SUPPLEMENTARY REPORT

temporary road closures

Summary

Council has received requests for temporary road closures of a number of streets for February and March 2017. An additional request has been made after the agenda closed. This report provides supplementary information but allows Council to, if agreed, accept the recommendations of this report and therefore covers both reports.
Council is being asked to consider these requests by utilising its powers under Local Government Act 1974 (Section 342 and Schedule 10).
This Act allows Council to close a road for an event after consultation with the NZ Police and Ministry of Transport, and which it decides that this will not unreasonably impede traffic.

Recommendations (UPDATED FROM AGENDA REPORT)

That Council agrees that the proposed events (Glengarry Community Concert and Speed Shearing, NZ Vintage Car Club Rally Start, South Alive Rimu Street Cart Race, Nitro Circus – Rugby Park and Children’s Day) will not impact traffic unreasonably

AND

As permitted under the Local Government Act 1974 (Section 342 and Schedule 10) approves the temporary closures of the roads for the events, times, dates and locations as specified in this report.

Background

Further to the report included within the January Council Agenda, a further temporary road closure has been requested for a Children’s Day event.

Children’s Day

Jed Street – Don to Spey Streets

The Southern District Health Board is organising the “Children’s Day” event (in conjunction with the NZ Fire Service and St Johns Ambulance Service) and has requested the temporary closure of Jed Street to allow for displays on the roadway.

This event is a repeat of the successful event last year and was well organised with suitable traffic management.

This event will not unreasonably impact traffic.

The Local Government Act 1974 Section 342 allows Council to close a road for an event after consultation with the NZ Police and Ministry of Transport, and which it decides will not unreasonably impact traffic. Consultation with the public under this legislation is not required.
