REGULAR SESSION

MAY 15, 2018

A Meeting of the Board of Education of the Garden City Union Free School District, in the Town of Hempstead, County of Nassau, New York, was held in the libraryat Garden City High School,170 Rockaway Avenue, Garden City, New York, in said District on May 15, 2018 at 7:30 p.m.

There were present: Mrs. Angela Heineman, President; Mr. Tom Pinou, Vice President; Mr. Robert Martin, and William Holub, Trustees.

There were also present: Alan Groveman, Ed.D., Superintendent of Schools; Edward Cannone, Ed.D., Assistant Superintendent for Curriculum and Instruction; Maureen Appiarius, Ed.D., Assistant Superintendent for Personnel; Dana DiCapua, Assistant Superintendent for Business and Finance/District Clerk; and Cynthia Morris, Secretary.

Guest: Bonnie Gorham, Esq.

Mrs. Heineman reported that due notice of this meeting had been served on each member of the Board pursuant to the requirements of law.

BOARD ENTERS EXECUTIVE SESSION

MOTIONby Mr. Pinou, seconded by Mr. Martin and carried unanimously that the Board move into Executive Session to discuss a specific confidential personnel matter.

The Board entered Executive Session at 7:30 p.m.

BOARD EXITS EXECUTIVE SESSION

MOTIONby Mr. Pinou, seconded by Mr. Martin and carried unanimously that the Board exit Executive Session and reconvene Public Session.

The Board exited Executive Session at 8:17 p.m.

PUBLIC SESSION

Mrs. Heineman called the Meeting to order at 8:20 p.m. and led everyone in the Pledge of Allegiance.

MOTIONby Mr. Pinou, seconded by Mr. Martin and carried unanimously to approve the minutes from theApril 11, 2018 Public Work Session and the April 17, 2018 Regular Session.

RECOGNITION OF OUTSTANDING ACHIEVEMENT

Brandon Gong has been selected as a Finalist in the 2018 Neuroscience Research Prize competition. His research report was found to be among the 15 best from a large number of entries submitted by students from all over the United States. All written reports were carefully reviewed by neuroscientist members of the American Academy of Neurology, and the top 15 entries were selected for the 2018 Neuroscience Research Finalist award.

High School junior, Aidan Padala, was the lead author of three abstracts accepted into the Eastern Society for Pediatric Research Conference in Philadelphia on March 16th to 18thand at the International Pediatric Academic Society meeting held in Toronto Canada, May 5th to 8th. Aidan’s abstracts highlighted the limited use of safety equipment during sports. Aidan’s research was conducted over the past two years through his internship at the Northwell Health/Cohen Medical Center Student Research Program, for which he was chosen from a large and competitive group of applicants. Aidan was solely responsible for Institutional Review Board submissions on all of his projects, as well as data submission, statistical analysis, and abstract writing.

The final round of the Long Island Math Fair was held Friday, April 20th at Hofstra University.

Christopher Donohue and Matthew Granville, Grade 12, each earned a Gold Medal. George Germano, Grade 12, Sydney Pappas, Grade 9, Jessica Liberopoulos, Grade 10, Dylan McDonald, Grade 10, James Zheng, Grade 10, Christian McGannon, Grade 11, and Thomas Reifler, Grade 11 all earned Bronze Medals.

This year’s sixth grade class raised $64,297 for St. Jude’sChildren's Research Hospital.The Math-A-Thon supports our math curriculum and teaches the children about charity and helping others. For the last 15 years, our schools have raised over $572,000.Sixth grade teachers are Marissa Drogin, David Hakes, Karen Nardone, and Kristie Orrego.

SUPERINTENDENT’S REPORT

Dr. Groveman thanked the sixth grade teachers for raising money for St. Jude’s Children’s Research Hospital.

Dr. Groveman publicly acknowledged the Garden City Police Department for itsresponse when there was a threat at the high school. The threat had low credibility but the police department worked hand in hand with the District. They did a tremendous job.

TREASURER’S REPORT

Ms. DiCapua presented the Treasurer’s Report of March 2018 indicating a beginning of the month cash balance of $39,480,457; receipts of $2,024,145; disbursements of $8,445,119; and a closing balance of $33,059,483.

REPORTS FROM MEMBERS OF THE BOARD OF EDUCATION

Mrs. Heineman reported the Board’s desire to hire a consulting firm, Zimmerman/Edelson, to assist the Board to oppose any potential IDA PILOT. The Board opposes the PILOT program which shifts the tax burden to the community. The Village controls the zoning process; the County/Town IDA grants a PILOT.

Mr. Martin reported that on May 3rd the Legislative Affairs Committee met with the Nassau County Board of Elections to discuss how we can remove polling from school buildings. It was a very productive meeting. They came up with three recommendations: A team from the school district and a team from the Board of Elections to evaluate the buildings so polling can be secure; the school district can come up with recommendations for polling locations, i.e. Village Hall, fire houses; and the Legislative Affairs Committee continue to work with legislators for schools to opt out of serving as polling places.

First reading for the adoption of Board Policy 8121.1 – Opioid Overdose Prevention.

Be It Resolved, that the Board of Education approves the Memorandum of Agreement, dated April 19, 2018 between the Garden City Union Free School District and the Garden City Paraprofessional Teachers’ Association for the term of July 1, 2016 through June 30, 2021.

Be It Further Resolved, that the Board of Education authorizes the Superintendent of Schools to execute said agreement on its behalf.

Resolved, that pursuant to the provisions of the Education Law, the following qualified voters of the District are hereby appointed to act as Inspectors of Election at the rate of $11.00 per hour each for the Annual District Budget/Election Vote to be held on May 15, 2018 to perform such duties and take such action as prescribed by the Education Law:

Be It Further Resolved, that the District Clerk is hereby authorized and directed to notify this Board of Education forthwith if any of such persons hereinabove appointed to the respective offices refuses to accept such appointments or fails to serve, in which case this Board of Education is to take such further action as may be authorized in such circumstances pursuant to the Education Law. In the event that this Board of Education is unable to hold a meeting to appoint a qualified voter of this School District to fill a vacancy caused by the refusal of any such persons to serve, the District Clerk is hereby authorized to appoint a qualified voter of the School District to fill such a vacancy.

Whereas, on May 16, 2017, the Garden City Union Free School District conducted its Annual Budget Vote and Election; and

Whereas, the District Clerk is currently in possession of all cast ballots resulting from such Annual Budget and Election; and

Whereas, the Record Retention and Disposition Schedule ED-1 provides for the destruction of such ballots after one (1) year from the date of the Annual Budget Vote and Election; and

Whereas, at least one (1) year has elapsed from the date of the Annual Budget Vote and Election held on May 16, 2017 and no proceedings have been commenced with regard to such Annual Budget Vote and Election; and

Now, Therefore, Be It Resolved, that the Board of Education of the Garden City Union Free School District hereby orders the destruction of all cast ballots resulting from the May 16, 2017 Annual Budget Vote and Election.

MOTIONby Mr. Holub, seconded by Mr. Pinou and carried unanimously that the Board of Education approves the following resolution:

Whereas, on May 16, 2017, the Garden City Union Free School District conducted its Annual Budget Vote and Election; and

Whereas, the District Clerk is currently in possession of the unused, defective, void and/or spoiled ballots resulting from such Annual Budget and Election; and

Whereas, Education Law Section 2034(6) provides for the destruction of such unused, defective, void and/or spoiled ballots when a period of six (6) months has elapsed from the date of the Annual Budget Vote and Election; and

Whereas, at least six (6) months has elapsed from the date of the Annual Budget Vote and Election held on May 16, 2017 and no proceedings have been commenced with regard to such Annual Budget Vote and Election; and

Now, Therefore, Be It Resolved, that the Board of Education of the Garden City Union Free School District hereby orders the destruction of all unused, defective, void and/or spoiled ballots resulting from the May 16, 2017 election.
