Mr. Cain Davis’ military reserve unit has been activated. Since he anticipates being on duty for at least a year, Mr. Davis has resigned as a member of the Gainesville - Alachua County Regional Airport Authority. The Governor’s Appointments Office has been notified of this new vacancy.

DETERMINATION OF A QUORUM

ANNOUNCEMENT

Mr. Frank Stagl, Deputy Federal Security Director, is the Transportation Security Administration on-site official assigned to Gainesville Regional Airport.

APPROVAL OF MEETING HIGHLIGHTS

The Airport Authority will review and approve the GACRAA monthly meeting Highlights of

October 17, 2002.

Recommendation: Motion to approve the meeting Highlights of October 17, 2002, and authorize the Chair and Secretary/Treasurer to execute the document on behalf of the Airport Authority.

AIRPORT BUSINESS

1.  Gator Skeet and Trap Club, Inc. Lease Agreement

The current lease between the Airport Authority (GACRAA) and the Gator Skeet and Trap Club is scheduled to expire December 31, 2002. A real estate appraisal was completed by Andrew Santangini in June of 2002. On July 16, 2002, correspondence was received from Mr. Santangini that stated the fair market rental value was estimated at $6,298.00 per year or $524.83 per month. The rental rate for the proposed five-year lease was based on five-year U.S. Government Bonds which yielded 3.84% when the appraisal was completed. The monthly rental rate for the expiring five-year lease is $288.36 per month. The lease has been revised and approved by the attorney for the Authority for execution. Aside from the increased rental rate, the other major revision was the deletion of the requirement for the Club to maintain a radio to monitor the air traffic in and around the Airport. This revision was made with the concurrence of the Orlando Airports District Office.

Recommendation: Motion to approve the Lease Agreement for execution by the Director of Aviation.

2.  Resolution 03-001 Transportation Security Administration (TSA) Lease Agreement

The Transportation Security Administration (TSA) has federalized the screening checkpoint by hiring and training screeners to operate the screening checkpoint and to check all baggage being loaded aboard air carrier aircraft. To accommodate this realignment, certain space requirements are needed to house TSA personnel.

TSA’s desire is to lease up to 1,000 sq. ft. of space at the airport. The General Services Administration (GSA) will actually lease the space from the airport and TSA will lease the space from GSA.

The Director of Aviation has identified four (4) rooms (total square footage: 970 sq. ft.) that can be leased by GSA until the terminal is renovated as recommended by the Master Plan update. GSA desires to lease these four (4) rooms and make them available to TSA until such time that a renovation is completed and space reallocation can be completed.

The Attorney for the Authority has reviewed the agreement and GSA has reviewed the agreement. GSA has requested two (2) signed copies of the agreement for implementation.

A copy of the Lease Agreement is available in the Administration Office for viewing.

Recommendation: Motion to approve Resolution 03-001 ratifying and sanctioning the Lease Agreement between GSA and GACRAA as executed by the Director of Aviation. ROLL CALL VOTE REQUIRED.

3A. Consolidated Communications Antennae

______

The quality of cellular communications is quite poor at the airport, and no opportunity exists for new communications providers to locate antennae in this area. Airport staff has received several proposals from firms interested in locating communications antennae at Gainesville Regional Airport. The proposals range from installing a single cellular antenna in the mast of a flagpole to installing a tower for multiple communications providers; legal council has recommended a Request for Proposal (RFP) approach to selecting a tower developer. Staff feels that following the county approach and encouraging consolidated towers is prudent, and that locating a consolidated communications tower on airport property will both enhance safety and improve the revenue stream at the airport. The proposed RFP would encourage a consolidation of communications antennae to be located on a single tower, which would serve everything from cellular and digital formats, to digital 2-way communications for law enforcement and emergency response.

Recommendation: Motion to direct the Director of Aviation to solicit proposals from consolidated communications antennae developers, rank the proposals and bring a staff recommendation back to the GACRAA board for consideration.

4. Air Service, Advertising, and Marketing Committee Report

The Air Service, Advertising & Marketing Committee met on October 24, 2002.

PROJECT SUMMARY

·  Port-A-Ports

The Authority now owns one Port-A-Port; the eight units formerly located west of Gulf Atlantic have been moved. Punch-list completion and acceptance of work by the individual Port-A-Port owners is underway. Power to the new pad is being installed.

·  FBO Request for Proposal (RFP)

A memorandum of agreement has been worked out to place the Flightline management contract on sixty days notice when appropriate. An RFP has been sent out; a mandatory pre-proposal meeting has been scheduled for December 5.

·  Gulf Atlantic Facilities

Gulf Atlantic has several month-to-month leases in place. The GA Committee will make a recommendation regarding an RFP for these facilities after the FBO solicitation is complete.

·  Fencing/Access Control Project

The fencing is complete; the contractor still needs to install some access control components. Training for GA pilot gate operation and access, and ID production is underway.

·  GA Ramp Rehabilitation Project

The project is complete. Administrative closeout is underway.

·  Airfield Lighting Project

REILs have been installed. FAA acceptance of RVR equipment is pending. Cable is on order.

·  Recruitment of Military Operations to the Airport

Bob Van Riper will begin an outreach to military units to encourage military aircraft operations.

·  Access Road Projects

Funding for a new access road from Waldo Road to the airline terminal, an upgrade to the existing access road to the airline terminal, and an extension of the Airport Industrial Park road will be requested as a demonstration project in the upcoming USDOT reauthorization legislation. The North Central Florida MTPO endorsed the projects as part of their plan on August 8, 2002. These three projects were identified in the 1987 Master Plan.

·  Runway 10-28 Rehabilitation

Geotechnical survey, topographical survey, aerial photography, and alternative rehabilitation analysis is underway.

·  Airport Master Plan Update

A Task Order for Reynolds, Smith & Hills to produce a Master Plan Update has been approved. Task Order administration is being completed. Master Plan kickoff is anticipated in early December.

·  Environment Assessment of Runway 6-24

A Task Order for Reynolds, Smith & Hills to produce on Environment Assessment for Runway 6-24 has been approved.

·  PFC Application

The FAA has approved our Passenger Facility Charge (PFC) application. Airlines have been notified and collection will begin January 1, 2003 at $4.50 per passenger.

·  Airline Terminal Renovation

RS&H has been asked to develop a scope of work for a Task Order to perform renovation design.

·  TSA Baggage Screening

A plan to accomplish baggage screening in front (to the south) of the airline ticket counters has been developed. Construction will begin in November. Baggage screeners have been hired.

·  TSA Passenger Screening Checkpoint Transition

TSA employees are now screening passengers. Construction to shift the checkpoint south (towards the front of the terminal) should take place in November.

·  Archery Range

The City has elected to move the archery range to land it owns off Wacahoota Road effective January 2004.

·  Skeet Range

The lease expires December 31, 2002. Staff is working with personnel from the Skeet Range to develop and implement a new lease agreement before the expiration date. Staff has coordinated with the Airports District Office (ADO) to incorporate any special FAA requirements.

·  Therapeutic Massage Concession

RFP 02-007 for a Therapeutic Massage Concession was advertised on October 20, 2002. On October 25, 2002, a pre-proposal conference was held at the airport and one interested party attended. The bid closed on November 13, 2002; one non-responsive bid was received. The bidder failed to include any proposal for remuneration to the airport.

Budget Report will be provided prior to the meeting.
