Subj:Establishment of the George L. Phillips Modeling, Virtual Environments & Simulation

(MOVES) Award for Graduates of the MOVES Program

  1. The MOVES Academic Group currently does not have an award for its graduating officers. We wish to establish such an award for our graduates, the George L. Phillips Award. We wish to establish this award in time for the September graduation, at which time we will have 14 MS graduates. We would like to be able to announce the winner of the first award at the MOVES Open House on the 30th of August.
  1. Award Definition - The George L. Phillips Modeling, Virtual Environments & Simulation Award is presented to the graduating MOVES student with the most well-rounded record with respect to the NPS MOVES program. By this, we mean the student with excellent grades, and outstanding thesis who has helped the most in providing leadership and energy for the MOVES program.
  1. Determination of this award is by a small committee comprised of the MOVES Chair, the MOVES Academic Associate and the Curricular Officer for the MOVES program. Submissions to that committee are due no less than 5 weeks before the end of the graduating quarter. This award is given each MOVES graduating class if suitable candidates are identified and submitted.
  1. History of Award’s Name - CDR George L. Phillips, USN (ret.) has, in our estimation, been the person most responsible for moving the US Navy into modern modeling and simulation through his leadership and help in standing up the NPS Modeling, Virtual Environments and Simulation Academic Program. CDR Phillips defined the subspecialty code (P-code) fulfilled by the MOVES degree. He obtained N6 as a sponsor for the academic program. He worked with the Navy, the Army and the Marine Corps to provide students for the MOVES program. He has strongly supported the program in all aspects and has risen beyond the call-of-duty at all times for the program’s success. For these reasons, we name the MOVES graduation award after him. CDR Phillips is currently a civilian with the Navy Modeling and Simulation Management Office, N6M. He is a 1967 graduate of the NPS Operations Research program.
  1. I would be happy to discuss this award further with you, should you need additional information. I have attached the formal award definition. The MOVES Academic Associate, the MOVES Curricular officer and the MOVES Chair are already in discussion on the first award.

d. The award is presented in March and September to the distinguished Modeling, Virtual Environments and Simulation graduate.

2. Action

  1. The responsible action officer is the MOVES Curricular Officer (Code 32)
  1. The nominating authority is the NPS Selection Committee with approval of the sponsor.
  1. The selection committee consists of the MOVES Curricular Officer, the MOVES Chair and the MOVES Academic Associate.
  1. The award is made to an outstanding Modeling, Virtual Environments and Simulation graduate on the basis of thesis quality, academic performance, and leadership ability.
  1. The board meets during the fall and summer quarters any time after academic grades are released for the quarter just prior to the award nominee's graduation quarter and no later than five weeks prior to the nominee's graduation.
  1. The MOVES Curricular Officers initiates notification correspondence to the sponsor at least one month prior to the nominee's graduation.
