Food Safety in International Agricultural Trade: 1999 Activities:
  • Co-organization of one workshop on Food Safety, to be held in Canada (Maritime Province), with the participation of Canadian and LAC public and private sectors and research institutions. The focus will be on fish and seafood products processing.
  • Participation of Canadian specialists in a MERCOSUR meeting on equivalency.
  • Organization of one technical mission to a Southern Cone country to collaborate with national veterinary services for the development and/or adaptation of food safety testing technologies, in compliance with ISO 25 laboratory quality standards.
2000 Activities:
  • Co-organization of one workshop on Food Safety, tentatively to be held in the Southern Cone with strong participation of Canadian specialists. Theme to be determined.
  • Participation of Canadian specialists in technical missions in Costa Rica, Trinidad and Tobago and Dominican Republic.

American countries. Concrete ideas are being explored between the

'PROMPEX', or Promotion of Peruvian Exports, was created in 1996 to (a) reengineer the productive export at processes and both the agricultural and industrial levels; (b) prepare the trade structure of businesses to enable consolidation and expansion in the market; (3) improve competitiveness, price, quality and the market delivery time of exports. The project is to be completed in 1999. / Peru / Grant / Exports / $3.3 million of which $100,000 is funded by UNDP and the balance by the counterpart under PROMPEX.
Note: PROMPEX also receives assistance from other donors and international agencies to organize special events, trade fairs, business roundtables, etc. In December 1997 an evaluation on PROMPEX activities was undertaken and coordinated with the International Trade Center of UNCTAD; the evaluation was favorable.
United States Agency for International Development (USAID):
Promoting understanding of the WTO Agreement on Sanitary and Phytosanitary Measures. The U.S. is providing assistance to CARICOM members so they can meet their WTO/SPS obligations. World Bank:
IDF-Grant 27-182, " Strengthening the National and Regional Institutional Capacity for Agricultural Trade Policy' is funded by the World Bank and administered by 'RUTA' (Regional Office of Technical Assistance). The project is executed by CORECA (Consejo Regional de Cooperación Regional) and CAC (Consejo Agropecuario Centroamericano). The program is expected to prepare the trade policy units in specific countries and one regional assistance unit to participate in trade negotiations under the FTAA; agreements between Mexico and Guatemala, El Salvador and Honduras; new negotiations with CARICOM; and WTO multilateral negotiations.
Expected outputs: (a) 4 regional training workshops covering the WTO including the Agreement on Phytosanitary Measures, the Agreement on Agriculture and antidumping measures; (b) 7 national workshops covering trade agreements, negotiations and trade regulations and treaty management; (c) 7 national workshops to strengthen the use and management of impact indicators in priority production areas; (d) 1 in-service training mission to Mexico to expose trade unit staff of beneficiary countries to trade instruments, modern trade legislation and operational procedures of Mexico's Trade Policy Unit; (e) 2 studies on specific commodities; and (f) 7 national courses on managerial and administrative techniques. / Panama, Costa Rica, El Salvador, Honduras, Guatemala, Nicaragua; Central American Agricultural Council (CAC) / Grant / Institutional Strengthening / $381,880
