FUGITIVECRIMINAL, WANTED IN MURDER OFDELHIPOLICE CONSTABLE, ARRESTED FROM W BENGAL.

THE GANG IN TATA 407 HAD CRUSHED THE DELHI POLICE OFFICERS CHASING THEM ON MOTORCYCLE.

CASH REWARD WAS DECLARED ON THE ARREST OF ACCUSED.

INTRODUCTION AND TEAM:-

A team of Crime Branch led by Inspr Sunil Kumar and comprising of SIs RavinderTeotia, RavinderVerma, N S Rana, HCs Aslup, Rakesh Kumar, Consts Mohit,Manoj, Pawan under the supervision of ACP Raja Ram and overall guidance of DCPBhisham Singh has arrested a desperate criminal of Mewat region, wanted in a murder case of Delhi Police Constable.

INCIDENT:-

On the night intervening 17/18.05.2012, Const Naresh posted at PS Bharat Nagar was on night motorcycle patrolling duty along with Const (DHG) Shankar in the area of PS Bharat Nagar area. Const Naresh received information through wireless that one Tata 407 had pelted stones on the police as well as public near the area ofSubhashPalaceand the police vehicles were chasing them. On getting this information, Const Naresh and Const (DHG) Shankar intensified their patrolling and on locating the above said Tata 407 in the area of PS Bharat Nagar, they overtook the speeding Tata 407 and tried to stop the offending vehicle. But instead of stopping, the inmates of the vehicle intentionally and brutally crushed the police motorcycle and fled away from the spot leaving behind the bleeding victim (Const Naresh) who died at the spot. A case vide FIR No. 110/2012 dated 18/05/2012 U/S 302/307/147/148/323 IPC PS Bharat Nagar, Delhi was registered. During investigation it was revealed that criminals of Mewat region of Haryana headed by Shakir were involved in this crime. A reward of Rs. 1 lac was declaredby the Delhi Police on arrest of Shakir.

In November 2012, Crime Branch succeeded in arresting Shakir (age 27 years), r/o VillageDhauj, PS Sector 55, Faridabad, Haryana, involved in the above said case. Other accused persons involved in this case were also arrested by local police but Baddan @ Mannan r/o Mewat, Haryana, who had played a very active role in the murder of the slain Const was deliberately evading his arrest and was constantly changing his hideouts. A reward of ten thousand was also declared on his arrest.

OPERATION:-

A team of SER, Crime Branch was continuously trailing the fugitive. It was learnt through reliable sources that Baddan @ Mannan is hiding in West Bengal. Immediately, a dedicated team was sent to West Bengal, which after painstaking efforts zeroed down on the fugitive in the area of PS Haroa, Distt 24 North Pargana, West Bengal and on 26.10.2013, Baddan @ Mannan s/o Nazar Mohd. r/o Vill. Dhauj, PS Sec-55, Faridabad, Haryana was apprehended from his hideout. He was living in Bengal in a rented house alongwith his wife and family to evade arrest from Delhi Police.

INTERROGATION:-

Baddan@ Mannan was subjected to sustained interrogation. During interrogation, it was revealed that he is an active member of gang involved in theft of cattle as well as other crimes inDelhiand NCR region. For the purpose of committing crimes, these gangs use specially modified vehicles, preferably Tata 407Pick Up. On the fateful day, while accused Baddan @ Mannanalong with his associates, were returning back in their Tata 407 with stolen cattle, they were intercepted by the police vehicle and in the process of escaping, Baddan @ Mannanalong with his associates crushed the intercepting police motorcycle resulting into the death of Const Naresh and injuring Const (DHG) Shankar of PS Bharat Nagar, Delhi.

In one such similar case registered at PS Sec 29, Gurgaon, Haryana, he was declared proclaimed offender (FIR No.464/05 u/s 186/353/352/307/427/336 IPC PS Sec 29 Gurgaon)

PROFILE

Accused Baddan @ Mannanwas born in village Dhauj, Faridabad, Haryana, Mewat. He is an illiterate and belongs to a labour family. He is married and having two children. About 15 years back, he came in contact with Shakir r/o Dhauj(head of this gang who was earlier arrested by Crime Branch) and started committing crimes in Delhi and NCR. He had a long criminal history and was earlier arrested in cases of attempt to murder, assault on police, planning for dacoity, MV theft and CS Act by Delhi and Haryana police. He is not attending the courts in these cases. His other involvements are being verified and information regarding his arrest is being given to concerned police stations.

Brief facts:

Complainant Ms. Renu Lalwani had sold her property No. C-147, Sarvodaya Enclave, Malviya Nagar, New Delhi in lieu of Rs 3.46 Crores and purchased another property in 1.25 Crores and deposited the remaining consideration amount in her bank accounts. Lateron, she went to the bank to withdraw the amounts and found that Rs 1.00 Crore has been withdrawn from her account of Allahabad Bank, Adhchini, New Delhi in the name of one Vijender Kumar through two cheques fraudulently. Than she had also been enquired regarding her another account from AXIS Bank, Malviya Nagar, New Delhi and found that Rs.90 Lacs has also been withdrawn from her account in the name of one Sanjay Kumar through two cheques fraudulently. The accused persons had stolen the blank cheques of the complainant and after forging her signatures withdrawn Rs 1.90 Crores from her bank accounts. A case vide FIR No. 217/08 Dt. 01.12.2008, u/s 380/420/467/468/ 471/120B IPC was registered at PS Economic Offences Wing.

Investigation conducted:

The investigation was taken up by Anti Fraud & Cheating Section of Economic Offences Wing and during the course of investigation the bank accounts details of the accused persons were obtained in which the alleged amount was credited and raids were conducted at the given addresses of accused persons namely Vijender Kumar @ Mohd. Illiyas s/o Mohd. Islamuddin r/o 163, Deendar Pur, P.S. Chhawla, New Delhi and Sanjay Kumar s/o Dayanand r/o 199, Deendar Pur, P.S. Chhawla, New Delhi, but both the accused persons were found absconding. Non-bailable warrants were also obtained against both the accused persons from concerned court.After laying a trap,both the accused persons namely Vijender Kumar @ Mohd. Illiyas s/o Mohd. Islamuddin r/o 163, Deendar Pur, P.S. Chhawla, New Delhi and Sanjay Kumar s/o Dayanand r/o 199, Deendar Pur, P.S. Chhawla, New Delhi have been arrested.The accused namely Vijender Kumar was found to be living in the name of Mohd. Illiyas at a rented accommodation in Sagar Pur, Delhi. After sustained interrogation of above mentioned accused persons, the master mind namely Suraj Bhan s/o Jage Ram r/o H.No. 55, Deendar Pur, PS Chhawla, New Delhiwho forged the signatures of complainant has also been arrested.

Previous involvements:

The accused Suraj Bhan has been earlier arrested in the following cases:

  1. FIR No. 253/07 u/s 323/341/506/34 IPC, PS Vasant Vihar, Delhi.
  2. FIR No. 385/07 u/s 323/341/283/427/506 IPC, PS Sadar, Bahadurgarh (Haryana).
  3. FIR No. 144/07 u/s 307/34 IPC, PS Najafgarh, Delhi.

Accused Sanjay Kumar has been earlier arrested in the following cases:

Towards increasing safety of cyclists and increasing their visibility during night time, Delhi Traffic Police in cooperation with Cycling Federation of India, International Road Federation (India Chapter) and M/s. Bajaj Allianz launched a campaign on 30.10.2013 at India Gate Lawns, Rajpath Crossing.Amongst those present included,Shri Taj Hassan, Spl. CP/Traffic, Delhi, Shri Onkar Singh, General Secretary, Cycling Federation of India, Ms. Deborah (Gold Medalist), Ms. Manorama (Silver Medalist) and Mr. O.Vikram Singh(Bronze Medalist) - Asian Track Junior Cycling Championship -2013 held at Bangkok, Thailand), Ms. Vijay Lakshmi (National Champion-Cycling), Shri K. Murthy Naidu, Zonal Sales Head & Shri Tushar Seth, Marketing Team Head, Bajaj Allianz, senior officers of Traffic Unit and school children from Kulachi Hansraj Model School, Ashok Vihar were present in which reflector tapes were affixed on the front, rear and sides of large number of bicycles.

In the first phase, more than one lakh bicycles will be pasted with reflective tapes in the area of New Delhi and Central Districts, free of cost, especially found moving in vulnerable areas. Subsequently, the campaign shall cover other vulnerable roads/parts of the city in phases.

Shri Onkar Singh, General Secretary, Cycling Federation of India thanked Delhi Traffic Police for launching this campaign in the interest and safety of cyclists. He also assured full cooperation from Cycling Federation of India and International Road Federation for the campaign.

Shri Anil Shukla, Addl.CP/Traffic pointed out that cyclists are the most vulnerable victim of fatal accidents during night time particularly at dark/poorly lit roads. Concerned with their safety, he stressed that it is imperative that they should be visible to the other road motorists so that their involvement in accidents is minimized. He exhorted the cyclists and public persons to join this noble initiative in large numbers.

Thick) or any other article which is capable of being used for causing physical Violence and carrying of any corrosive substance or explosives and carrying , collection or preparation of stones or other missiles or instruments or means of casting or impelling missiles, is likely to cause danger to public peace , public safety and hamper the process of free and fair Elections in the union Territory of Delhi.

AND WHEREAS it is necessary to take speedy measure in this regard for the preservation of public peace, Safety and ensure free and fair Elections.

Now, Therefore, I, Ran Singh Gahlot , Asstt . Commissioner of Police Sub- division Dwarka/SWD, Delhi in Exercise of the Powers conferred upon me vide GOI, MHA, New Delhi’s notification dated 9th September ,2010 , prohibit any person , not being a person in service or employee of the Govt. required by his superiors or by the nature of his duties to carry weapons or unless exempted by me or any other authorized by me in this behalf .

1.From carrying of fire –arms ( including licensed fire- arms ), cudgels , swords, spears, bludgeons , knives ,sticks or lathis including flag staff (excluding those less than 75 cms in length and 2 cms. thick) or any other article which is capable of being used for causing physical Violence ;

2.From carrying of any corrosive substance or explosives;

3.From carrying , collecting or indulging in the preparation of stones or other missiles or instruments or other means or casting or impelling mIsseils;

In any public place within the limits of the Sub- Division Dwarka, South West District Delhi.

Any person Professing, believing or following the Sikh faith may carry or possess with him a kripan.

This order shall come into force with immediate effect and shall remain clause in force up to December 15Th ,2013.

Any person contravening this order shall attract punishment under clause (a) of sub- section (2) of section 113 of the Delhi Police Act, 1978 (34 of 1978) which provides punishment of imprisonment for a term which shall not be less than four months but which may extend to one year and shall also be liable to fine.

As this order cannot be served individually on all concerned, the order is hereby passed Ex- parte . It is further directed that this order shall be published for the information of the public through press and other media and by affixing copies on the notice boards of all Addl. Commissioners of police/ Deputy Commissioners of police, Asstt. Commissioner of Police, Tehsil Officer’s of the Distts, all police Stations concerned and the offices of the NDMC & MCD.
