. Brooks to approve the FY2017 Board Meeting Dates (3rd Wednesday of each month at 7:00 pm, unless noted)

MOTION CARRIED: 6-0.
APPROVAL OF BOARD POLICY REVISIONS/ADDITIONS (2nd Reading):Mrs. Brooks motioned and seconded by Mrs. Palermo to approve the Board Policy Revisions/Additions (2nd Reading).

FY16 BUDGET PROCESS: Mrs. Speed motioned and seconded by Mr. Male to authorize to proceed with the FY16 Budget Process.

FACULTY HIRE – HISTORY / SOCIAL STUDIES: Mrs.Brooks motioned and seconded by Mr. Male to hire History / Social Studies teacher, Kevin Ward.

SUMMER TEMPORARY HELP: Mr. Male motioned and seconded by Mrs. Brooks to hire Summer Temporary Help, Brendan Elens and Adam Leigh.

MEMORIAL DAY PARADE WASHINGTON DC 2017 TRIP: Mrs. Speed motioned and seconded by Mr. Male to approve the Memorial Day Parade Washington DC 2017 trip.

RESIGNATION OF SOFTBALL COACH: Mrs.Wepprecht motioned and seconded by Mrs. Brooks to accept the Resignation of Softball Coach, Erin Galloway.
