SUBJECT: IV&V Exemption Request

The New Mexico Department of Workforce Solutions Unemployment Insurance Claims Unit is requesting exemption from the required IV&V for our IVR Enhancements/Upgrades and Infrastructure Expansion Request. The majority of this request for certification is for T1/PRI communication and data packet lines, and redundant server hardware. The remaining ($26,099) of the $186,099 is for enhancement of current software required for compliance with federally mandated legislation and performance upgrades. The vendor currently providing support of the IVR system is targeted to implement the software enhancements and the requested IVR upgrades. NMDWS has had an ongoing positive relationship with the current vendor and has full confidence that the vendor will meet their responsibilities in completing the enhancements.

The requested funds for the IVR enhancements/upgrades are in compliance with the Federal Reed Act and Job Creation and Worker Assistance Act of 2002 extended by Laws 2007, Chapter 28, section 7, Subsection 23 which include a special appropriation for six hundred thousand dollars ($600,000). These funds, which were originally for replacing a document scanning system used for unemployment tax administration, have been extended through fiscal year 2009, and re-appropriated. The re-appropriation is for an electronic document management system for the unemployment insurance administration to implement the debit card payment function, and to enhance interactive voice recognition call center processing functions and to improve processes. This project will comply with these IVR enhancement requirements which are primarily T-1 and hardware purchases. The T-1 acquisition will be coordinated through the State Office of Communications Section within your Department. Due to the very limited amount of software enhancements required of the total project, we are requesting exemption of the required IV&V.
